It's election time in your nation. The public looks to two leaders- the current incumbent and an upstart newcomer with controversial, almost scandalous policies. Both are close in the polls, though the incumbent currently has the advantage by a few percent. However, this all changes when their rival is found brutally assassinated 3 days before voting begins. The public is stirred into a frenzy, and they demand answers. Does the government hold off the elections in order to conduct an investigation, or push forward with them? Either way, citizens will be angered. Indeed, rioting has already begun in the streets. RP the incumbent's/government's response among this chaos.

2. On my application, how should I handle references to other countries in my history?
I don't want to rope in my future neighbors without their permission and I'd like to get to know them and their regions better first if I did. Is it alright to use IRL countries as stand-ins, e.g. "populated by refugees from the Abbasid Caliphate, then a colonial possession of first the Portuguese, then the French, and finally the British"? Or should it be more like "populated by XXX, then a colonial possession of AAA, BBB, and CCC"? Ideally these blanks will eventually be filled with a mix of other player states, historical states from my own history, and historical states from other player histories.

3. In 2013 population had to be no more than your NS state's population. Is that still the case?
If that rule is still in effect, can I give a provisional future population? Using the wiki page I've tried to model my geographical size around Brytene and Vedria and my population as between Brytene and Valdiu.

4. Is there any problem with my state having a separatist movement with de facto control over part of the country?
This is why the map linked in Q1 has a lighter and a darker green. I do not want to play two states; I want to play one state that claims territory controlled by a rebel movement. Might be interesting for a small minority of states to recognize it eventually (à la Abkhazia), but I'd prefer to handle it as a civil conflict for awhile.

3: I'm sure it can be worked out with the heads of staff of Atlas. These names, specifically the Minister of Recruitment and the Minister of Information, as well as the Executive President, can be found of the World Factbook Entry
4: Nope. This is perfectly acceptable, and actually, Panchia is in the middle of revolting against Roski, Dagelia has a state that's attempting to break away from it, and there are other nations who have significant terrorist attacks every once and a while

1. Yes, it should be - apply now to make sure you'll be able to get it.

2. For now, just use cookie-cutter names and ideas to help form your history, but more often than not, you'll be seeing yourself collaborating with others on a regular basis to form some kind of history - it's a gradual process, rather than an immediate formation and "fill-in-the-blank" idea. You can do things however you want, but yes, you do have to ask other people's permission at some point.

3. That rule is largely defunct - but a good rule of thumb is to identify an IRL-analogue and model a density function in order to find your population. Your plot would likely have a few million people, maybe more into the 10-20 range if you wanted, but certainly not in the hundreds of millions to billions. It's just common sense, really. Also note that larger plots do not mean larger population - terrain and climate also have to be considered. Fortunately, your plot seems to be in a prime position to support good habitations.

Please give a brief description of your climate and geography:

The Confederation of Cavatappi is an archipelago of 793 islands, most of which are uninhabited or sparsely inhabited rocks and atolls. The high islands consist of microcontinental islands in the center, southwest, and southeast and volcanic islands in the northwest. Of the low islands, only the largest barrier islands and atolls are populated.

The climate is hot and humid but equable, classified by Köppen-Geiger system as tropical monsoon (Am) and tropical savanna (Aw). The temperature within islands varies little throughout the year, however some outerlying islands experience milder temperatures due to a cool ocean current. Cooler microclimes exist, especially at high elevations. Most of the archipelago alternates between distinct wet and dry seasons with the wet season usually longer in duration.

The largest single ethnic group in Cavatappi is the Persians, who are primarily Sunni Muslim, Zoroastrian, and Christian. The second largest ethnic group, the Kurds, comprise the majority of Yazdanis (primarily Yarsanis) and those who claim no religious affiliation as well as a sizable minority of Sunnis. Europeans are predominately Christian and unaffiliated while Lurs and Baloch show patterns of religious affiliation similar to Kurds. Parsis are overwhelmingly Zoroastrian, although those who emigrated in the 20th century are more likely to be religious than their descendants.

Reliable up-to-date statistics on European ethnic makeup is not available. As of the 1990 census, Europeans were 71.8% French, 24.6% English, 3.4% Portuguese, and 0.2% other ethnicities. Smaller non-European ethnic minorities include Arabs, Pashtuns, Tajiks, and Bengals.

The official languages are English, Farsi, French, and Kurdish. Most Cavatappians are multilingual, speaking a native language and at least one of English, French, or Cavatappian Creole. Cavatappian Creole (Kriol Kavatapi), Luri, and Portuguese are officially recognized minority languages, a status which grants certain privileges regarding access to translators, the taking of oaths, and provision of ballots. The non-recognition of Baloch is a perennial issue in local politics.

English, Farsi, and French are written according to an official language standard. However, Kurdish materials may be provided in Kurmanji, Sorani, Pehlewani, or Gorani, a situation that has presented logistical problems and prompted calls for standardization.

I will wax poetic once I have coordinated with countries that might be included in the history, so bear with the outline for now.

A group of Western Iranian peoples (Persians, Kurds, Lurs, Baloch) flee religious/ethnic persecution in AAA Empire (Bahariyan?) due to the Islamicization/ XXXization of their homeland (what is now Huda and Azenyanistan?). Debates as to whether there existed permanent indigenous populations on the islands before their arrival are unresolved. AAA sends massive fleet to exert control over the island but it is largely destroyed by a cyclone (à la kamikazes of 1274 and 1281). Isolation until discovery by ethnically Portuguese explorer.

Claimed as a colony of BBB state (ethnically Portuguese) but only slightly developed. BBB, likely subsequent empires, grants Cavatappi a high degree of self-rule owing to propensities for natural disasters (cyclones and volcanos), disease, rebellions, and general ethnic/linguistic/religious unrest. Seized as spoils of war by CCC Empire (ethnically or linguistically French) and significantly developed. Eventually seized by DDD Empire (ethnically or linguistically English), partially developed (infrastructure, lingua franca, education), otherwise given increasing autonomy, and granted independence on the eve of a civil war. The Confederation controls most of the archipelago; the rebels control much of the northwest; only one island is under divided control. Lately the war has developed into a succession of shaky ceasefires.

BBB and CCC may be best as fictitious states with ill-defined geography but I’m open to ideas. Perhaps DDD could be Sde Dov?

How would you describe the political climate in your nation?:

In keeping with its confederal nature, Cavatappi is highly decentralized with almost all powers devolved. The central government is in charge of foreign relations and the armed forces in addition to some redistributive and coordinating functions.
The provisional government is currently preparing for the first post-independence elections. Prior to independence, elections were dominated by a variety of communist, socialist, social anarchist, green, and other broadly left-libertarian factions. Disagreements on economic policy are particularly pronounced in the northwest, where conservative and liberal tendencies are predominant.

Disagreements also arise over social issues, particularly when religious practice potentially runs afoul of civil rights guaranteed in the Constitution. Interreligious unrest was more common in past centuries but still occurs. Interethnic tension is more common, especially between Iranians and Europeans. Resentment over alleged linguistic discrimination is a common complaint of Baloch citizens. As Bengal immigration increases, reports of racial discrimination are on the rise.

Ethnic and linguistic unrest, coupled with tensions over economic and social policy, has devolved into a civil conflict pitting the right-leaning, majority-European northwest and southwest against the leftist, majority-Iranian center and southeast. European rebels currently hold most large islands in the northwest.

I hope to begin as a small power and develop into a middle power as my economy rebounds and civil conflict winds down. Some of my real-life models for small states wielding outsize influence on the international stage are Qatar, Singapore, and Taiwan (though NS population inflation means I’m much bigger than any of them). Some real-life models for the economic and political systems are Revolutionary Catalonia, Rojava, and the Free Territory (Makhnovia). Culturally and historically, Cavatappi is closest to Mauritius/ Réunion/Seychelles with Western Iranian influences in place of Indian and African ones.

"Takara is a wild card. She is martially-minded and not particularly palatable to the general populace of Yngen. At worst, she could start a war. At best, she will inflame the passions of the Anjouvins and Vayrholtians, as is to be expected of a haughty Notoyan princess with little regard for our culture."
Rittmeister nodded, collecting his thoughts, before speaking carefully.
"You have heard, of course, of Guilliame of Tanelorn?"
The High Lord's head snapped up, and his usually placid face wrinkled with irritation.

Just as the sun was setting, from the west the helicopter returned, tailed by two further helicopters. One was very different from the others, with a more angular profile and no troop bay - it was a Eurocopter Tiger and it swooped down low to strafe the Palace, firing deadly rockets into towers and gateways as its powerful 30mm minigun caused havoc amongst the wooden structures. Immediately after the first pass of the Tiger, the two Hueys pulled up to let sixteen Imperial infantry fast-rope down into the complex, led by Captain Ujio. Heavily armed, and covered by bursts of 7.62mm NATO rounds from the Huey door guns, they stormed towards the central keep of the palace, carefully threading their way along the gravel paths instead of trampling the ornate gardens.
They were all dressed in tigerstripe green fatigues and flak armour, the ceremonial Samurai armour replaced with tactical equipment, the only concession to their rank being their katanas. Unsuppressed G36 rifles blazed, tearing the peace and quiet of the evening as the shadows lengthened into full night, whilst L115a3 sniper rifles whipcracked bullets up at sentries or sharpshooters in balconies and windows.

High Lord LeClerc rapped his fingers on the desk distractedly.
"This is a problem," he snapped, not glancing up at his companion. Lord Adjutant Rittmeister, leader of the leftist VSP party with which LeClerc's libertarian DUP party had formed a coalition, nodded.
"Takara is a wild card. She is martially-minded and not particularly palatable to the general populace of Yngen. At worst, she could start a war. At best, she will inflame the passions of the Anjouvins and Vayrholtians, as is to be expected of a haughty Notoyan princess with little regard for our culture."
Rittmeister nodded, collecting his thoughts, before speaking carefully.
"You have heard, of course, of Guilliame of Tanelorn?"
The High Lord's head snapped up, and his usually placid face wrinkled with irritation.
'Of course I have, you idiot. Guilliame of Tanelorn, son of Roland of Tanelorn and Ingulfrid Rittmeister. The last of the line of Tanelorn and the eldest heir of the line of Fulk Rittmeister. Yes I have heard of him."
"Well rumour has it..."

Military RP:

Just as the sun was setting, from the west the helicopter returned, tailed by two further helicopters. One was very different from the others, with a more angular profile and no troop bay - it was a Eurocopter Tiger and it swooped down low to strafe the Palace, firing deadly rockets into towers and gateways as its powerful 30mm minigun caused havoc amongst the wooden structures. Immediately after the first pass of the Tiger, the two Hueys pulled up to let sixteen Imperial infantry fast-rope down into the complex, led by Captain Ujio. Heavily armed, and covered by bursts of 7.62mm NATO rounds from the Huey door guns, they stormed towards the central keep of the palace, carefully threading their way along the gravel paths instead of trampling the ornate gardens.
They were all dressed in tigerstripe green fatigues and flak armour, the ceremonial Samurai armour replaced with tactical equipment, the only concession to their rank being their katanas. Unsuppressed G36 rifles blazed, tearing the peace and quiet of the evening as the shadows lengthened into full night, whilst L115a3 sniper rifles whipcracked bullets up at sentries or sharpshooters in balconies and windows.

The large island country is mostly comprised of woodlands and lakes and mountains, but can also be conside notable for its grand beaches in the southern most points of the nation.

Please give a brief description of your national ethnicities and culture: Vhalish culture is a combination of common Anglo-Saxon culture and Danish culture in terms of food and days of celebration. Vhallion's mostly Protestant populace makes it a largely religious country.
