Whilst it was never practised in the territory, the right of the Parliament to permit slavery was banned under the Slave Trade Act 1807 and Slavery Abolition Act 1833. The Acts are further complimented by Article 4 of the ECHR.

We have never had full on slavery in are recorded history of this land but Serfdom and Indentured servitude(usually to pay off debts) were a very common and widespread practice until the rise of the Grand Confederacy after winning "The Confederate War" King Antonius the first Abolished serfdom and strictly regulated Indentured servitude not allowing someone to indenture someone for more than a period of 10 years, also making it so that the agreement required approval form the court. Today Indentured servitude is used mainly as an alternative to Bankruptcy which would make you lose most of your land and possessions(ones home cannot be taken in Bankruptcy unless they owed a mortgage on it). Current regulations make it so Indentured servitude cannot last more than 5 years and after done clears away all debts that person has to the Person they were indentured too, also they are allowed to negotiate the time and provisions in the contract in court.

If it is still legal, why so?

There are as many justifications as there are Decepticons, but here are the major ones:

1) Those we enslave have lost a war against us. We own them by right of conquest.

2) Since they lost to us, they should be glad to have the privilege of being allowed to live and work for us. We could just as easily exterminate them all, and doing so would be our right - again, by right of conquest.

2a) There isn't much else to do with them other than either enslave them or kill them. We're not about to give them a chance to have a society where they could someday gain enough strength to attack us and try to even up the score. When we win a war, we make sure it stays won!

3) Humans, in particular, were known for always demanding jobs and acting self-superior to those who didn't have them. They even voted in politicians who promised jobs, or that promised a "better economy" with the implication that such an economy would come with plenty of jobs. So now they've got their damned jobs!! And they'll never have to worry about not having one again!!! Ha ha ha!

Number 3 is a popular reasoning amongst formerly-human immigrants. Those who immigrate here agree with us that jobs are NOT something anyone should want. In fact, they consider employment to be not really different than slavery anyway - in a job, you must follow someone else's orders or face punishment, which is, in our view, one of the key factors of slavery anyway. As for the aspect of not getting paid, most jobs never paid enough to allow an employee to stop working anyway - and if you can't stop working, it's slavery as far as we're concerned. So in this view, enslaving a human is just taking all of the feelgood spin away from employment.

But mainly, they love sticking it to those who once acted inexplicably self-superior over having jobs when the best position was obviously that of the one doing the hiring. So now, the job-lovers are in the mines, serving as the chattel of the very people they once disdained. It's beautiful.

As for Decepticons who end up enslaved, everyone agrees that it serves 'em right for downloading illicit software directly to their minds or for not keeping their anti-virus software up to date. Only fools don't realize that pirated software is all enslavement-virus ridden, and those who are that stupid belong in the mines or the slag pit.

Still, hackers - especially those who enslave other Decepticons - are looked upon badly and will be blasted at if discovered. That's because everyone realizes that those people would enslave them if they had half a chance, and to say that doesn't go over well would be an understatement.

Forced labor with the pay going to someone else is provided for as a form of restitution for criminal behavior under Xanthalian law, but slavery is illegal. Serfdom existed in most of the feudal states that preceded the establishment of the original Xanthalian nation, but such practices have always been banned since. It should be noted that forms of indentured servitude have been legal at various points in Xanthalian history, though always strictly monitored to ensure worker rights.
