The Greater Island Kingdom appreciates the application of the Tsardom, and before exhaustive arrangements are made, we would like to bring a few points to the attention of the Tsardom.

The importation of pets into New Hayesalia is limited to birds, cats, dogs, horses and rabbits from approved countries only. The importation of brown bears, a species not native to New Hayesalia, is impossible. This is a bio-security protocol and is legislated by the Ministry of Rural Affairs and enforced by Biosecurity NH.

The availability of spaces outside of the districts currently listed is possible, however embassies are expected to purchase the land as opposed to it being provided. A number of outer Revnami suburbs do have access to rainforest environments, however development in these areas can be expensive and complex, and we advise seeking professional New Hayesalian real estate lawyers before commencing this work. In addition, response times of the NHNP Embassy Protection Service would be limited and general duties may be taken over by police from the nearest station.

Generally, the use of vehicles in outer suburbs is permitted although registration costs remain high and access to public transportation is efficient. Your MAZ-7917 would be subject to a National Design Rules check, and registering such a large vehicle would be extremely expensive. In addition, due to it's large size and weight it would be illegal to operate in most parts of the CBD. Access to vehicles of the class of the MAZ-7917 requires a permit arranged 3 business days in advance, exact timings and often police vehicle marshalling. These permits are generally only issued to the Military and construction companies. We recommend a Mitsubishi Fuso Rosa.

Temperature in Revnami typically hangs around a 35C maximum in the summer and 29C in winter falling to about 26C and 20C at night.

The Tsardom of Syberea hereby announces the wish to sever all diplomatic ties with the Government of New Hayesalia, giving as reasons the exemption of the brown bear, the national animal of Syberea since the early 19th Century, from legally entering the nation of New Hayesalia. The Tsardom of Syberea also dismisses the New Hayesalian' vehicular recommendation, calling it "Insulting", after making it clear that the Syberean Constitution demands the strongest of Syberean domestic vehicular choices only for its Ambassadorial personas. The Tsardom expresses its regret that time and effort of both countries has been wasted for no apparent reason, and hereby thus formally wishes to sever all diplomatic ties between the two nations.

The Tsardom will continue to recognize the New Hayesalian nation as a sovereign nation, but will no longer look for improved relations.

Syberea expresses its sympathies and regret towards the people of New Hayesalian, having previously hoped that the two nations would have been capable of finding a diplomatic solution as to eventually make it possible for the denizens of both nations to travel and experience the respective other country at their wishes. As a result of the failed diplomacy, however, the Tsardom is not capable of offering visas to New Hayesalian citizens, but expresses its hopes that the New Hayesalian government will "eventually come to its senses" to solve the diplomatic issues at hand, at a later date.

The Ministry of Foreign Affairs, and indeed the Greater Island Kingdom of New Hayesalia, is greatly offended by this unproportionate diplomatic snub by the Tsardom. The refusal of the Tsardom ito respect established biosecurity laws- laws put in place to protect trillions of dollars in investment by the Ministries of the Environment, Rural Affairs and Resources- has now led to a major diplomatic incident between our nations. Quite simply, the importation of any animal into New Hayesalia is subject to control by New Hayesalian Customs and Biosecurity NH. These protocols, established by all sensible nations, are designed to protect the economic and environmental welfare of the entire country. To simply exempt a Syberean Embassy from our current Biosecurity regulations would be unfair to the numerous other embassies who do not receive such an exemption, and would present a poor precedent.

The fact that an established nation of nearly 750 million citizens would consider a recommendation- not an order- of the purchase of an alternative embassy vehicle to be insulting is both ludicrous and bizarre. There is no ruling that would prevent the import and use of your MAZ vehicle, only currently established laws that apply to all vehicles of it's size- including the New Hayesalian Government- preventing it from using a tight and pedestrian-heavy road infrastructure in our main cities.

Imperialist powers can use the severance of diplomatic relations or the threat of severance as a means of interfering in the internal affairs of other states and as a means of bringing political pressure and provoking international conflicts. The concept of the Tsardom seeking to choose this route, instead of negotiating these small-scale administrative concerns, indicates inexperience and an inability to understand what a severe diplomatic problem is.

In addition, we are extremely insulted by the groundless accusations that these problems could not be resolved by discussions with the New Hayesalian governments. Quite simply, there were no discussions as to resolving these concerns at any level. The Tsardom's lack of communication followed by an announcement of 'failed diplomacy' is simply idiotic. This is not failed diplomacy- this is an insolent foreign government believing they are above the rules and regulations adhered to by dozens of other embassies of nations of all sizes inside our country. We believe it is indeed the Tsardom that needs to 'come to it's senses' as it was so eloquently stated.

In response to these concerns, New Hayesalian citizens currently inside the Tsardom are advised to immediately register with the nearest Greater Prussian diplomatic post to provide updates and consular assistance if it becomes necessary. More specific updates are also on smarttraveller.gov.nh in relation to this announcement.

In concusion, we would like to remind the Tsardom that embassies are crucial in the negotiation of trade treaties, bilateral financing deals and other areas of mutual interest and Ambassadors are the ones who sign bilateral assistance agreements. You are shortchanging your government and your people in the pursuit of a thoughtless macho approach to international politics, and we state that the imperative to change this situation is solely that of the Tsardom.

While the Greater Island Kingdom appreciates the application of the Liberated Worker's Republic, we must unfortunately deny your current application for the Parliament Complex position. These positions are reserved for nations whose political and economic success are of vital interest to New Hayesalia, and as such command a considerable influence.

We recommend a position on Pavillion Drive, and we await your reply to this proposal.

In response to your question regarding the equipment of the EPS and the New Hayesalian National Police, the Embassy Protection Service is equipped with all non lethal equipment used by the regular police force when in uniform, which includes OC spray, shockmace and taser device. In addition, each member carries a Model 9 Defender 9mm pistol and must be competent in it's use. In addition, patrol vehicles have access to a Model 12 shotgun and Model 10 submachine gun. Plain clothed officers, generally on close protection details, are armed with the Model 9 or the Model 15 PDW, as well as access to heavier armaments in their vehicles.

EPS officers are experienced police officers and have often served on other close protection units and are highly adept. Training for an EPS officer is a 32 week specialised training course which covers all aspects of protection and patrol relating to specific embassy duties.

In the unlikely event that additional support is needed, access to the NHNP Air Unit and Riot Police is also available for the EPS. These police personnel are used overseas to provide protection for New Hayesalian Ambassadors, and as such their quality is vital. Your ambassador and staff will be in excellent care.

Revnami is a multicultural city and the nearest Catholic-aligned place of worship is the Capital Cathedral, approximately two kilometres from the Parliament Complex.
