Took a picture screen capture of a Russian province that I wanted my nation to be based in (from Wikipedia, I think), and edited the rest in MS paint. I took some time and a whole lotta OCD. I copied and pasted the compass rose.

What program did you use to make your map and does it have some sort of tutorial? I've made some pretty detailed and nice maps with paint but I'd love to be able to do better.
