Should they survive the harsh conditions and serve their sentence then they are free to return to society under strict parole terms. Slavery is legal in Phoenixia however they are under governmental protection and get better treadment then in many other countries.
For example, the government makes sure that they can live under fair conditions and among their own kind.
Punishment is enacted by the government after evidence was brought up.
They are not paid but they get enough to eat, the amount is managed by the government not by the owner unless the owner wants to give them more of course.
Slavery holds a life long but children with a family that keeps 3 generations in Phoenixia will be free people.
Main source for modern slavery are jursitical punishment (holds a life long or until the person is proven innocent) and slave markets of all sorts. However the Government doesn't enslaved people in general or fights wars to get them.
Owner of slaves are regulary controlled and by the slightest abuse the slaves will get under governmental ownership and will be either sold to a trustworthy owner or freed, the formaly owner will punished for this however

Slavery is highly illegal in Novus Niciae, and any former slave that make their way to any piece of our sovereign territory (this includes ships, shuttles, military camps and embassies) instantly becomes a free citizen of Novus Niciae and is entitled to the full protection of our nation. Slave traders and raiders are remorselessly hunted by our navy in the lawless periphery that surrounds the republic and their slaves are liberated owing to their ships once captured being claimed as prizes of war and thus property of the Nician navy and sovereign Nician territory. Slaveowners who accidentally bring a slave into our territory are given a harsh choice , either volunteer to release their slave and get a 10000cr fine or refuse and face 20 years of prison, this is quite well known and is seldom applied owing to most slave owners leaving their slaves at home when they visit us.

As for the dirty, dreary, difficult and dangerous jobs slaves are typically put to in primitive barbarian nations, we manufacture non-sentient robots to perform those tasks with far greater efficiency than any biological being would be capable of.

The closest that comes to actual unfree labor is penal servitude which is voluntary in most cases with treason, murder, slavers & rape offenders being the only ones that may get a hard labor stipulation on their sentence if their crime is particularly offensive. All prison laborers are paid the minimum wage (even those with a mandatory hard labor sentence stipulation) with a large portion being awarded to their victims to pay the required compensation payment of their sentence. And from the remainder 75% is placed in a trust fund that will be paid to them on release and 25% of the remainder is given to them as prison scrip that they can spend at the canteen of the prison.

Officially as we are a communist nation New Gothland dose not practice slavery. All "slaves" are in fact prisoners be they domestic, foreign, or political. Anyone who is deemed detrimental to society will be removed in one way or another, and seeing as all rights are immediately declared forfeit upon entering into the prison system (which also officially doesnt exist) and being declared an enemy of the state, internment in one of the nations massive and isolated northern gulags or communal labor camps is the most popular means of making these bad eggs vanish as it essentially turns harmful individuals into free exploitable labor for the state. Those who have a predisposition toward violence often find their way into the handful of penal legions, shock troops that make up the vanguard of any Gothic frontal assault on well defended positions. After all why waste the real troops? Every dead penal trooper is also one less mouth to feed so either way its a win win. Those who are deemed unfit for battle are simply worked to death for the rest of their lives in near starvation conditions. Prisoners are fed just enough nutrient paste to keep them working, and when overpopulation occurs no effort is made to adjust to the new populations. If they are hungry they can eat the dead, if a prisoner gets sick the cellblock is closed off until everyone in that work group is either recovered or dead. The "lucky" few prisoners will be chosen as guinea pigs for Military Experiments. Lucky as they often end up dead faster and thus are spared from at times decades of near constant torment and mistreatment those stubborn enough to hang on must endure before eventually ending up in the meat recycler to become part of tomorrows paste. A even smaller few are at times sold to allies to supplement their own numbers or to provide new genetic breeding stock. The fates of these slaves are largely unknown and is left to be determined by the new owner. Once they leave Gothic custody they are no longer our concern. Whether or not this can be called slavery is based on ones own interpretation. Everyone who ends up in a Gothic prison deserves to be there. Nobody is sent to a Gulag for stealing a loaf of bread. Only the most hard core and irredeemable social degenerates and monsters are caged there in the frozen north.

Another system present in New Gothland that some might find reminiscent of slavery are those few who find themselves marked as a "Purgatory" class citizen. Purgatory class citizens consist entirely of conquered people's, and are represented by those who did not fall in line with the Gothic regime when it took power, yet did not take up arms against the government. Purgatory class citizens are not without protections and rights, but they are however very limited in the extent of their freedoms and mobility in comparison to regular Goths. Like the prisoners they are often put to mandatory work toward the betterment of the state, but unlike prison slaves they will not be mistreated or worked to death. If the subject in question is married they are allowed to remain with their spouse, but other than that there will never again be contact between them and another member of their nationality or ethnic group. From the day they are taken to the day they die they will only ever see other purgatory class citizens of other races or Gothic citizens. These people are kept fairly busy as to prevent any time for true reflection, and are given massive daily doses of propaganda paired with the almost constant presence of helpful, but ever watchful Gothic 'comrades' and 'coworkers'. This system is designed from the ground up to essentially brainwash these people through a combination of labor, propaganda, and Stockholm's syndrome into assimilating to Gothic culture. Those who resit are quietly done away with. Though they will never loose their position in this class through their entire life, all children born to purgatory couples are immediately granted full citizenship upon their birth. Depending on the status of the parent assimilation in most cases they are still allowed to live together or at the very least see each other (with supervision if there is doubt). This system is incredibly effective and has thus far has insured the assimilation of every conquered nation within just one generation.
