At the age of 14, so long as a citizen has completed basic education courses, they are encouraged to engage in all adult activities and to become functional members of society.
Legally speaking, After graduation/turning 14 whichever comes first, Every citizen is required to participate in two years minimum of military service, Active or otherwise, before they reach the age of 20. This service can be divided up to 4 six month periods.

Even in military, So long as they are not on duty, All citizens are permitted to consume mind altering drugs including but not limited to caffeine, nicotine, THC, or addictive sugars. Addictive sugar are no permissible for underage consumption and are considered high class mind altering toxins.
