The following thread presents the Organization for Pardesi Affairs chamber where nations may propose resolutions for the purpose of regional security, economic development and social progress where it will come to vote to all member nations who will equally receive one vote. The chamber will posses no powers to authorize military action against another sovereign state/entity but will only serve to facilitate dialogue and peace making resolutions.

All nations have the duration of one week to vote on a proposal after the chamber voting begins. If nations miss the deadline, the proposal will mark the nation as "Absent at Vote" in order to allow the OPA to continue operating without drawbacks from inactive member states.

RESOLUTION TO DEFINE TERRITORIAL MARITIME BOUNDARIES

The following document presents the proposition set forth by the REPUBLIC OF EXAMPLIA for the implementation of an internationally recognized definition of maritime borders of sovereign nations through all present legal procedures stated on the OPA charter . The motion of this proposal will be considered failed if a majority of the vote is not obtained to support the resolution which will then be placed as a failed proposal. On such account, all nations have the ability to revive the proposal at a later date.



1. BACKGROUND

  • Seeking to establish an internationally recognized definition of maritime borders for all Pardesi nations to prevent potential disputes in waters in which may upset regional peace.
  • Allow nations to posses Exclusive Economic Zones to protect economic interests and posses powers to regulate control in their EEZ to protect their economic intersts.
  • Following thorough discussions with other members of the chamber, the resolution lays down the maritime borders as such:
  • Internal waters - Covers all water and waterways on the landward side of the baseline. The coastal state is free to set laws, regulate use, and use any resource. Foreign vessels have no right of passage within internal waters.
  • Territorial waters - Out to 12 nautical miles (22 kilometres; 14 miles) from the baseline, the coastal state is free to set laws, regulate use, and use any resource. Vessels were given the right of innocent passage through any territorial waters, with strategic straits allowing the passage of military craft as transit passage, in that naval vessels are allowed to maintain postures that would be illegal in territorial waters. "Innocent passage"[1] is defined by the convention as passing through waters in an expeditious and continuous manner, which is not "prejudicial to the peace, good order or the security" of the coastal state. Fishing, polluting, weapons practice, and spying are not "innocent", and submarines and other underwater vehicles are required to navigate on the surface and to show their flag. Nations can also temporarily suspend innocent passage in specific areas of their territorial seas, if doing so is essential for the protection of its security.

The following document presents the proposition set forth by the Twin Amanitte Empire of the Itailia for the immediate formation of a special commissioned council, formed by one individual from three nations, for the purpose of investigating the circumstances around the St. Raphael bombing and the Temple of Jupiter bombing in Rodarion and Itailia, as well as the crime itself. The Committee shall be formed of one nation with close diplomatic relations to the Theocracy of Rodarion, one with close relations to the Commonwealth of Pravengria and a third neutral nation who is detached from the current political and military situation. The resolution presented at hand requires the vote of 8 member states in favour of the resolution in order to pass. If resolution fails to accumulate the necessary votes, the resolution may be re-scheduled for voting at a later date by the request of the proprietor of the resolution.

  • Seeking to reveal the entirety of the situation surrounding the bombing on the St. Raphael Cathedral in Rodarion [1][2] and the bombings on the Temple of Jupiter and Palace of Lords in Itailia[3].
  • Calls for the formation of a special Justice Commission on Northern Pardesi Attacks, to be consisting of one individual from three different nations both aligned and one unaligned to ensure neutrality, unbiased and transparent reporting in the commissions reports, the requirements sent forth in the preceding opening of the resolution.
  • The Commission shall have the span of thirty five days to complete their investigations in both the Theocracy of Rodarion and the Empire of Itailia and a further seven days to then submit and publish a report detailing their findings to the OPA members, and then released to the press.
  • Brokering a ceasefire between Rodarion and Pravengrian forces during the duration of the investigation.

The following document presents the proposition set forth by the The Western Confederal States for the formation of a multinational unaligned peacekeeping force that is deployable under the circumstances of unanimous agreement by O.P.A. member states. 1. BACKGROUND

  • To be deployed in order to maintain peace throughout a warzone following OPA agreement.
  • First and foremostly used for humanitarian purposes in an effort of civil-military cooperation.
    • Being defined as: The system of interaction, involving exchange of information, negotiation, de-confliction, mutual support, and planning at all levels between military elements and humanitarian organisations, development organisations, or the local civilian population, to achieve respective objectives. Creating the essential dialogue and interaction between civilian and military actors in humanitarian emergencies that is necessary to protect and promote humanitarian principles, avoid competition, minimize inconsistency, and when appropriate pursue common goals.
  • The forces are permissioned to open fire for self-defence purposes, other than that they are strictly forbidden to pick a side during armed conflict.

1.2 Relevant Information
  • In accordance to the law passed regarding sexual modesty in Rodarion (Sacred Fath Protection Law, 2013), Vladimir Bratescu who was charged 34 breeches of the Sacred Fath Protection Law was executed. [1][2]
  • The following executive decision in turn provoked a response from the Pravengrian Government in the form of an economic embargo thus escalating the situation into an international event.
  • The arrest of the Rodarion ambassador in Pravengria further mounting to the escalation of tensions.
  • The sinking of the civilian Rodarion tanker by Pravengrian forces further escalating tensions that could possibly provoke international conflict thereby affect other Pardesi nations due to the possibility of conflict.[3]
  • The retaliation by the Rodarion Government to close the Pravengrian embassy and seize assets which in turn lead to the second sinking of a Rodarion tanker by Pravengrian forces. [4][5]


1.3 Proposal Action
  • To assert the stance of not supporting nations that explicitly targets innocent lives and supports piracy in retaliation of foreign domestic policy making and enforcement.
  • To ban the entry and presence of Pravegrian flagged ship in regional waters, by means of sanctioning the appropriate use of force unopposed to any Pardesi state upon detection of a violating vessel

1.2 Relevant Information
Following the exposure to an unknown pathogen, a series of viral outbreaks have led to the declaration of a public health emergency in the Immemorial Reach of Vaeronian Alessia in Reznya.[1]
Owing to the high probability of a terrorist attack being responsible for the introduction of a non-native pathogen to the Vaeronian Alessian homeland, a full military quarantine has been enacted around the island.[2]
The highly infectious nature of the pathogen highlights the deadliness of viral pandemics and our civilization's ill-prepared status should such a pandemic ever be loosed in Pardes.
The highly populous areas of the region, in addition to the varying degrees of uncooperative governments and lack of dialogue create a more fertile ground for the rise of virulent pandemics.
The Organization of Pardesi Affairs has an inherent responsibility to establish protocols to help protect the region-at-large from viral threats of a military or terrorist nature through proactive measures.


1.3 Proposal Action
To assert the illegality of deploying biological or chemical weapons on Pardesi soil due to the danger of potential region-wide or global outbreaks by militarily enforcing a moratorium on biological and chemical weapons usage in-region.
To create a multinational task force, the Strategic Operations and Biohazard Team of the Organization of Pardesi Affairs [SOBT] funded by each OPA state for the purpose of protecting regional states from a biological or chemical terrorist attack.
To punish those states who willfully engage in the deployment of biological or chemical weapons through a mandatory embargo on all trade goods to the offending state, until such time as a unilateral agreement may be established to lift such punitive acts, or to engage in a full-scale military operation to remove known biological and chemical weapons stocpiles.

The following document presents the proposition set forth by the UNITED REPUBLIC OF EMMERIA for the formation of a multinational armed fleet to perform counter-piracy operations in the East Livrichi Sea. 1. BACKGROUND

1.2 Relevant Information
In the wake of tensions between Pardesi regional powers over evolving events in Seukutan.[1]

Following the massive increase in piracy throughout the East Livrichi Sea due to the continued destabilization of the Seukutii government.[2]

Acknowledging unilateral efforts to counter illegal piracy and the inability to verify international transparency in the execution of these efforts.[3]

The Organization of Pardesi Affairs has an inherent responsibility to establish protocols to deter and prevent piracy in the region and coordinate multinational efforts to bring pirates to justice.


1.3 Proposal Action
To define "piracy" as:
  1. any illegal acts of violence or detention, or any act of depredation, committed for private ends by the crew or the passengers of a private ship or a private aircraft, and directed:
    1. on the high seas, against another ship or aircraft, or against persons or property on board such ship or aircraft;
    2. against a ship, aircraft, persons or property in a place outside the jurisdiction of any State;
  2. any act of voluntary participation in the operation of a ship or of an aircraft with knowledge of facts making it a pirate ship or aircraft;
  3. any act of inciting or of intentionally facilitating an act described in subparagraph (a) or (b).
To establish a multinational naval fleet with associated support elements to effectively counter piracy in the East Livrichi Sea and to bring the fleet under OPA control and jurisdiction to ensure transparency and multilateral responsibility.

To allow any member of the Organization of Pardesi Affairs to contribute elements to the fleet within reason under a mutual non-aggression agreement with other fleet participants for the duration of the counter-piracy mission.

To form the Pardes Piracy Observatory (PPO) to analyze the progression of piracy and provide surveillance support to Pardesi counter-piracy fleets, and to aid the aforementioned fleets with consultation and research regarding advanced counter-piracy concepts. Such an organization would be tasked with studying the effect of multilateral Pardesi efforts in countering piracy actions and advise such efforts in regards to future operational strategy and tactics.

We believe that this resolution carries significant potential provided it carries out the necessary adjustments to make it compatible with many member states budgets.

  • The Economic and Social Council may furnish information to the General Council and shall assist the General Council upon its request.
  • Each member of the Economic and Social Council shall have one vote.

1.2 Proposal Action
  • Nuclear weapons tests, defined herein as "intentional detonations of nuclear weaponry for whatever claimed purpose," shall be prohibited from taking place at any point above ground level, to include space (defined herein as "any altitude at which an object of reasonable size may achieve orbit").
  • Nuclear weapons tests shall additionally be prohibited from taking place within any body of water makes up a part of the region's oceanic system, at whatever depth.
  • The General Council shall monitor the incidence (as feasible) of nuclear weapons tests throughout the region, and shall collaborate in good faith to ensure these standards are upheld.
  • Nothing within this resolution shall be construed as a prohibition on the right of any nation to possess nuclear weaponry, or to test such weaponry in accordance with the parameters of this resolution.
  • Nothing within this resolution shall be construed as impacting in any sense the possession and use of nuclear materials for legitimate scientific, medical and research grounds, nor upon their use as a means of propulsion for vehicles of any type.
  • Upon passage, this resolution shall become binding upon all member-states of the Organization for Pardesi Affairs effective immediately, but shall not be used to levy sanction or penalty of any sort upon any member-state which shall have conducted such tests prior to its passage.

RESOLUTION TO ESTABLISH PEACEKEEPING MISSION IN VALINOR
(Resolution 0011)


The following document presents the proposition set forth by the Ancient Kingdom of Valinor for the establishment of a peacekeeping mission to operate in central and southern Valinor to help enforce the peace agreement signed between MHH and Valinese leaders in December 1992 and has since been violated by the refounded MHH. 1. BACKGROUND

1.2 Relevant Information
  • Following the 3rd Orlessian-Valinese War and the massive loss of life and damage to civilian infastructure, specifically in the Agrommious, Segala and Jyjla provinces, the Moviment Ħieles Ħsieb (MHH) arose as an extreme insurgent group bent on the destruction of civilian property, especially those founded by nobles or royal members, until a fully democratic rule was implemented in the Kingdom or their home provinces (the three previously mentioned) were granted independence.
  • On June 11, 1992, a group of MHH insurgents attacked the settlement of Gosper's Mill, a small hamlet of thirty two. The entire settlement was burned to the ground and all but two of it's inhabitants were killed, and the local ammunition factory which was owned by the Baron of the fief was destroyed.
  • On June 17, an MHH-planted IED detonated on a busy intersection in Kavala, killing twenty and damaging a historic library which was right on the street. MHH insurgents then filed out of buildings and opened fire on responding units, with the final death count being 50.
  • MHH insurgents attacked a military workshop outside of Fenway, which was guarded by a company of levies. Approximately 55 soldiers are killed with 19 insurgents, and the factory is heavily damaged by rockets and explosives.
  • On August 9th, the Battle for Fort Dajin, a military fort in southern Segala province and garrisoned by 600 Valinese soldiers is attacked by an approximate force of the same number of insurgents who were using black market technicals and arms. The Fort is destroyed and the garrison killed entirely, with the insurgents facing heavy losses and marked the serious rise of the insurgency.
  • Air Force bombings and a heavy presence of levies who are steadily increasing in their level of training force the MHH into a series of defeats and on December 2nd, their leader, Mikhail Gregorious signs a peace agreement with the Valinese government stating that the MHH will disband, and immunity against prosecution is granted towards all living members.
  • On December 12th, what is later identified as refounded MHH insurgents detonate a bomb inside a temple in the city of Ridin, killing 50. A series of bombs and ambushes are conducted against the levies over the next two weeks, with the levies losing every one. [4][5]


1.3 Proposal Action
  • To found the OPA Mission for Security and Peace in Southern Valinor which will be composed of soldiers that volunteer from any OPA member state. Their equipment, housing and food will be provided for by the Valinese government unless a volunteer member state reaches a different agreement with Valinese officials.
  • The MOSSV will specifically be used to enforce the cease fire between Valinese and MHH insurgents and will not engage any force unless in self defence or if enforcing the rules laid in out in this resolution or the peace agreement. Their commander will be designated by the Secretary-General and must be a senior, high ranking officer and will be vetted by the Council.
  • The MOSSV will not exceed 10,000 personnel in size, including combat, support and non-combat staff, and will in country until the date January 20, 2003 unless an extension is reached through a secondary resolution.

b) To be fostered as member of the Pardesi world bank, membership of the Pardesi Monetary Fund is mandatory. Each member of the world bank agrees intercooperation between the Pardesi World Bank, the Pardesi Monetary Fund and the Economic and Social council of the Organization for Pardesi affairs.


Section 2 Headquarters
The OPA institution world bank is to be headquartered in the Staten Building, Franklin, state of South Lake, Western Confederal States.

Article ii Capital stock and arrangement
a) The authorized capital stock of the Bank shall be $10,000,000,000, in terms of Western dollars of the weight and fineness in effect on March 1st, 1946. The capital stock shall be divided into 100,000 shares having a par value of $100,000 each, which shall be available for subscription only by member states.
b) The capital stock may be increased when the Board of governors deems it advisable (described in Article v, section 1 B) by a democratic majority of two thirds.

Promotes long-term economic development and poverty reduction by providing technical and financial support to help countries reform particular sectors or implement specific projects.

This seizure of territory was not conducted under an international resolution, in an act of self defense, or based on an internationally accepted form of popular sovereignty. Accordingly, this action violates international law. During the takeover, there are allegations that basic human rights of innocent people were ignored. Several countries have initiated comprehensive sanctions programs against the Ankaran Union in retaliation. It is the belief of this Assembly that the Organization of Pardesi Affairs has an inherent responsibility to support its member states in enforcing international law in Pardes.

The Ankaran Union's primary economic strength comes from the energy trade. It is the 7th largest oil producer in the POPE energy organization and is estimated to have the fourth largest energy reserves of any nation in Pardes. Any economic sanctions system implemented should be targeted at the Ankaran energy industry.


1.2 Resolution Objectives
To implement a comprehensive, flexible, internationally supported sanctions regime against the Ankaran Union in retaliation for its violations of international law. To ensure the sanctions regime is strong and targeted enough to pressure the Ankaran Union's leadership to reconsider its actions. To keep the sanctions regime flexible enough so that international trade is not severely impacted and the livelihood of the Ankaran people not severely degraded.


1.3 Proposal Action
To form the OPA Sanctions Program-Ankara (OPASPA), whose duties would be conducted under the office of the Secretary-General, to oversee the enforcement of an internationally backed sanctions effort.

To provide officials identified by the Secretary-General the authority to modify the terms of the OPASPA sanctions should their enforcement be deemed ineffective or they fail to accomplish the objectives specified in Section 1.2 of this resolution, within the clear boundaries as per Section 1.2.

To implement an economic and diplomatic sanctions program comprising the following measures:
  1. Immediate seizure of foreign assets held by the government of the Ankaran Union, members of the government of the Ankaran Union, military officers of the Ankaran Union, or Ankaran energy companies, or any other authorities or officials deemed involved;
  2. Targeted energy sanctions severely limiting the capability of the Ankaran Union's energy industry to conduct exports or overseas drilling;
  3. Prohibition of citizens or organizations of OPA member states from providing new financing to Ankaran companies in the energy sector or sectors appropriately related;
  4. Prohibition of transfer of all goods to the Ankaran Union of potentially military nature or that may be construed for military purposes, such as, but not limited to, weapons or chemicals.
To authorize member states to interpret the above measures independently to implement more specific, targeted sanctions to accomplish the objectives as per Section 1.2.

RESOLUTION TO ESTABLISH PEACEKEEPING MISSION IN TERINYI
(Resolution 0014)


The following document presents the proposition set forth by the UNIFIED TIPPERCOMMON REPUBLICS for the establishment of an international peacekeeping operation in the Republic of Terinyi to maintain order and protect the rights, dignity, and physical well-being of Terinyians from the self-proclaimed Terinyi National Socialist Army. The resolution presented at hand requires majority vote of two thirds* of the member states in favor of the resolution in order to pass. If resolution fails to accumulate the necessary votes, the resolution may be re-scheduled for voting at a later date by the request of the proprietor of the resolution.


1. BACKGROUND

1.1 Relevant Information
  • On 5 October 1982, the Terinyi National Socialist Party was founded as a right-wing political organization in the Republic of Terinyi. The organization was never officially registered as a political party in Terinyi nor has a member of the organization held public office in the state. The Terinyi National Socialist Party, abbreviated as "TNSP," has been classified as a terrorist movement since 1997 by the State Department of the Unified Tippercommon Republics after the group claimed responsibility for a series of bombings in Stortford, Terinyi.
  • On 10 January 2006, a joint Tippercommon-Terinyi counter-insurgency operation discovered a mass grave containing the corpses fifty-nine elementary school girls and the mayor of Nabugabo who had been kidnapped in December of 2005. The Tippercommon State Department determined that TNSP was responsible for the killings and the group claimed responsibility in June of 2006.
  • On 7 June 2014, the Terinyi National Socialist Army, the TNSP's paramilitary wing, launched an offensive on northern Terinyi's countryside, capturing the towns of Nabugabo, Oukoto, Nchekube, and Nankoma and its diamond mines and oil fields. The UTR Agency of National Intelligence had estimated that the TNSP had deliberately targeted and killed an 1,300 extranationals, homosexuals, and Ulthrianists during their campaign. Based on video posted online by Terinyian civilians, the TNSP used white phosphorous during their attack on the slums of Nabugabo specifically.
  • On 12 September 2014, the Terinyi National Socialist Army supported by foreign private military contractors assaulted and captured the UTR Stortford Naval Air Base, resulting in the deaths of 451 Tippercommon sailors, marines, and Office of Homeland Defense personnel. On 13 September, the group attacked the city of Stortford, capturing Terinyi's Capitol and Executive Palace on 19 October, executing President Stella Bigombe and her cabinet. The UTR Office of Homeland Defense announced on 19 September 2014 that Tippercommon and Terinyi military forces within the Republic of Terinyi were combat ineffective.
  • The TNSP presence in Terinyi poses a threat to stability in all of Ashizwe. On 13 March 2015, the UTR Agency of National Intelligence determined that contractors and extremists trained in Terinyi are now operating within the borders of the Republic of Niyeria in support of Adewale Ardua's coup d’etat. The TNSP now threatens shipping travelling through the Gulf of Alloquia and the security of its immediate neighbors. The TNSP has claimed that it has acquired biological weapons from foreign military contractors, although the UTR has not been able to confirm this claim.


1.2 Resolution Objectives
To establish an OPA Mission for Security and Peace in the Republic of Terinyi to contain and diminish the influence of the Terinyi National Socialist Party. To ensure that a peacekeeping operation is strong enough to defend against the clear and imminent danger posed by the organization, maintain peace within the civilian population, facilitate the administration of justice, and promote stability in southern Ashizwe. To reestablish order and protect the rights of Terinyian citizens through a cooperative multilateral effort.


1.3 Proposal Action
To form the OPA Mission for Security and Peace-Terinyi (MOST), whose duties would be conducted under the Department of Peacekeeping Operations, to oversee the enforcement of an internationally backed peacekeeping mission.

To deploy a force composed of peacekeepers from any volunteer OPA member state to Terinyi under the following parameters:
  1. MOST personnel will have the duty of maintaining security and peace in Terinyi by limiting the TNSP's ability to coerce, abuse, and terrorize the Terinyian population. Peacekeepers will have the intent of preserving the human rights and dignity guaranteed to Terinyian citizens under international law. Peacekeepers will not directly engage in combat unless in self-defense or if enforcing the statutes laid out in this resolution.
  2. The MOST will engage in humanitarian operations including the administering of medical treatment and the delivery of water and food to Terinyian citizens afflicted by the conflict. The Unified Tippercommon Republics and any voluntarily willing parties will be obliged to provide the necessary medical equipment and rations in order to meet this objective.
  3. The minimum force to be deployed initially will amount to at least four companies consisting of 600 peacekeepers and an aviation unit consisting of five utility helicopters. The strength of MOST shall not exceed 10,000 personnel, including combat, logistics, and non-combat staff. The peacekeeping force will include a detachment from the Strategic Operations and Biohazard Team (SOBT) in order to address the possible threat of biological and chemical weapons in Terinyi as sanctioned by Resolution 0003.
  4. The Unified Tippercommon Republics' Office of Homeland Defense and any voluntarily willing parties will be obliged to provide MOST personnel with housing, rations, and logistical support unless this responsibility is delegated to another OPA member state via secondary agreement.
  5. The field commander of the MOST will be determined by the Secretary-General and confirmed by the General Council.
  6. The MOST will remain in the Republic of Terinyi until 20 December 2016 unless an extension is approved via a secondary resolution.

The following document presents the proposition set forth by the UNITED REPUBLIC for the implementation of an international, cooperative, collaborative humanitarian aid distribution mechanism to provide aid to the Bogorian people amidst the Bogorian Civil War. 1. BACKGROUND

1.1 Relevant Information
The Bogorian Civil War has claimed the lives of thousands and displaced millions of civilians. During the course of the conflict, several attempts to establish safe corridors for civilian evacuation and provision of humanitarian aid have been attempted, but none have been successful in supporting the Bogorian people.


1.2 Resolution Objectives
To implement a comprehensive, transparent, and accountable humanitarian aid program under international supervision that will objectively provide aid to the Bogorian people. To ensure that this program is not mired in controversy of fueling any party's war effort. To establish this effort as the primary means through which the Bogorian people can seek much-needed assistance.


1.3 Proposal Action
To form the OPA Humanitarian Assistance Program-Bogoria (HAPBOG), whose duties would be conducted under the office of the Secretary-General, to oversee the enforcement of an internationally backed humanitarian aid effort.

To provide officials identified by the Secretary-General the authority to modify the terms of the HAPBOG assistance program should its efforts be deemed ineffective or they fail to accomplish the objectives specified in Section 1.2 of this resolution, within the clear boundaries as per Section 1.2.

To implement an assistance program targeted at aiding the Bogorian people through the following means:
  1. Establishment of internationally-supported humanitarian safe-zone corridors for civilians and humanitarian workers in which involved combat parties will refrain from conducting operations not intended to protect the civilians within these zones;
    1. Mandating that involved combat parties actively work to protect these corridors and authorizing the use of force to defend international, OPA-approved organizations providing aid and transportation in these corridors;
    2. Requiring that all corridors, routes, airports, railway stations, and other transportation hubs used to distribute aid contain checkpoints staffed by international OPA employees with the authorization to inspect all incoming and outgoing goods, as well as conducting background checks on individuals, to ensure the aid is distributed in a manner that does not actively fuel the conflict;
    3. The corridors must lead to safe internationally operated refugee camps and aid distribution centers in North Bogoria;
  2. Establishment of an international oversight committee to approve humanitarian organizations seeking protection and assistance under the international effort, and to inspect all incoming assistance to ensure none is being used to fuel the conflict;
  3. Encouraging the International Community to actively help on a voluntary basis by providing aid and assistance through the OPA or OPA-sanctioned bodies;
  4. Requiring involved combat parties to work to ensure humanitarian workers are protected.

The following document presents the proposition set forth by the KINGDOM OF HORNATYIA for the implementation of an internationally-backed sanctions regime to augment individual sanction programs by OPA member states against the Imperial Federation of Estovakiva for its violations of international law in a hostile takeover of the sovereign territory of the Kingdom of Hornatyia. The resolution presented at hand requires majority vote of two thirds* of the member states in favor of the resolution in order to pass. If resolution fails to accumulate the necessary votes, the resolution may be re-scheduled for voting at a later date by the request of the proprietor of the resolution.


1. BACKGROUND

1.1 Relevant Information
The Imperial Federation of Estovakiva has, through unilateral military action, seized control of portions of the sovereign territory of the Kingdom of Hornatyia. This seizure of territory was not conducted under an international resolution, in an act of self defense, or based on an internationally accepted form of popular sovereignty. Accordingly, this action violates international law. The invasion has caused heavy loss of life within the Kingdom of Hornatyia and has caused irreversible damage to international order within southwestern Pardes. Several countries have initiated comprehensive sanctions programs against the Imperial Federation of Estovakiva in retaliation. A number of countries have also decided to deploy military forces to intervene in the conflict, threatening to widen the war beyond Hornatyia. It is the belief of this Assembly that the Organization of Pardesi Affairs has an inherent responsibility to support its member states in enforcing international law in Pardes. It is also the belief that if the Organization of Pardesi Affairs does not act, this inaction may threaten the very effectiveness of this organization.

The Imperial Federation of Estovakiva's primary economic strength comes from its weapons and energy exports. It is the largest oil producer in the POPE energy organization and is estimated to the largest energy reserves of any nation in Pardes. Any economic sanctions system implemented should be targeted at the Estovakivan energy industry. Further, Estovakiva is a major weapons exporter and importer within Pardes and sanctions targeting its arms industry will send a clear message that this action will not be tolerated. Furthermore, the goal of these sanctions will be to limit Estovakiva’s ability to threaten the sovereignty of the Kingdom of Hornatyia in the future and any inaction on Estovakiva’s ability to produce or acquire weapons will only weaken these sanctions and cause the possibility of the conflict continuing or widening and future conflict any less greater.


1.2 Resolution Objectives
To implement a comprehensive, flexible, internationally supported sanctions regime against the Imperial Federation of Estovakiva in retaliation for its violations of international law. To ensure the sanctions regime is strong and targeted enough to pressure the Imperial Federation of Estovakiva's leadership to reconsider its actions. To keep the sanctions regime flexible enough so that the livelihood of the Estovakivan people not severely degraded.

It must be noted that any sanctions on Estovakiva’s oil exports could possibly cause damage to the global energy market, however these sanctions must include options for Estovakiva to continue limited energy exports in return for basic imports of foodstuff and medical supplies for the Estovakivan people.


1.3 Proposal Action
To form the OPA Sanctions Program-Estovakiva (OPASPE), whose duties would be conducted under the office of the Secretary-General, to oversee the enforcement of an internationally backed sanctions effort.

To form an Oil-for-Food Programme, which will oversee limited oil exports from Estovakiva to finance the importation of basic necessities for Estovakivan citizens.

To provide officials identified by the Secretary-General the authority to modify the terms of the OPASPA sanctions should their enforcement be deemed ineffective or they fail to accomplish the objectives specified in Section 1.2 of this resolution, within the clear boundaries as per Section 1.2.

To implement an economic and diplomatic sanctions program comprising the following measures:
  1. Immediate seizure of foreign assets held by the government of the Imperial Federation of Estovakiva, members of the government of the Imperial Federation of Estovakiva, military officers of the Imperial Federation of Estovakiva, Estovakiva weapons companies or Estovakivan energy companies, or any other authorities or officials deemed involved;
  2. Targeted energy sanctions severely limiting the capability of the Imperial Federation of Estovakiva's energy industry to conduct exports or overseas drilling;

  6. Prohibition of citizens or organizations of OPA member states from providing new financing to Estovakiva companies in the weapons sector, energy sector or sectors appropriately related;
  7. Prohibition of transfer of all goods to the Imperial Federation of Estovakiva of potentially military nature or that may be construed for military purposes, such as, but not limited to, weapons or chemicals;
  8. Allowing Estovakiva the right to export oil under an Oil-for-Food Programme. Estovakiva will be granted the right to export oil to finance the import of medicine, health supplies, foodstuffs, and materials and supplies for essential civilian needs, which the government of Estovakiva should agree to their equitable distribution.
To authorize member states to interpret the above measures independently to implement more specific, targeted sanctions to accomplish the objectives as per Section 1.2.

Once an OPA monitored ceasefire and withdrawal of Estovakivan military units from the territory of Hornatyia is observed, these sanctions will be lifted in sections, as stated further in this proposal.

For the sanctions regime to be lifted, Estovakiva must:
  1. Agree in full to a ceasefire with the Kingdom of Hornatyia;
  2. Withdraw all military units on the territory of Hornatyia within an agreed timeframe;
  3. Fully reimburse Hornatyia for damages caused by the conflict, including all damages to military and civil facilities, destruction of military equipment, deaths of Hornatyian civilians related to the conflict and injuries in excess of URD$10,000 to be determined by the OPA;
  4. Declare void any territorial claims on the recognized territory of the Kingdom of Hornatyia;
  5. Sign a non-aggression treaty with the Kingdom of Hornatyia.
Once the OPA agrees that the terms for the lifting of the sanction regime has been met, the sanctions will be lifted in the following order:
  1. Sanctions targeting the energy industry of Estovakiva will be lifted within 24 hours of the terms being met;
  2. Oil exports and imports sanctions will be lifted within 48 hours of the terms being met, Oil-for-Food Programme will be dissolved;
  3. Heavy industry sanctions will be lifted within 72 hours of terms being met;
  4. Prohibition of citizens or organizations of OPA member states from providing financial support to Estovakivan companies targeted by sanctions will be lifted within 5 days of terms being met;
  5. Sanctions targeting Estovakivan mineral companies will be lifted within 6 days of terms being met;
  6. All sanctions targeting the Estovakivan weapons industry will be lifted within 15 days of the terms being met;
  7. OPA Sanctions Program-Estovakiva (OPASPE) will be dissolved within 30 days of terms being met; ending any and all OPA sanctions related to the aforementioned conflict.
