What is the most effective weapon for killing as many people as possible and causing as much infrastructure damage as possible? The reason I'm asking is that the canon I'm in essentially has now only a couple of super-states and I feel that this will be the key to victory in potential future full-scale wars, because any conventional military engagements will simply become a meat-grinder and a stalemate of sorts.

Nuclear weapons work nicely for that, as well.
All-out strategic nuclear warfare can have two goals. You crush them as a state, or you kill everything.
Killing people will likely spare some of their infrastructure and systems for you to harvest.
Killing his infrastructure will leave what people survive with no pharmaceuticals, petrochemicals, machinery, defence, centralised government, agriculture, transport capability. Anything.

Number 5 is ready and waiting.

Wanted to thank you to all of you for ceasing to post in this thread and moving to the new one with minimal fussing.

Other posters in other threads haven't managed such an orderly transition. Not naming names, of course, just being hypothetical. You know who you are.
