The National Government would like to take offense to the following line first before replying to the rest of the letter:

We are not seeking to purposefully restrict the freedoms of diplomatic staff, however our concerns for maintaining the safety of the greater New Hayesalian community is of greater importance.

We were previously not aware that the safety of a foreign government's diplomatic mission and its personnel came second to the interests of intruding citizens of your nation. While they may be your citizens and of your responsibility, anyone intruding must surely be handled as soon as feasibly possible without forcing a complete lockdown of the embassy and preventing embassy security from stopping intrusions as stated in your entry requirements. Despite all the letters and replies sent to your nation on how these security personnel being sent are not rent a cops but trained police personnel and know better than to shoot first, it appears your nation has a serious misplacement of trust in foreigners with firearms in trying to secure their home nation's diplomatic missions. Dare we say that the mere arming of Lanosian National Police officers within a Lanosian diplomatic mission in New Hayesalia could most likely cause a serious public incident? We believe that in doing so, our personnel could be reduced into a state of non-effectiveness with constant anti-firearm protests and persona non grata tit-for-tat incidents. The line being specifically referenced in regards to this protest also smacks of xenophobia. Despite your populace's fears of an armed foreign security person being within an embassy, such fears are unjustified and most certainly racist.

Your nation's best intentions for diplomatic security are at best uninformed and at worst dangerous. What if your police cannot get to an embassy in time? What if the police assisted intrusions into an embassy? What shall the embassy security personnel do if they are overwhelmed in attempting to "lock down?" We cannot, at this time, certify that your policies are in the best regards for our diplomatic personnel or for any nation's personnel for that matter. If anything, Lanosian security personnel are better trained and wouldn't engage in a situation your populace fears would happen if a foreigner with a gun happened upon one of your citizenry if they were intruding. Shooting first is not how police officers do their jobs. Regardless of our end of the security matter, we believe that the sight of an armed foreign embassy security person would be red meat to your populace and lead to a very serious security situation that we are unwilling to venture into should we go ahead with this embassy.

In light of this situation and the serious doubts of our embassy being secured regardless of your nation's promises to the contrary, we will not be going ahead with this embassy and the consulates at this time. We are sorry for the inconvenience but must severely protest the xenophobic viewpoint of armed foreigners vs your populace. Perhaps in the future, we will be willing to revisit this issue. For now, we cannot go ahead with the embassy at this time.

P.S. It's also considered hypocritical for your nation to bar foreign security personnel from possessing firearms in an embassy while arming your security personnel in your diplomatic missions abroad. We could be making the same arguments to your country but you'd arm your personnel nonetheless. However, Lanosian official policy does not ban armed foreign embassy security personnel per international conventions.

The New Hayesalian Government has expressed our commitments to the security of all diplomatic posts, and outlined our standard and extra steps taken to ensure that safety. We have also supplied information on extra measures the extra steps the embassy may take as well as issuing an Exemption Agreement. Your diplomatic security staff are believed to be proficient, in the current circumstances, with stopping any intrusion which in itself would be an extreme and exceptionally unlikely security event.

The Government has no control over the formation of protests outside embassies. Concerns over such protests caused by the possession of firearms in your diplomatic posts can be mitigated by not having firearms in your diplomatic posts. The New Hayesalian Government will only declare security staff persona non grata if the terms of the Exemption Agreement are breached. Tit-for-tat occurrences, which we presume to involve the discharge of a firearm in genuine self defence where no other level of force would suffice, would not attract such a declaration.

Our diplomatic protocols are not racist or xenophobic, and your assertion that our protocol is founded on either prejudice is baseless.

New Hayesalian police will be positioned on station. The response time of the New Hayesalian National Police (for incidences occurring outside the extraterritorial zone) in any instance would be within seconds. The NHNP are a disciplined and trustworthy force and, as we trust security services of other nations, they can be trusted to maintain the inviolability of your diplomatic posts. If your embassy personnel are indeed overwhelmed during a lockdown- an event which is exceptionally unlikely- lethal force will be authorised for the Embassy Protection Service, and the terms of the Exemption Agreement would dictate the situation inside the Embassy. We are simply dismayed at the Republic's constant distrust in the NHNP when we have repeatedly given examples of their high level of skill, discipline and agility.

We are indeed sorry that the inability of the Lanosian Government to compromise has restricted diplomatic ties between our nations. We will still seek to accredit a diplomatic mission inside the Republic. We will also point out that New Hayesalia complies with all security directives set by protocol branches of other nations, who lack the detailed and functional security arrangements that is provided by this program. You will also find that other nations have higher rates of violence, crime and lower abilities to respond to threats. U.R. ambassadors are not referred to as "His/Her Excellency", but only hold the titles "Mr./Madam Ambassador" or "The Honorable". It is necessary to address the issue of equipment and weapons available to security personnel. The United Republic is, firstly, confident that New Hayesalia's security environment, much like that of the United Republic, presents safe circumstances for diplomatic staff without additional security measures. We are further confident that New Hayesalia has a strong and capable law enforcement arrangement for the protection of foreign dignitaries that further reduces the necessity of a heavily armed diplomatic compound security force. However, we also understand that there are a number of crises that necessitate a rapid and decisive response that cannot be delivered in a timely manner by local law enforcement forces. In these situations, expert restraint and training must be employed to accurately respond to the threat with minimal collateral damage. U.R. embassies have, in the past year, been subject to transgressions by armed assailants on a number of occasions, including in very secure areas with responsive law enforcement organizations operating in close proximity. Accordingly, we wish to request a singular exemption from the regulations against arming security personnel with firearms. Typically U.R. embassies, as with embassies of most countries in the world, have a multilayered security arrangement where special response units within the embassy have access to weapons like shotguns and assault rifles, while baseline security forces are armed with far lighter weapons. Because we understand the stringent restrictions on firearms for security personnel, if you approve our request, we will follow a number of key guidelines in contradiction to established U.R. protocols in order to more effectively integrate with the New Hayesalian environment. Firearms would only be carried by security personnel if a significant and credible threat poses a major risk to the safety and security of embassy staff, particularly any armed intrusion. They would not be discharged until all practical nonlethal alternatives have been employed. Only pump-action shotguns and semi-automatic pistols are being requested. We would employ very strict engagement rules, and our embassy security personnel are highly trained and disciplined, to minimize the potentiality for improper use of force. We fully understand the significance of our requests and the severity of any repercussions related to the violation of New Hayesalian rules and regulations. In response to your security concerns, we firstly assure the United Republic that we are operating an extensive and capable security force in diplomatic security. The National Police's Embassy Protection Service is on-station 24/7 and has immediate access to a wide choice of resources and assets. We believe that combined with high levels of defensive, nonlethal security maintained by individual Embassies that this is an appropriate security arrangement.

We do not believe that there is any significant or exceptional risk to the security or dignity of the Emmerian Embassy or it's staff in New Hayesalia, especially one which would necessitate the extra step of arming Embassy security staff with lethal weapons. If the United Republics have any concerns regarding specific events, circumstances or organisations of threat operating in New Hayesalia or overseas we urge that the State Department advises us on these specifics.

We can advise additional defensive measures that may be installed at your chancery or heighten security protocols in accordance with the Embassy Security Level Table.

To the esteemed and honorable representatives of New Hayesalia, It is my honor to announce my confirmation by the United Republic Senate as the official United Republic Ambassador to New Hayesalia. I am confident that my role will lead to a close relationship with your esteemed representatives and officials. May this mark the beginning of a long and storied partnership. It is, however, certainly concerning that our request for firearms for embassy security staff was not honored. Even in very secure countries, availability of weapons to security staff, particularly during periods of building lockdowns due to security concerns, are standard; indeed, while "first-layer" security guards are typically not armed in such countries, internal security and special response units within the embassy are generally allowed to maintain firearms with strict training schemes to ensure proper use of force. The United Republic, a very safe nation with a strong and capable law enforcement program to secure foreign embassies during periods marked by security concerns, has reasonably loose restrictions on firearms registered under the embassy, allowing foreign embassies to properly arm well-trained security personnel for contingencies. It is therefore deeply concerning that New Hayesalia, as a modern, first-world nation, would disallow such basic and ubiquitous security precautions, especially since such schemes are found in embassies throughout the world; particularly because most of these schemes are driven by the most basic and universal concepts for security and not by distrust of host country law enforcement capabilities. I sincerely hope you reconsider this matter, as it would enable a drastically simplified embassy building construction plan that would, undoubtedly, accelerate our objectives in establishing close diplomatic relations and provide for closer diplomatic commerce. I have acknowledged your requirements for taser device certification and aircraft maintenance standards. The U.R. State Department will ensure all security guards operating taser devices on embassy grounds have received certification from the New Hayesalian National Police prior to operation. Additionally, we will ensure any pilots associated with the diplomatic mission have received commercial certification to operate the aforementioned aircraft in New Hayesalia, and maintaining compliance with New Hayesalian aircraft maintenance standards will be a primary concern. Embassy staff will additionally ensure compliance with New Hayesalian flight restrictions when planning air transportation. We thank you for your timely response and consideration of our requests.
