To what extent would the State be hindered or restrained in its efforts by bureaucracy, independent court systems, legality of political parties, or other similar institutions/practices? there is no particular 'legitimacy' over the Prime Minister, as any MP can question this by motioning for the House to answer whether it could repose confidence in His Majesty's Government. The various government services are known to be severely bureaucratic, and the Civil Service in particular; the courts of law, though nominally, structurally, and administratively subordinate to Parliament, has judicial independence. The Court of Exchequer Chamber (see wiki for a similar organization) can interpret laws and overturn government regulation (though not legislation) as being beyond the law.

Once introduced, how easy is it to avoid? we currently have no draft, and we don't plan to introduce it, as there is no legislation allowing the government to introduce it without parliamentary approval.
Is there capital punishment, and what obstacles are there to its exercise (rights of the accused, political controversy of the death penalty, etc.)? on the whole commonwealth level, as well as the provincial level, capital punishment is abolished since 1857; however, 25 of the over 90 colonies still possess it, due to the Imperial Government (the title of HM Government of the Commonwealth) finding it difficult to abolish it without causing riots in the colonies. Several methods still exist as of yet. Public executions do occur in some colonies, but primarily as a statement of dissatisfaction towards the Imperial Government, not as bloodthirstiness.

Technically, all land belongs to the Crown in alodial title (sovereign land), but tenants have the rights to dispose of the land, to use the land, and to reap fruits from it. The reason that we have not abolished the difference between ownership and tenancy is a medieval attachment, as ownership in medieval terms means that the owner can refuse the government's police to come onto his land, since he owns it absolutely, and is no longer part of the country.

When was the last time a banker was executed? Do you have many bankers left? We have many banks, and bankers have never been executed as in being killed, on grounds of being a banker. (what type of execution are you talking about? civil execution can happen as a result of losing a civil suit or bankruptcy)

There is no court system in the modern sense, Laws are decided by the nobility and passed or rejected by the God-Emperor, punishment for breaking those laws depends on the nature of the crime, the affluence of the criminal and the feelings of the local lord. The accused are treated as guilty until proven innocent though there is little effort to actually prove anyone as innocent; especially in cases of treason and blasphemy. The method of capital punishment is Stoning.

Our current leader is only given the tools at their disposal, and other politicians are expected to cooperate with the leader and each other. As for people or institutions, the government answers to both, seeking balance between the two.

If there are problems with the current leader, they are taken to the Judicial courts, where they will be tried and considered innocent until proven guilty. Until proven guilty, the politician in question still has their duties to perform, just not on the same days as trials.

Backsliding can be a real problem when proper respect is not given to bloodlines. If everyone can be promoted to be the leader, then no leader will be safe from assassination and internal bickering. Furthermore, such systems serve ambitious men who are good at bureaucratic maneuvering, political demagoguery, or using nepotism and corruption, rather than those who are good at doing their duty and sacrifice themselves for the good of the realm.

Other problems that can occur have to do with the presence of a constitution. While yours does not seem to restrict the ruler all that much, it could serve as the thin edge of a wedge for democratic abominations in future centuries.

Not to mention the fact that you seem to hold women to be equal to men, which is a notion based upon pseudoscience, and can only cause trouble later.
