That works for infrastructure, but what if my priority is causing civilian casualties and contaminating large areas?

Nuclear weapons work nicely for that, as well.
All-out strategic nuclear warfare can have two goals. You crush them as a state, or you kill everything.
Killing people will likely spare some of their infrastructure and systems for you to harvest.
Killing his infrastructure will leave what people survive with no pharmaceuticals, petrochemicals, machinery, defence, centralised government, agriculture, transport capability. Anything.

Number 5 is ready and waiting.

Wanted to thank you to all of you for ceasing to post in this thread and moving to the new one with minimal fussing.
