We don't intervene in other nations' affairs (except in very rare instances) but we want to know what they're up to so we can prevent them from intervening in ours.

We don't have any allies but we do spy on friendly nations. After all, it can be difficult to tell who is really friendly and who is just pretending to be friendly.

Spying is probably the most cost-effective defensive move that you can make.
