That's actually really BAD

My military is about 1% of my total pop, and that means my troops are very powerful and well armed while your millions of troops are probably using clubs and knifes to fight.

Really, look for something below 5%. If you are looking for uber-realism, put it, like, 1% at max on peacetime. If you are looking for non-realism, still, math and logic is your friend. Godmodding and dickwaving is your enemy, because many guys outside have bigger ~~dick~~ military than you.
