It seems very strange to me that you'd need so much land for prisons and "restricted areas," but I suppose it makes sense as a map (to a certain degree).

I think it will be more helpful if you color them all in to better define which region is what or do something like what I did

I recommend that you use thinner lines for borders. Especially internal borders. Oh, and the color the inside of your borders.
