We do "borrow" a lot of our technology, especially military, from foreign nations. But in terms of aid that is knowingly and/or willingly given to us, no.

GPH foreign aid is a recent phenomenon. Prior to the Windigo War, or Cold War with the Dominion of the Lubyak government aid was practically nonexistent. It was generally considered that the Constitution did not authorize the government to use the people's money for foreign charity. There were, however, large amounts of private aid from charitable foundations and religious organizations. Later, the idea of government aid became more accepted, particularly during the Windigo War, when foreign aid was an useful tool in shaping the GPH's international image and building alliances.

Today foreign aid programs of the GPH government are not very wide-reaching and it is estimated that private Herdite foreign charity going through similar channels beats the governmental one in scale by a large margin. However circa 2012-2013 the amounts of foreign aid issued by the GPH government have almost quadrupled compared to the levels during the final early 2000's stages of the Windigo War and the 2012's thaw, in particular due to the agreements with the states of Kaltras and D'halbrisir and infrastructural crises in both.
