Yes I know this is what you suggested, but the opening mechanism, that could open an airtight canister on a large enough surface for sudden air release would be very complex. Traditional mortar rounds also lacked casing,the powder was measured in small bags or similar method as controlling powder load was the best way to control range.This is the other issue with premeasured canisters.Any air that you didn't use when shooting close would be lost, due to the pressure in the canister being too low to increase pressure behind the projectile to sufficient levels. Casing-style canisters would equate mags from which you cannot recover leftover rounds after a tactical reload.

Some phyisics: I dint wanna go into detailed description so I hope you can folllow this condensed explanation:
As pressure drop is pecrcentile, 5% air out 5% pressure down.The best would be to have three or four medium tanks, when the pressure in one reduces to around 80% it is designated as a low-to-medium range tank and, when a ranged target presents itself a higher pressure more "fresh" tank would be used, as lets say the chamber is A, in this the pressure in compartment A can never exceed ( or exactly)reach the pressure of compartment B if B is from where the pressure is gained. So the pressure of B ( the tank)limits the maximum range.

Call of Duty taught me that the CAR-15, M16, FAL, M60, FAMAS, and G11 all have the exact same iron sights.
It also taught me that

M16 < L64 < M14 < FAMAS < Galil < AUG < FAL < "AK47" < CAR-15 < G11
