Triparte Nationalist Coalition (TNC)

The Triparte Nationalist Coaltion (TNC) was founded in August 12, 1941. The TNC is a centre-right political coalition in Rizealand. Its constituent parties are the Nationalist Republican Party, Christian Democratic Party, and the Conservative Reform Party.

History

In 1941, the heads of the the National Republican Party (NRP) and the New Rizealand Party (NRLP) decided to unite together to oppose the rise of the Rizealand People's Union (RPU). In 1948, the TNC defeated the RPU and controlled Rizealand from 1948-1968 when it then lost to the RPU. The TNC however regained its power in 1982 and held on till 1990 when when it again lost to the RPU's new alliance, the National Progress Coaltion.

The NRP, according to its founding "Articles of Accord," is to be "led and presided over by a Coalition President who shall be appointed by the Coalition's convention. Here is a list of the chairmen that served as heads of the coalition from 1940 onward.

Economy: Supports a free market with a hands-off government policy of business matters. Believes in deregulation of business and increase in tax cuts for wealthy business owners as well as stipends for business that help the economy and employment rates

Social: Does not support any war on poverty and favors small voucher public welfare system.

Abortion: Does not support abortion with the exception where the life of the mother is at stake or if the abortion is a result of rape or incest

Gay Marriage: Does not support gay marriage but does consider the legal recognition of civil unions as acceptable.

The National Progress Coalition (NPC) was founded on April 30, 1990. The NPC is the left-wing political coalition in Rizealand and its member political parties include the New Democratic Party, People's Democratic Union, Progressive Nationalist Party, Green Party, and the Socialist Party.

History

The precursor to the National Progress Coalition was the Democratic Coalition (founded in 1945). Due to the inactivity of the Democratic Coalition and rise of the New Democratic Party, a new coalition was created in 1990 which resulted in a massive victory for the new coalition. Since 1990, the NPC has controlled Rizealand politics on the federal level.

The Nationalist Republican Party or NRP is the chief political party of the Triparte Nationalist Coalition and is largest right-wing political party of Rizealand. Founded in 1938, the NRP controlled Rizealand politics three different times in the last 100 years and currently is the minority party in the National Assembly.

History

The Nationalist Republican Party was founded in 1938 by June Rawlings, one of the more prominent members of the National Council. The NRP was the first political party of its kinds but in less than a month after it was founded, Rawlings's greatest political enemy, Henry Hershing, founded the Rizealand People's Union and it became the opposing party. A bloody war then erupted as both parties vied for a position of power in the new government. The NRP championed pro-business economic principles but in the end, the more liberal RPU won the popular vote. In 1941, the NRP united with the New Rizealand Party (NRLP) and created the Triparte Nationalist Coalition. In 1948, the NRP defeated the RPU and held the executive office while sharing the majority in the National Assembly with the NRLP. In 1968, the RPU and NRLP were ousted from power by the RPU. In 1982, the new Christian Democratic Party seized control of the government and allied itself with the NRP who then was able to control most of the National Assembly. In 1990, the National Progress Union defeated the Triparte Nationalist Coalition and the NRP. Since then, the NRP has struggled to hold onto its position in the National Assembly.

The President is the Chief of State and Head of Government for the Federation of Rizealand. The President is elected by an Electoral college for a period of 5 years and can only serve two terms. The President has veto powers, can declare war, and appoint officials all with the permission of the National Council and/or National Assembly. The President also has special emergency powers that can be used only during a massive emergency. The Presidential Residence is the Orange House, located in Monegro, the capital of Rizealand. The office of President was created in 1933 by the Articles of Federation. The current President is Dominique Horiatio

Election

The President of Rizealand is elected by a Electoral college for a five year term. During election time, people in Rizealand vote for their choice of President via a ballot. Those ballots then are counted up in each province and whichever candidate wins the majority of the popular vote, wins all that province's electoral votes. Electors apply and are chosen each to represent one of the candidates. When the winner is announced, all that winner's electors are sent to the Electoral College to cast their vote. The number of Electors is based upon each provinces population, a number which is decided by a joint resolution of the National Assembly and National Council. Whichever candidate wins the majority of electoral votes wins the election. However, if the electoral college has a tie, then the National Assembly votes on the candidate and if the National Assembly reaches a tie, their speaker casts the tie-breaker vote. The Electoral College is required by law to convene after Election Day which has been designated as October 5 and must be done meeting within 20 days before the current President's term ends.

Qualifications

Under the Articles of Federation, the President must
-Be a natural born citizen of Rizealand
-Be at least 35 years of age at time of inauguration
-Have resided in Rizealand for the last 5 years

The President cannot serve for more than 2 terms and cannot be holding any other public office during his tenure as President. The President receives a payment of $250,000 annually and receives a monthly pension of $10,000 after retirement from public office. After being elected, the President must take the following oath to become President of Rizealand. This oath is administered by the Chief Justice of Rizealand before the assembled bodies of Parliament and all the federal courts.

I, (name of President), do solemnly swear to uphold and execute the high Office of President of the Federation of Rizealand to the best of my abilities and that I will, to the best of my ability, protect, defend, and uphold the Articles of Federation and the laws and bylaws of this Federation. So help me, God.

Powers and Jobs of the President

According to the Articles of Federation, the President is the "chief of state" and "head of government" for Rizealand and has the following duties and granted powers:
-Leader of the Executive Branch, tasked with enforcing all laws passed by Parliament

-Diplomatic Head of State, tasked with leading all ambassadors and taking lead in all Rizealand's diplomatic affairs

-Commander-in-Chief of the Rizealand armed forces, tasked with leading the Rizealand military and appointing top military generals and officials

-The power to appoint all members of the cabinet and heads of all executive branches with approval of the National Council

-The power to sign all legislation passed by Parliament and the power to veto any legislation passed by Parliament, Parliament can override the President's veto with a 3/4 majority.

-The power to declare war or peace and the power to negotiate treaties, with approval of the National Council

-The power to appoint all federal judges and ambassadors with approval of the National Council

-The power to grant medals and awards to distinguished citizens and soldiers for honorable service to their country

-The power to grand pardons to individuals with the exception of impeachments

According to the Articles of Federation, if both houses of Parliament are hindered from meeting for more than 2 months or if a state of national emergency is declared unanimously by Parliament, the President is granted emergency executive powers.

Impeachment, Removal From Office, Vacancies

Impeachment and Removals from Office
According to the Articles of Federation, if the President commits despicable acts or does the most heinous or reproachable crime, he can be impeached and removed from office. The National Assembly is charged with issuing the articles of impeachment and the National Council is charged with trying the President for his "impeachment." If the National Council finds him guilty of the charges against him by the National Assembly, they will remove him from office. Impeachments cannot extend beyond removal from office and any other crimes must be prosecuted then by a traditional court of law.

Vacancies and Succession
If the President is temporarily absent from the country, his office will temporarily filled by the Deputy President. The Deputy President shall still retain the title of Deputy President and will only serve as a proxy. He can approve most legislation but any big decisions, appointments, or signing of bills must still be conducted by the President. However, if the President is deemed incapable of acting as President, dies in office, or vacates his seat, the Deputy-President shall become "Acting President" and the National Council shall appoint another Deputy President in place of him. If during the next election, the "acting" President wishes to run for reelection, he may do so only once, no matter how long he served as "acting" President.

The Deputy-President is the second highest official in the Federation of Rizealand and is the Chief Deputy or head of the National Council. Election

The Deputy-President is appointed by the National Council for five-year terms, usually in the same year that the President of Rizealand is elected. If the National Council reaches a tie on the candidates for Deputy President, the National Assembly is required to break the tie. Any ties by the National Assembly are broken by the vote of the President.

According to the Articles of Federation, the Deputy President is the second highest ranking government officer in Rizealand, chief adviser to the President, and in charge of presiding over the National Council, the upper house of the Federal Parliament. These are the powers of Deputy President:
-Chief adviser to the President of Rizealand

-The second highest official in Rizealand when the President vacates his office, the Deputy-President becomes acting-President

-Deputy President (Chief Deputy) of the National Council, in charge of presiding over the meetings, appointing a temporary Deputy to preside over the National Council in his absence, but the Deputy President may not vote in National Council proceedings unless the National Council reaches a tie

Cabinet of Rizealand

The Cabinet of Rizealand is a council of Rizealand's top secretaries and administrators appointed by the President with consent of the National Council for the purpose of advising the President and the government.

Role and Powers
The purpose of the Cabinet of Rizealand is to
-Provide advice to the President of Rizealand on the measures which should be taken
-Preside over their respective agencies and departments
-Give testimonies and their opinions to the National Council and National Assembly

Composition
The Cabinet of Rizealand is comprised of secretaries who are appointed by the President with consent of the National Council as the heads of Rizealand's departments. There are also secondary Cabinet positions who are also appointed by the President with permission of the National Council and serve as advisers and counselors. The cabinet usually meets in the Federal Executive Building in downtown Monegro.
