Everyone in Elcric Kcalb has the right to firearms. It's up to the states what kind of firearms people have access to and how strict they are about registration and control.

Article 7, Section 2 of the Constitution:
An armed populace shall be considered necessary and proper to the security of the nation and its people from foreign and domestic oppression. Therefore, the right of the people to keep and bear firearms shall not be infringed and no government in this country shall pass any restrictive and or overburdening regulations upon the populace nor shall any such measures thereof shall be enforced.

You must pass a series of tests and 4 day long courses to own a gun.
Automatic assault weapons and anything more than a shot gun/hunting rifle/pistol is reserved for the military.

Private ownership of nuclear and biological weapons is outlawed. Ownership of firearms, explosives, heavy weapons, and military vehicles requires licensing but is otherwise unrestricted.

Owning weapons in Arkiasis is a privilege, not a right. You must have a gun license before you're able to obtain a weapon. Getting a gun license requires a series of background checks, gun safety and handling courses, a written exam, and a oral exam.

The idea itself doesn't exist in Narcidia, the sheer vastness of the Empire and its internal politics however assure that most able bodied men do own a weapon, whether or not of quality is another story. There are also the multitudes of adventurers and mercenaries who wander the land etcetera. Defacto legal but the term does not as mentioned, exist.

Citizens have been allowed to mount bear arms on their wall since we had laws.
But no, citizens are not allowed to have firearms. This has been the case since they first appeared in TNEL in the 10th century.

No private ownership of firearms in Songhia. The only way a person can carry a gun is as a part of their office, ie as a soldier, police officer, or the like.

Commoners and private subjects have the right to carry and be armed with weapons up to semi-automatic weapons, the only exception to this is the realm of Breheim where due to the martial law that is in effect so are the native Brehemians not allowed to keep or carry firearms while other minorities as the Runit and the Imerian colonists are allowed and Imerians are actively encouraged to do so.
