Does your ruler answer to other people or institutions? To what extent can they interfere with the governance of the nation? He answers to Congress.
If citizens of your nation called into question the ruler's legitimacy, what steps would the State take to limit the damage? To what extent would the State be hindered or restrained in its efforts by bureaucracy, independent court systems, legality of political parties, or other similar institutions/practices? Nonsense, they are extensively background checked before they even put themselves on the ballot. Any citizens who claim this are socialist scum.
Does your nation have the military draft, or does the system make it easy to introduce it in times of crisis? Once introduced, how easy is it to avoid? The military draft is legal and used in times of major warfare. It is impossible to avoid, you MUST serve, regardless of your own beliefs, if you don't, you are classified as a traitor and can be executed.
Is there capital punishment, and what obstacles are there to its exercise (rights of the accused, political controversy of the death penalty, etc.)? Capital punishment exists. There are no obstacles to its exercise.

Does your ruler answer to other people or institutions? To what extent can they interfere with the governance of the nation?Absolutely not. The Emperor's word on anything is final, and while there are some institutions that advice him or rule in his name everybody has to answer to him. In reality, the other Emperor has quite a lot of influence over the Emperor. (You'd probaly say "Empress", but Terrans use only male or genderless pronouns.)
If citizens of your nation called into question the ruler's legitimacy, what steps would the State take to limit the damage? To what extent would the State be hindered or restrained in its efforts by bureaucracy, independent court systems, legality of political parties, or other similar institutions/practices?I can't begin to explain, because the Emperor is as close to a living God as one can be, and he is the embodyment of the very best and brightest of Mankind. Should there be dissent, this is easily destroyed. For starters, we don't have independent courts; the courts are part of the Department of Justice. Political parties are strictly forbidden to ensure that those in the government are unbiased, and the bureaucracy... THere's the Administration, which is a sort of overarching ureaucracy, and there;s a separate Bureaucracy for every level of government. It's quite fast and very efficient.
Does your nation have the military draft, or does the system make it easy to introduce it in times of crisis? Once introduced, how easy is it to avoid?Our entire armed forces are volunteer-based, so no draft. In times of desperate need the people themselves volunteer in droves, so there's just no incentive to institute forced service.
Is there capital punishment, and what obstacles are there to its exercise (rights of the accused, political controversy of the death penalty, etc.)?There is capital punushment, but only for the worst criminals: murderers, traitors and rapists. We make damn sure they're guitly, but once they're convicted they lose all their rights. This is a neccessary evil, given our situation, so there's no political opposition to executions.

What institutions or members of social classes are the biggest property owners in your nation?Umm... the military and Higher Upper Class. Citizens' belongings are, in theory, private property, but the government can use their assets as it sees fit.
How does a wealthy man go about turning his wealth into political influence or power in your nation? How easy is it for them to do this?It depends on how he gained his wealth. If he's a self-made man, he's seen as trsutworthy and can therefore buy his way into office, given that he passes a series of competence tests. Someone who got rich by luck or inheritance is treated no differently than Milkman Joe.
Does the State make efforts to prevent or punish speculators?Such a career is frowned upon, because it's seen as an easy way to get rich and laziness is widely hated. But it's not forbidden or strictly regulated.
When was the last time a banker was executed? Do you have many bankers left?There are myriad banks left, but all are government-owned. (As is the entire industrial sector, and buisness sector, et cetera.) Yes, sometimes bankers are executed, but not for being bankers.

What is the title of the ruler of your nation? Chief Executive Officer (CEO)
In theory, how is your ruler supposed to rise to power? By being the CEO of XY Incorporated.
In practice, how did your ruler rise to power? Is this typical of past rulers of your nation? CEO Klōn rose to power by (with the help of clones: many of which were clones of himself & geneticists from the University of Cambridge) forming a cloning & biotechnology Megacorporation (XY Incorporated), with himself as the CEO. XY Incorporated then gradually took over and manipulated society and the world governments to accept cloning & biotechnology as a normal, everyday part of life. Eventually all the worlds cloning and biotechnology companies were assimilated into XY Incorporated and the whole world had grown to accept cloning and biotechnology. XY Incorporated then worked its clones into all the worlds governments, worked it’s way up to the top and appealed to the masses to masses to cement their control of the entire world. With this done, XY Incorporated then delivered the final Coup de grâce & took over the entire world as a unified government & brought fourth their New World Order. Finally to cement their power XY Incorporated iniciated the final phase of their plan - Operation Eraser: the removal of all traces of the pre-clone world & The sterilization & relocation of all non-clones (known as Loin Ones) to an isolated stretch of land away far from the rest of the world (The Loin Land).

There is an assembly of corporations: The Corporatist Parliament, that negotiates labour contracts and working conditions and represent the general interests of their professions. However CEO Klōn has the final say in all matters. Because The I.S.XY. is a Corporate Dictatorship, it is governed like a business. At the top is the board of executives, which makes all the political decisions; for the common people, and citizens must work their way up the status latter over time by obeying XY Incorporated policy and genetically enhancing themselves. Citizens are free to do anything they want except interfere with the governance of the nation, The XY Security Force XY-SF will be sent to execute any citizens who interfere with XY Incorporated. If information is needed from the terrorist they will first be arrested & sent to a Concentration Camp to be interrogated & tortured, before being executed. One executed the criminal corpse would be sent to a Rendering Plant. Where there organs would be recycled or their body minced down into food. Detained prisoners will also sometimes have weapons tested on them or genetic experiments performed on them.

There are no court systems, opposition parties, Universal Declarations or constitutional measures in The Incorporated States of XY. If citizens were to call into question the CEO's legitimacy. They would be dealt with by The XY-SF (as mentioned above). To help limit the damage of the dissent. The State would attempt to reinstate the public's faith & reassure them with the use of propaganda. The fate of the dissenters would also be broadcast to make an example of them and deter further dissent.

Only members of XY Incorporated are permitted to have any form of political power. Thus to gain political influence or power you would have to work for XY Incorporated and to truly maximize your power & influence, work your way up to the board of executives or at least convince them you can help further XY Incorporated's cause or be an asset to them. Having connection to XY Incorporated or being genetically advanced helps with this (especially if you are an Übermensch).

However due to all The I.S.XY's. currency being digital The banks aren't typical banks. They sell XY-PDAs, help clients with any money related queries and store DNA samples of their clients. As with other citizens bankers are only executed if they interfere with the State. The last time bankers were executed, was by Mr Y & his, Army of Rogue XY-SF insurgents & Loin One Reactionaries During the XY-Born War.

There are no property restrictions in The I.S.XY. as long as the property is not decorated with or containing political slander or used to spread dissent. What is the status of private, state, and collective property in your nation? The Incorporated States of XY's economy is a system of Fascist corporatism. All citizens are genetically engineered, tailored & organized into corporate groups, such as agricultural, business, labor, military, patronage, scientific affiliations ect, on the basis of corporate interests.Thus the community is formed into an organic body.

XY Incorporated's Fascism involves a corporatist political system in which the economy is collectively managed by employers, workers and state officials by formal mechanisms at the national level. This non-elected form of state officializing of every interest into the state reduces the marginalization of singular interests (as would allegedly happen by the unilateral end condition inherent in the democratic voting process). Corporatism would instead better recognize or 'incorporate' every divergent interest into the state organically.

State property is controlled b XY Incorporated & there are only the restrictions mentioned in the answer for the above question on private property. XY Incorporated will however commit acts of corporate sabotage against businesses that risk becoming too powerful and threatening it's monopoly over society.

In The Incorporated States of XY religion is yet another government monopoly, a tool to further XY Incorporated's agenda and manipulate public opinion. Thus they regulate all religion to make sure that none of it's teachings go against them. They have thus erased all anti clone/biotechnology teachings in religion and replaced them with pro-clone, biotechnology and pro-XY Incorporated messages. XY Incorporated has also created their own National Religion (The XY Society) in order to brainwash the masses and increase their devotion to them.

There is actually an oligarchy revolving around the Sovereign, with their powers mostly on par: the Shogunate, the Diet, the Aristocracy, and the Imperial Kin. However, the Sovereign's powers are still a bit higher.

1) If the citizens questioned the Sovereign's legitimacy, they'd probably get away.
2) The State would be hindered in its efforts, should the People voice their concerns through the Tengoku's central People's Council.

We don't actually have military draft, instead there is a service system in order to increase the efficiency of soldiers on battlefield. However, if healthy males fail to apply for military service within a specified amount of time, they'll be thrown into prison for quite some years. Such a sentence is pretty much unavoidable, but they love their nation so much anyway.
Is there capital punishment, and what obstacles are there to its exercise (rights of the accused, political controversy of the death penalty, etc.)? Well, it makes sense that we have capital punishments. However, our fair juridical system would guarantee that only more serious crimes would get one the death sentence, otherwise they'd just be thrown into prison for a long while.

In theory, how is your ruler supposed to rise to power?: The Emperors may only ascend to the throne under very specific circumstances. A prince of direct blood line may only ascend to the throne if he has a blood born son already born and is married, unmarried or non-son bearing princes are not eligible. Females may not ascend to the throne as Regent of the Imperium, but may serve as an Empress while married to an Emperor. One may also ascend to the throne through way of Imperial Rite of Imperius Succus or in other words a fight to the death between a challenger and the Emperor in question. The Challenge must be made in the presence of the Court and must be fought at the time of challenge. If the Challenger wins he assumes the name and bloodline of the fallen Emperor and his former bloodline forgotten and stricken for all records, if he fails his house is hunted down and eradicated. In rare cases if the Imperial bloodline has no heir by way of assassination or inability to produce a son, an eligible prince of another Emperor will assume the role, name and bloodline of the former. As a means of COG, should all Emperor's fail to produce an heir or all be killed before such time lengthy established family tree's will ensure new Emperors are found.

The act of all current Emperors having heirs born before they can ascend to the throne ensures a proper uninterrupted flow in the dynasties reign

Once introduced, how easy is it to avoid?: The Imperium has a draft which ensures all males and females from age 18 serve until the age of 36 ( as the average life span is 1000+ years) with options to remain in the military after your period of service has expired. In times of war people can be re-drafted should the need arise. The draft is only avoidable if the person selected for draft is physically unable to perform soldierly tasks.

However, Honor duels between citizens are often enough to see crime punished properly. The death penalty, being hard to come by, is seen as a stigma against the Family in which a member is being put to death. Trials before an Imperial decree is given must last for 5 days and 5 nights. Once a decree is handed down the one sentenced may choose his method of death: The Choice of Honor in which he may fight until he dies, the Choice of peace in which he is killed by an Emperors hand while facing him, or The Choice of Conviction in which he can face away from the Emperors and be killed in public as a statement.

The "Liberty Council" which elects the leader is theoretically capable of dismissing him but he would probably kill them if they tried. The National Senate has some power over new laws.

What tech level is your nation? Dieselpunk... ish. Trains, airships, and propeller planes are the primary modes of transport, but cars and helicopters and the like are around. Just not common. Also, no jets.

What is the title of the ruler of your nation? There are actually two rulers: The Prime Minister of Bashtun and the Prime Minister of Fillydelphia [the two capitals].
In theory, how is your ruler supposed to rise to power? Election--or, more accurately, referendum.
In practice, how did your ruler rise to power? Is this typical of past rulers of your nation? They are properly elected. As for past rulers, there used to be three rulers at once--the two Prime Ministers and the Grand Duchess (who had been in power since the founding of the nation--she's one of those nigh-immortal types). However, the Grand Duchess gave up her actual political power within Karditan (becoming something of a figurehead) in order to govern the overseas territory of Steinbock.

If the citizens are dissatisfied with the PMs, they can vote them out in the next election. If the judiciary can convict one or both PMs of a serious crime, the Parliament elects interim PMs from their own ranks while a proper referendum is prepared to find a replacement. In the case that someone wants to totally overthrow the government, they're almost surely going to be shut up by the Corporations before the government can even raise a finger.
Does your nation have the military draft, or does the system make it easy to introduce it in times of crisis? Once introduced, how easy is it to avoid? There is no draft. In fact, the only section of the national military that is in any way robust is the Navy. The rest is mostly privatized, with the mentality that we provide such a good environment for businesses to grow, that the corporations will want to keep us in power. It's worked so far.
Is there capital punishment, and what obstacles are there to its exercise (rights of the accused, political controversy of the death penalty, etc.)? That's at the will of the parliament (and by extension, the citizens). The laws change every other decade or so, usually between 'no death penalty' and 'only for severe crimes' (multihomicide, primarily).

What institutions or members of social classes are the biggest property owners in your nation? The upper class controls most of the property, predictably. The sizable middle class holds just about the rest of it.

Does the State make efforts to prevent or punish speculators? The only prevention is that buying on margin is illegal, but there's a societal convention that wild spectators are normally shunned.
When was the last time a banker was executed? Do you have many bankers left? A few years ago, but he also happened to be a serial killer. There's plenty of bankers to go around.
Can the State arbitrarily seize property? Only for the public good--schools, hospitals, major thoroughfares--and the owners of said property must be properly reimbursed.
Are all people allowed to own all types of property, or are their restrictions based on class, race, sex, criminal record, etc? Those with a criminal record will likely face discrimination in the pursuit to acquire property, but there is no direct legislation on the matter.
What is the status of private, state, and collective property in your nation? Schools are public property. Hospitals are built and maintained by the government, but owned and run by the private sectors. Major rails and roads are built by the government and maintained by the private sector; the rest of the rail and road systems are entirely privatized.

Are there any official religions or official viewpoints about religious questions? The official religion is the Kin of Luna, which is more of a cult of personality built around the Grand Duchess. There's not really much meaning to being one of the Kin anymore. The Grand Duchess also long ago put in place a program to put organized religion out the public mindset--and, in the coastal cities (which tend to be more liberal), most citizens will just look at you funny if you start talking about 'religion' or 'Christianity' or anything. It's just not part of the vocabulary anymore.
What happens to those who hold a different point of view? Anyone who is openly religious (who more than likely lives in the conservative center of the nation) faces a slightly higher tax rate, but that's about it.

Who, if anyone, can interfere with your ruler's ability to carry out decisions of war or peace? War can be declared under the following conditions: 1. Consensus of both PMs and the Parliament; 2. Consensus of the Grand Duchess and the Parliament; 3. Consensus of both PMs and the Grand Duchess. This is about the only matter the Grand Duchess still has power in in the motherland.
What are the biggest external threats to your nation right now? Probably those dastardly Sargossans. We've been stealing their place as Rushmore's #1 economic powerhouse and they have shown aggression to their vague neighbors before (vague because it's all islands in our region of Rushmore). They haven't directly threatened us yet, however.
What kind of strategies would you use in a war against that threat? Play a defensive naval strategy. They'll be far away from a friendly port if they come all the way after us.
What are your government's views on Vuzghulia? Neutral, cause we sort of don't know who you are yet. We also dislike meddling in the affairs of foreign nations, so even if we disapprove of your politics, we wouldn't do anything silly like place sanctions or invade.

The State would investigate the issues at hand, and censure or impeach the ruler as it sees fit.

We actually have to turn away many applicants in order to keep the balance between soldier quantity ant quality.

What is the title of the ruler of your nation? Chancellors of TurtleShroom

In theory, how is your ruler supposed to rise to power? Each Chancellor nominates a "Majestic Twelve". These are twelve creatures of their own species that they deem to be off the utmost in quality and competence to rule. From these twelve, by the casting of lots, comes the next Chancellor upon the reigning Chancellor's death.

In practice, how did your ruler rise to power? Is this typical of past rulers of your nation? The last surviving Chancellors, Marvin Weirdidea and Fungusamongus Lamepun, were each ordained by that system.

Does your ruler answer to other people or institutions? To what extent can they interfere with the governance of the nation? The Chancellery is the most powerful office in TurtleShroom. The Chancellors' keystone of power is the "Holy Veto". They have the authority to veto any act by the executive branch or legislature, and once it is vetoed, the originating party must restart. In addition, the hired civil service serves at their leisure. Their accountability is solely limited to the people and to the legislature, who have the power to Dethrone and Impeach the heads of state, respectively. They also answer to each other. There three Chancellors, meaning that a plurality must act to dispense their powers of office.

If citizens of your nation called into question the ruler's legitimacy, what steps would the State take to limit the damage? To what extent would the State be hindered or restrained in its efforts by bureaucracy, independent court systems, legality of political parties, or other similar institutions/practices? The State would not prevent damage if the Chancellors genuinely lost the right to rule, that means that they have betrayed their country, shamed themselves or their office, or otherwise did evil. Congress would Impeach, try and, if declared guilty by said Congress, Depose of the Impeached Chancellor by execution. Alternately, the citizens of TurtleShroom, if enough (and there are a billion TurtleShroomers) sign the petition, can Recall the Chancellor and thereby force Congress to try and Impeach them based on the charges in the Petition.


Does your nation have the military draft, or does the system make it easy to introduce it in times of crisis? Once introduced, how easy is it to avoid? TurtleShroom never implemented any conscription until 2012, when the country was literally invaded. The Draft is very difficult to dodge, for dodging is a stiff crime. If a conscript objects to killing or doing harm, they are assigned to a support or civilian role in the war effort. There is no excuse not to serve the Draft, but there is plenty of reason not to storm the front lines! Conscientious Objectors served vital supply, manufacturing, support, and infrastructure roles throughout the war, and are considered (involuntary) soldiers and heroes in their own right. Draft Dodging was nominal.


Is there capital punishment, and what obstacles are there to its exercise (rights of the accused, political controversy of the death penalty, etc.)? TurtleShroom executes, on average, ten thousand Death Row inmates every year. Capital punishment exists for tens of dozens of crimes. The only obstacle is, of course, a fair, impartial trial by an unbiased, neutral judge, convicted beyond a reasonable doubt. Death Row inmates may, of course, appeal their case, but only as any criminal would: pure innocence or new evidence. From sentencing to execution, the average time is one month.

What institutions or members of social classes are the biggest property owners in your nation? This is the chart of land USE in the country, but not the land OWNERSHIP charts. / The large numbers exist because TurtleShroom is a massive state with the population density of RL Wyoming. If you divide private lands into percentange: agricultural plantations, followed by the Church (if you include cemetaries and charity), followed by the oil industry, followed by company towns/the truck system, followed by subsistence farms, then individuals and corporations, then all others. A supermajority of land in TurtleShroom is owned by the private sector, and a lot of government land is rented with the private sector as its landlord. About twenty five percent of the land in TurtleShroom is owned by the state. There is no limit to how much land a creature can own, ever.

How does a wealthy man go about turning his wealth into political influence or power in your nation? How easy is it for them to do this? Oh, that's easy and encouraged! In fact, our Constitution guarentees the right to donate!

Can the State arbitrarily seize property? No. While the State can force someone to sell their land through Emininent Domain, they have a fundamental right to be given the exact worth, plus interest, of the entire net worth of what was sold.

The right to private property and to enter and exit contracts of one's choosing is the cornerstone of TurtleShroomer civilization. Anyone can own private property. Most (more than half) of the Religion and Spirituality Budget exists for this. The state is heavilly influenced by the Church.

If the government found it "convienent" to violate the Christian faih, that's probably a sign that the government is undergoing corruption or criminal activity (such as "thou shall not murder, etc.").

The military is fully autonomous, and only Congress can declare war or peace. The military's only check and balance is that Congress has to authorize the use of force. (However, with the government collapsed, the military and Ministry of Foreign Affairs are pretty much in command.)
What are the biggest external threats to your nation right now? We are literally being invaded on the date we wrote this. Forget "external"!
What kind of strategies would you use in a war against that threat? Guerilla warfare and counterstriking by any means neccesary, up to, and including, weapons of mass destruction. (We have already evacuated our civilians to Civic Defense shelters throught the country, which can hold three times the population it has now for six months.)

The State would probably hold a snap election so that voters could oust the current leader. It would not be restrained very much; the PM can call an election at any time.

In theory, how is your ruler supposed to rise to power? The Consul elected by the populace through a Weighted Universal system (some votes are worth more than others), the Prime Minister is based on the party that has the most seats.
In practice, how did your ruler rise to power? Is this typical of past rulers of your nation? The same, and yes this is typical.
Does your ruler answer to other people or institutions? To what extent can they interfere with the governance of the nation? There is a balance of power between the Elite (broad elite) elected senate, the judiciary, and the weighted universally elected National Assembly, and the Consul. The Consul isn't so much answerable to the popular will of the nation, but more the general will.

To what extent would the State be hindered or restrained in its efforts by bureaucracy, independent court systems, legality of political parties, or other similar institutions/practices? Investigations, hearings, the like to see if the ruler in question has done something wrong, and of course mitigation and of course impeachment if they are found to have done something warranting it. There is a balance of power between the Elite (broad elite) elected senate, the judiciary, and the weighted universally elected National Assembly, and the Consul. The Bureaucracy does have oversight as well.

Popular vote, as above. An independent judiciary scrutinises the results closely, so it is generally typical.

Does your ruler answer to other people or institutions? To what extent can they interfere with the governance of the nation?
The President answers to the people, being directly elected. He can be tried and impeached by the Supreme Court if a sufficient number of MPs request it.

If the legitimacy of the President was called into question, Parliament (which is not necessarily dominated by the President's Party) could demand a Presidential trial with a two-thirds majority in both Houses, which would be presided over by the Supreme Court. In the interim period, the leader of the Parliamentary Opposition would assume control over the Executive branch (that is to say, the second largest Party in the House, regardless of which Party the President belongs to).

The draft is strictly unconstitutional.

Capital punishment is enforced, but the Constitution only allows it in cases of first degree murder or crimes against humanity, where there is no reasonable doubt as to the defendant's guilt. What constitutes 'reasonable doubt' is left to the discretion of a randomly selected Jury.

It is legal for a an individual or a company to give financial support to a politician's election campaign (such campaigns being privately funded), but it is also a legal requirement for said politician to make such donations a matter of public record. Alternatively, there is nothing to prevent a wealthy man from running for office himself.

Only if it can be proven that theft, fraud, or embezzlement has taken place.

In practice, how did your ruler rise to power? Is this typical of past rulers of your nation? The current regime gained power through a popular coup that overthrew the previous weak democratic government. Ever since then Everia has been a totalitarian dictatorship.
Does your ruler answer to other people or institutions? To what extent can they interfere with the governance of the nation? The Autarch is the supreme authority in Everia and has unlimited and absolute authority over the nation. All orders, laws, and policies given by the Autarch are final and can not be overturned except by the Autarch him/herself.

When was the last time a banker was executed? Do you have many bankers left? Only bankers who pose a direct threat to the people of the Nation.. Thankfully they have either rethought their ways or have been killed.
Can the State arbitrarily seize property? Yes.
Are all people allowed to own all types of property, or are their restrictions based on class, race, sex, criminal record, etc? Only True Everians may own property in Everian, but this is subject to needs of the Nation and can easily be taken over by the State.
What is the status of private, state, and collective property in your nation? Private property must succumb to State demands when needed, public property is used for the public good, and collective property is outlawed for being communistic.

IV. RELIGION
Are there any official religions or official viewpoints about religious questions? All religion and opposing view points have been purged or have gone underground.
What happens to those who hold a different point of view? Labor camps, reeducation facilities, or death.
If the religions of the majority prohibits a practice that would be convenient for your government in a situation, what does your government do when that situation arises (e.g. there is a famine and eating certain food is prohibited, but your military captures a giant stockpile of the forbidden food) ? Elimination.
Does the State meddle in the affairs of the Church? If by meddle you mean purge, then yes.
Does the Church meddle in the affairs of the State? The church has been purged.

V. FOREIGN AFFAIRS
Who, if anyone, can interfere with your ruler's ability to carry out decisions of war or peace? No one.
What are the biggest external threats to your nation right now? Communists, Imperialists, and Democracies that criticize our way of life.
What kind of strategies would you use in a war against that threat? Total war.

There is nothing wrong here, the Socialist Republic of Andrew is clearly a land governed in accordance with Virtue. The political system avoids the cancer of mob rule, the economic system has the ability to defend against speculators should the need arise (in fact we do not consider it to be true socialism, for it reminds us of more civilized systems), and the state guidance in areas of religion is admirable even if different from our ways.

A civilized nation
Your institutions meet civilized standards, and your people are a bastion of civilization in this cold, savage world. However, if you do not try to avoid backsliding, you could degenerate into a barbarian nation.


The political system has elements of mob rule, but it is mitigated by an unelected council. The strict death penalty and draft are unlike most democracies, as is the religiosity of the population and the anti-bank views. The hierarchy and respect for tradition evident in these institutions reveals that civilization is present in TurtleShroom.

Of course, the toleration of speculation and the encouragement of lobbying mean that this civilization lives in the shadow of an executioner's sword. We would encourage the government of TurtleShroom to crack down on speculation and to end the legal status of banks that allows them to operate in such secrecy.
