As a fledgling nation, the Federated Republic of Ceruleo wishes to establish good relations with all of the nations of the world. To aid in this endeavor, the Cerulean Senate has established the Foreign Affairs Bureau to establish embassies with other nations of the world.

LEGAL STATUS OF EMBASSY PERSONNEL

All ambassadors and diplomatic personnel will receive diplomatic immunity for any crimes committed on Cerulean soil, except for Class I Felonies (murder, rape or espionage). Ambassadors and diplomatic personnel will be subject to all extradition treaties in effect between the host nation and the embassy-holding nation for charges of a Class I Felony. If convicted of a Class I Felony, the ambassador or diplomatic personnel will receive a delayed sentence. The convicted party will have 12 hours to depart the country. If the convicted party returns to the Federal Republic of Ceruleo without having been pardoned, reprieved, or commuted by the Cerulean Senate the sentence against the convicted will be carried out.

If no extradition treaty exists, the charged ambassador or diplomatic personnel will be taken into police custody at the entrance of the chancery and transported as efficiently as possible to the nearest airport or seaport and returned as quickly as possible to the embassy-holding country. While in custody, the charged personnel may be accompanied by three armed embassy personnel to ensure that the accused rights are not violated. The accused may not be questioned and any evidence acquired during or because of transport is inadmissible in court for any future proceedings. If the accused party returns to the Federal Republic of Ceruleo without having been pardoned, reprieved, or commuted by the Cerulean Senate the charge against the accused will be made in a court of law.

Ambassadors and diplomatic personnel may be accused of lesser crimes, but no charges will be filed except at the accused request. However, depending on the nature of the crime, the Foreign Affairs Bureau or Cerulean Senate may choose to expel the accused ambassador or diplomatic personnel. If the accused requests a trial and is convicted, the sentence will be handled in the same manner as Class I Felony sentence, only being enacted if the convicted person returns to Ceruleo without being pardoned, reprieved, or commuted. In all legal proceedings, if the accused is found not guilty or innocent, the accused may return to their diplomatic duties and the matter will be closed.

All other embassy personnel may be charged with any crime.

All embassy personnel may be subpoenaed as a witness. No person may be compelled to testify regarding official acts. Ambassadors and diplomatic personnel may provide a sworn affidavit in lieu of testifying in open court.

All embassy personnel are subject to the same legal rights and protections as all citizens and guests of the Federal Republic of Ceruleo.

Any crimes committed by embassy personnel that is an official act sanctioned and/or ordered by their government is not considered a criminal act by the embassy personnel, but as an act of the embassy-holding nation.

I'm afraid at the moment the closest we can provide in the way of a wall is a six foot rubble pile surrounding your embassy and the neighboring plot for use as a helipad. We are restructuring our infrastructure which is severely lacking at the moment. If you like, we can put your delegation on an unused portion of our primary military base. At least until we can spare resources to build a wall and a helipad on Embassy way.

Of course we are willing to provide a demonstration. If you have any equipment or vehicles that need repairing, or citizens in need of medical attention who aren't responding to conventional care, we can even help you out while we're providing such a demonstration (obviously the wand can be used as a weapon in a pinch as well, but we'd rather not blow holes in any Cerulean property out of respect for your nation and its beautiful cities, so we've decided to focus on other, more humanitarian uses for this multi-purpose item).

At the moment you will be placed on Diplomats Way and we will also assign the neighboring plot as a helipad. We are currently building improved amenities on Liberty Street, but those are not expected to be opened for at least another six months. At that time, if you wish, you will be moved there where you can take advantage of the improved facilities.

Satellite and lodging is already available on the buildings of Diplomats Way.

With regard to schooling for Slavnya, there are several options. We have several schools with a focus on specific vocations she may choose to attend. I am currently making arrangements for entrance exams to be waived for Slavnya at the more prestigious academies.

Academies available in Ft. Ceruleo:
Cerulean Military Junior Academy - Students are provided a well rounded education with special emphasis on physical fitness, problem solving, team work, psychology, and history. Students live in dorms and are held to a code of military discipline.

Snopes Publishing Junior College - Students are provided a focused education in literature, critical thinking, philosophy, and journalism. Students live in housing near the college and are given a minimum amount of supervision to foster creativity.

Cerulean Preparatory Institution of Engineering and Technology - Students receive a focused education in mathematics, engineering, mechanics, architecture, chemistry and physics. Students are housed in dorms according to their specialty where they are encouraged to work on group projects in their spare time.

Please inform us of your academic choice. There are other choices around Ceruleo, but we assume that Slavnya would like to remain near her parents.
