Marshill's Basic Law does not guarantee the fundamental right to free expression.
Marshill's Basic Law guarantees limited or certain types of expression only, while is bans some types of expression and speech.

Are there limits on speech or expression in your nation? No.
Freemopia shames all nations who do not have free speech, and will not lift the ban on imports (of non live animals) from nations who ban free speech or foreign aid to governments who ban free speech, until they allow free speech.

It's impossible for speech to breach the peace as long as it's not a noise disturbance especially when someone it sleeping.

Those who yell fire does not relate to safety. The person, who falsely yells it can be asked to leave and if they don't, removed from the building. Crowded rooms (and government funded commercials) can inform the people in it not to stampede or trample each other if an emergency occurs, most people do not trample each other in emergency situations, especially if there is enough exit doors spaced properly and they are not locked.
Employees or regular attendees of buildings with large crowds should practice a fire drill in the building.
Buildings that become crowded can inform the people that anyone yelling fire that is not an employee or is not the fire alarm might be fake.
Those who trample are at fault for trampling, not those who yelled fire.

It's impossible to intend words to cause harm to others because it's impossible for words to harm others. Only the person who punches an innocent person is at fault and should get in trouble, not the person who told them to do it.

It is wrong to punish people for other people's actions/what is not their fault. Plus it is a waste of resources that could be better spent going after violent offenders or helping the poor.

The following types of speech are outlawed:
  • Incitement to violence
  • Incitement to overthrow or violently injure the government (sedition)
  • Incitement to hate

  • It is illegal to advocate sodomy/homosexuality or buggery in a public area. (Private is fine.)
  • It is illegal to distribute homosexual propaganda in public or private, especially to minors. (This includes "coming out". However, private homosexual acts cannot be persecuted because it is literally impossible to criminalize thought, and not only that, but a crime must be committed.)
  • It is illegal to share state or military secrets.
  • It is illegal to issue death threats.
  • It is illegal to advocate the destruction of a person or a person's property.
  • It is illegal to advocate genocide.
  • It is illegal to advocate for the suppression of the right of a business to integrate or discriminate.
  • It is illegal to call for the assassination/shooting of any creature, public or private.
  • It is illegal to incite a riot.
  • Pornography is illegal, both in print and in media, and, likewise, it is illegal to distribute it.
  • Human nuditiy is prohibited outside of a residential area or designated changing room or bathroom.
  • Collective bargaining, labor organization, and unionization consisting of more than three creatures must be strictly underground. No exceptions.
  • All media is cleaned of cursing, sex, and general amorality before being deemed fit for public consumption by a Board of Censors.
  • Despite not being enforced for over a century, it is technically still on the books that a human cannot mock a non-human creature for lacking opposable thumbs.
  • Motion pictures are not protected speech. Radio is not protected speech. Television is not protected speech. They are all commercial goods distributed in unconventional formats, and unless selling Twinkies at the street corner is freedom of speech, neither is producing a picture show.
  • Nekomimi (catgirls) may not display their mutant ear growths or their tails in public, except when expressly permitted by the business or owner of the venue. In some cities, they must also drink from separate water fountains and otherwise be segregated from society.
  • National Socialism (Nazism), Satanism, sorcery/witchcraft, paganism, Scientology, and Pastafarianism are illegal and punishable by banishment or lengthy imprisonment.

In some parts of the country, you can be shot on sight by foreign networks of terroristic death squads for riding on a horse, talking about riding horses, or otherwise doing anything to domesticate or limite the (non-existant) "rights" of a horse. If we try to remove the death squads, murderous genocidal maniacs will kill us all and smash our babies' heads and our hatchlings upon the rocks and do unspeakable things to our human females.

speach is not directly limited by law. not at the national level anyway. but speach inciting violence has its own consiquences, which our legal proceedures would be reluctant to shield anyone from. hate speach is generally considered distasteful in our culture, to the point of being a virtual taboo.

so the limits of speach are more of that nature, such as they are.

our world having been at peach for so many thousands of years, nations do not find it in their interests too keep state secrets from their citizens of each other.

so there is no such thing as a classified secrets system. on the other paw, everyone has the option of not mentioning things about which they are not asked.

so there is officially no classified information to leak.

regional council sessions are not publicly broadcast, nor are most councils at most levels. there are no laws against spying on them, but such physical measures are in places as to make this very nearly impossible. this is because it is felt that low persons need to be completely open with each other in session, and might feel inhibited from this if they knew or felt that everyone else was listening in.

on yet another paw, the do often invite nonmembers in for counciltation. this latter is essentially how our judicial function is conducted.

hate speach is anti-cultural, as is intentional deception.
again these things don't need to be handled judicially, as they tend to make one something of an instant pariah.
truth isn't what i say. isn't what you say. isn't what anybody says. truth is what is there, when no one is saying anything.

I'm sure not a single nation has the complete freedom of speech, anyway.

However in Qeno there are no limits to freedom of speech so you could say in what would be the Airport "There is a bomb" and in a crowded movie theater "Fire!"

Freedom of speech is important to the Salthans. There are a few restrictions to freedom of speech (which applies to formats of public speech, distributed fliers or printed materials such as books or magazines, tv, radio and stage performances):

-Advocating treason
-Advocating illegal activities (though, of course examination is made of the context, whether it is for example satire or sarcasm)
-Saying something that would be logically understood to cause disorder (the fire example)
-Slander/Libel (though this is more of a civil matter than criminal one)
-Pornography (that is, sexualy explicit material, nudity does not automaticly apply). propagated in a media or place where children would be likely to see or hear it. (That is, this allowed to be sold, displayed or preformed in private venues where children are not allowed, where "no ammitance" signs are posted).

There was a law outlawing the promotion of monarchyism, but that was eventually repealed in 104 NG.

One may not insult the nobility nor the monarchy
One may not speak seditious or treasonous thoughts against the nation
One may not speak with hate against those of differing races, religions or sexualities
One may not willfully endanger others through misuse of information
One may not willfully spread false information
One may not willfully supply misinformation to the courts of law

We believe this to be reasonable.

Speech is somewhat limited in the IGRR. Deviancy, that is opposition to the party ideology and basic tenets of society, is punished through being drafted into our colonization programme or through forced labour in their home planet if it is a mild deviancy. Deviancies include racism, homophobia, agitation for exploitative economical systems, initiation of violence or the advocation thereof as well as some deviancies that varies by planet.

It is illegal to mar the image of the Imperial Family either through word or media.
Likewise it is illegal to plot sedition and treason against the glory that is the Empire.

Otherwise say what you want, just be aware of repercussions from those you insult.

No speech may insult or show disloyalty to the Autarch or the ruling regime, or show favoritism to unacceptable ideologies such as communism, socialism, capitalism, and support of democracy, or speech showing support for state enemies or foreign enemies (such as other nations or state criminals), or disrespecting allies of the nation.

tl;dr free speech is non-existent in Everia

The Government legally supports free speech completely. In practice there are certain sensible restrictions; don't plot treason, don't be a cunt to religious/ethnic minorities, don't yell fire in a crowded room, provided you can find a standing and structurally sound building in which to gather people into that room of course.

Also don't insult the General. This is not law, officially you can say about him whatever you like. In practice it will get you lynched or worse by his most diehard supporters, so it is advised you watch your tongue.

Ragnarum governments doesn't tend to reveal to people what its positions are on things are until its too late, that way it can coax out more people with undesirable political beliefs to speak out so they can be destroyed. Informants are literally everywhere. Suspects are usually bugged to keep track of their conversations.

Fortunately for most, this tactic is mostly used well against groups/people that promote/believe in discrimination based on things that people are born with. They are the main area of people that executions are carried out on in Ragnarum.
Although, assassins are usually sent out to carry out killings of these people outside of Ragnarum anyway.

Apart from that, call the Prime minister a cunt if you like, he won't care so long as it isn't political.

There are plenty of restrictions on speech, but hey.

The only limits to free speech in ELF reside in the speaker's ability to defend themselves from harm in the event of physical retaliation.

Limits on freedom of speech so far in the Embal Republic include:
- Promoting the total deregulation of capitalism and business practice as enforced by Embal law within the nation's borders.
- Promoting the total deregulation of the use of the Agricultural Zone, the Protected Zone and any non-renewable resources within the nation and that of neighbouring nations and planets.
- Using speech in a manner which deliberately creates an adverse effect on one's dignity; this can be on the grounds of race, sexual orientation, gender identity, disability, physique, health, income, class, creed, nationality, preferred style (latter still commonplace among especially youth) etc.
- Inciting human rights abuses, such as torture and detention without a fair trial.
Various penalties apply if any of these conditions are met, which are all context-specific.
