If the opposing side surrenders, we usually demand a certain amount of money to help with the costs we need to pay to recover, because typically the nation we attack will try to do something to our mainland, we see it all the time. We wouldn't dare kidnap civilians or annex nations, but we will hold soldiers as POWs. They're only returned when we get our money, and the other nation pledges to never again cause any trouble to us. We'll go back into conflict if they attack an ally, though. When we reach that point, the costs skyrocket. It's just teaching them to keep their armies in their own nation.

Very little. At a governmental level, most wars initiated or participated in by the Anemonian state are driven by geopolitical policy concerns, and as such beyond occasional territorial concessions, overseen political transitions or reparations, few 'spoils' are taken as such. At an individual level, looting is fairly simply treated; it is a court-martialable offence, and if any undue harm is caused in the process of looting archaic legal loopholes mean that the military authority over overseas troops can actually lead to their being executed (capital punishment is not practiced within the Anemonian state or federal legal system).
