We are a constitutional monarchy with an elected parliament, as well as a monarch [head of state] who holds little/no power. As such, I'd say we're a republic as we maintain representative democracy.

This isn't to say that we don't have referendums though, which on occasion we do over major issues.

The Federation of Free Republics is a federation of numerous Republics.

The Federation government consists of a legislative branch, an executive branch and a judicial branch.

The legislature is bicameral. The Federation Assembly is elected under proportional representation. Every eligible voter in the Federation casts a vote for their preferred party or coalition of parties. Any party that gets at least 2% of the vote gets representation. Elections to the Assembly are held every 2 years. The Federation Senate is an appointed body. Appointments to the Senate are for life terms and each Republic may appoint a Senator every 2 years. Senators remain Senators for life and cannot be removed from the Senate, nor can they resign from the Senate or refuse their position. If they are elected to another office, they are permitted to hold that other office while still a member of the Senate.

The executive branch consists of 2 Consuls. The Consuls each have the power to veto any decision made by the other Consul. They are elected to 8 year terms, with a new Consul being elected every 4 years. There is a strict limit of 1 term as Consul per person. Upon the expiration of their term, Consuls become Senators, although a Senator may still be elected as a Consul. If a Consul is incapacitated or killed, the other Consul serves as sole Consul until the end of the term. Should both Consuls be incapacitated or killed, the Assembly and Senate may each appoint an interim Consul to serve the remainder of the terms, which does not count as a term as Consul.

Judicial nominees must be appointed by a Consul and approved by the other Consul and the Senate. Typically, nominations for the judiciary are uncontroversial, as judges are expected to refrain from "interpreting" the Federation Constitution. Their job is to simply read the law and apply it. If a judge substitutes his own opinion for the law, he can be removed by a 3/5ths vote of either the Assembly or the Senate. That is relatively easy to obtain as the mainstream parties agree on the importance of upholding the Constitution.

Basically, the Federation Government is designed to produce gridlock and maintain the status quo. The Republics don't want an activist Federation Government. Whenever the Assembly does something outside of its powers, the Senate usually votes it down. When a judge is abusing his position to "interpret" his opinions into the Constitution, the Senate is usually the body to remove the judge.
