FT + Power Armor + Energy Weapons + Advanced Targeting Computers = Dual wield heaven. We can also quad wield with shoulder mounted weaponry. Of course, this doesn't mean that we always do...

Unlike some human forces here, our soldiers actually train for war, not bloody action movies. The time it takes to learn dual-wielding properly (meaning you can consistently hit your target purposely rather than by accident) is much better spent on acquiring more important martial skills. Not to mention that handguns that are wielded dually are backup weapons, meaning that you have done a piss-poor job keeping the enemy at bay if you even have to resort to your sidearm.

The only application where dual wielding could theoretically be useful is close combat, but even there, bayonet or a combination of energy sword and sidearm are considered much more effective - your two blasters or autopistols ain't gonna mean much when a hulking Skargh ir bearing his gun-axe down onto your skull and you have nothing besides the puny little guns in your hands to block it with.

Of course, if anyone wants to learn blasting their enemies with style, they are free to practice in their free time. Imperial military acknowledges such efforts for developing ambidexterity, which, unlike dual-wielding, is useful in any situation.

Dual-wielding bladed weapons like knives is different and the techniques are taught during the close-combat course.
Freedom doesn't mean being able to do as one please, but rather not to do as one doesn't please.

Dual wielding?

As peculiar multi-appendaged xenos (Well a lot of them at least), why stop at dual wielding when you can octadeca wield?

It's not officially approved of, however, some troops have been down to duel-wield weapons when more firepower is needed.

Dual wielding is incredibly stupid. You cannot aim, you cannot reload, and you cannot move properly. Take it from someone who is accompanying his troops to the range right now. Also why would you ever equip your army with double barrel shotgun?

Dual wielding is perfectly acceptable in Avalon's military, being as our weapons range from medieval to modern as long as it does not endanger other soldiers or the one "Dual wielding" it is perfectly allowed. In the heat of battle soldiers may use any weapons they find suitable for fighting be it two swords, two pistols or a rocket launcher.

During WW1 it was a common sight to see Purpelian NCOs with a pistol in one hand and a sword in the other. Now a days they get issued proper rifles so the number of such occurrences has dropped sharply. However our propaganda posters still some times depict gallant officers leading a charge this way.
Purpelia does not reflect my actual world views. In fact, the vast majority of Purpelian cannon is meant to shock and thus deliberately insane. I just like playing with the idea of a country of madmen utterly convinced that everyone else are the barbarians. So play along or not but don't ever think it's for real.

In my nations military? None, there is no military.
Citizens? Any one who doesn't go out with at least three guns, some kind of bladed weapon and some species of explosive is considered a freak, an idiot, or someone who can afford to hire armed guards.
