We don't have licence plates. In Kahanistan they are seen as tools for government agencies to monitor civilians and there are numerous legal barriers to such monitoring. Registration is the first step to confiscation, just like with firearms. However, we do issue driver ID cards written in English, Hebrew, Arabic and Latin, the four official languages of Kahanistan, for reciprocity purposes so our citizens can drive in foreign countries that have diplomatic relations with us and recognise our driver ID's as equivalent to whatever licences they require.

All ground vehicles must have a tag in front and behind. Here's an example.

"JM" is the City Issue code, for example JM for Jennimill, TW for Twintwors or CY for Caspray.

The first three letters signify in which of the 27 counties the car is registered. The middle 4 numbers are the year of issue, and the final three letters are the unique code for the vehicle.

For a fee, individual number plates can be issued. For example, a leading Shakespearean actor in the country has two cars, which have the following two number plates.

Private Civilian License Plates
Private Civilian License Plates are white with black text.

In this case, UT is the Province/Territory/Colony Abbreviation. It represents what province, territory, or colony the vehicle was registered in. "UT" is this case represents Usoth, the most important province in the Empire. 000A is the Personal Serial. It is simply a strand of characters to identify a particular vehicle. The characters are purely random (save for certain combinations that would and could be considered offensive) and are organized by either ###L (#=Number; L=Letter) or L###.

Public Civilian License Plates
Public Civilian License Plates are yellow with black text.

For UT, the same rules apply as with Private Civilian License Plates. The only big change (other than the aesthetics of the plate) is the size of the Personal Serial. These Personal Serials only have two characters, one a number and one a letter. The organization is nearly the same with a #L and L# system.

Government License Plates
Government License Plates are blue with black text.

Once again, UT represents the same thing. However, 000 is the Official's Number, which represents the designated digit of the government official the vehicle was registered to.

Royal License Plates
Royal License Plates are blue with gold text.

In a very simple case, 00 is merely a specific Royal's designated Royal Number. While for most Royals this was initially random, successors now take on their predecessor's number. The Emperor was always designated as "00".

Diplomat License Plates
Diplomat License Plates are white with gold text.

Diplomat License Plates start with a four letter abbreviation of a diplomat's nation (National Abbreviation) (AAAA) and end with a two digit number to represent a particular diplomat (Diplomat's Number) (00).

Emergency License Plates
Emergency License Plates are red with white text.

Like most other plates, Emergency License Plates have the Regional Abbreviation (UT), which follows the same rules as before. The Vehicle Designation Serial (0000) merely is to identify a specific emergency vehicle.

In a regular Luepolan license plate, the first four characters are letters (Of the Luepolan alphabet, accented vowels excluded), and the last four are numbers. Citizens can pay an additional small fee to choose their plate letters and numbers, provided it is not taken. With this option, the customer has the option to, for a slightly increased price, deviate from the standard 4-letter, 4-number system and instead freely choose up to 10 characters in any order, including any Luepolan alphabet letter, number, and basic symbols, such as M (Luepolan Currency Symbol), #, @, %, and &.

License plates in Starkmoor are all issued from a national Department of Transportation, but the design for civilian vehicles varies by district. Designs reflect local tastes, geography and/or heritage.

Government vehicles and diplomatic vehicles are issued their own distinctive variety of plates.

In place of license plates, a registration sticker with a unique barcode is stuck to the back window of the car. The sticker is designed to essentially superimpose its self onto any security cam pictures of the car in question using some clever optical trickery. When a citizen is issued a driver's license, there is a place to put a duplicate of their vehicle code sticker.
