That's much better, although you break the American theme in the 80s and adopt a rifle heavier than the AR-10. The AR-18 would fit your theme much better.

A stagnant era where WW1 ended swiftly. No known Automatic weapons. Alternative History.

I'd like to point this out, no, .30-06 does not lose to 7.62x54R.
Having shot more rounds of 7.62x54R than days you have been alive, and more .30-06 than posts you have in NS, I can assure you a stock of Persian .30-06 surplus out shoots and generally outclasses 7.62x54R in nearly all characteristics of performance.
.30-06 is basically one of the best overall cartridges of the 20th century, and for his needs its the absolute winner.
And no, you should NOT use the Mosin in .30-06. I have shot no less than four of them, and each one fails to preform nearly as well as a 1903. I the Mosin is a great rifle, but not meant for .30-06.
