Approximately half of the Soviet Armed Forces are reserve and logistics personnel. Planetary Defence Forces are an entirely separate unit and are under the command of the planetary governor, as such their training and equipment are his sole and his advisors sole responsibility. The Soviet Military's primary purpose is the defence of the sovereignty of the Techno-Soviet and it's semi-independent colonies.
Special Military Units:
ARI Combat Units: Designed by Lenin-Gravodsky Corporation for the specific need of bolstering the SMC's rapid-strike capability and hunting partisan infantry, these autonomous robotic drones function along the same lines as a fully-equipped infantryman, only superior in every way. ARI Combat Units (ACUs) are essentially mechanized infantry divisions, complete with air and armour support. The Soviet Military as a whole maintains twenty such divisions, six of which are the Marine Corps' responsibility, eight are under Army command, four are the Navy's and the remaining two are designated under Soviet Special Operations Command. (SOVSOCOM) Widely feared by dissenters and rebels, ARI units are usually the last word in ground warfare. One platoon of ARI units can usually take on several companies of human infantry at once and come out on top with few casualties. Like the PDFs, ARI units are not counted in the army census, mainly due to the extreme secrecy revolving around their true numbers and that robots, despite being sentient, have few rights in the Hegemony.
Planetary Defence Forces: Officially their to protect the Soviet colonies against uprising and attack by hostile invaders, in reality they are nothing more than cannon-fodder and meat shields, primarily tasked with suicide missions and 'heroic' charges against the enemy forces to buy time for the real soldiers to arrive. Criminals are widely sentenced to either slave labor mines on remote asteroids, or terms in the PDF. Naturally, the PDFs have extreme casualty rates and are usually the first groups to rebel. They are not included in the armed forces census, but make up about 1.5-3% of their respective colony's population.

No, for naval and airforce details I specifically left out a portion (albeit, not the majority) of the force from the active combat roles to be assigned to various positions in non-combat. In the army, the logistics, management, and medical forces are part of the overall force divided amongst various battalions and whatnot. As for overall management and intelligence, that is independent of the military, but in cooperation.
