Because it sounds like a good solution, but it needs to be (few)man portable, and the charge needs to be variable. But,no on second thought your're absolutely right, there could be a chamber also sealed from where air form between the projectile and piston can be diverted solving variable velocity-and-thus-range issue. So only the portability issue remains, but I guess it could be made portable in a lets say 67mm caliber which is decent for a mortar.
Does this sound like a feasible solution?

Maybe. I'm not an artillery expert, but it might work.
