My progress with the round insofar:

How should I go about improving it's armor penetration exactly?

And, well, how should I classify it exactly? Since it's definitely a "Ball", "FMJ" or otherwise, it's an abomination, bridging the gap between JSP's and other wild-game mincing cartridges with a body-armor popper. So then, how the devil do we classify this abomination?

Short of adding a penetrator, which might mess up the expansion, not much. It should go through soft body armour, at least.

Well, as I figured it, maybe I could add a "core" or "pseudo-penetrator" in the base, not counting the fact that it will have a wulframite jacket. A way to even/sort-the-balance. I chose for this replacement (setting the par for Khornatenreich infantry munitions from 1951 onward) to be as vicious as bloody-possible, yet effective.

The idea being that, against heavier armor, it'll "squash-out", slamming the penetraor inward, kinda like the effect the 13.2TuF had on Tadpole tanks, just on meat walkin' around carrying a rifle. Now, hitting the face, leg, arm or other bits we encounter the crueler side of things. The "bladed petal" effect of it's KALAHARI cartridge forefather comes into play, snapping limbs off at the joint, or tearing holes into the target due to the muzzle-velocity.

For rifle, I'd say the Steyr AUG
For pistol, I'd say the FN Five-Seven

So... remember those 4.6mm v.2s from yesterday? Yeah, I botched them. Turns out, they offer less energy at 50m than the v.1s, no improvement in trajectory whatsoever, and the smelled somewhat of fisch.

As such, they no longer exist.

Would the payoff in weight make using Aluminum cases worth it? Or should I just jump straight to polymer cases? (keep in mind this is working within a FAL and a FN minimi)

If I'm looking at this correctly (which it is very possible that I am not), then I guess it wouldn't be able to fire with stock folded.

Why wouldn't it? The stock doesn't appear to contain, or blok anything vital.

THis might be a bit late and off the wall but you are aware that Khorne's sacred number is 8 (slaanesh is 6, nurgle 7 and tzeentch 9) so you migth want to think about .8cal (20.32mm) or soem multiple fo 8 as your calibre (i.e. 16mm).

yeah this probabaly would have been much more useful back when you started this project...

I think so. Isn't the recoil spring on the AN-94 where the magazine usually is, and that's why the magazine has to be canted to the side? It looks like what you're seeing in the stock (I'm assuming that's where your concern lies) is a cleaning kit. That would make sense because cleaning kits often are kept in place with spring tension so it doesn't rattle.

Are the disadvantages of duplex ammunition to great for it to be fielded as standard-issue (hypothetically)?

Its a cleaning capsule. contains parts for assembly/dis assembly and cleaning of the rifle that it stored in the butt of most Russian service rifles since the introduction of the SKS, a practice started with the PPSH-41 IIRC. Has no vital parts that removing the stock of the rifle wuld effect.
