It is impossible to own sapient beings in Mercatorum law.

Note that we did not say illegal, as it is not strictly illegal to own anything: even people. It is merely legally impossible to own a slave, because every sapient being has the right to self-ownership and would if enslaved be immediately granted freedom if they declared that ownership invalid. If a person were to say they own someone else, and that person did not dispute it, then the law would be silent until such a time that they did dispute it.

On the other hand the slave trade and slavers are harshly cracked down upon by the Mercatorum, both by the Legions and by individual Republics, Companies and NGOs.

This concept of self-ownership and thus the technical prohibition of slavery has existed since our the founding of the original Confederation in the 800's, but slavery was illegal in most Republics and states from much earlier. The last slave state was a former Roman colony and freeman commonwealth on the coast, they too abolished slavery in 1004.

Humans have never been traded in the history of the Empire, but indentured servitude existed until the end of the 8th century IE (present day is 1987 IE). Also, until around that time, non-human sophonts were frequently mistreated and occasionally used for forced labour, though there was no organized industry based on this.

Slavery? We turned it into an industry that fuels one of the largest economies in the world. The Slave Trade makes up a sizable percentage of the Roman economy, both importation and occasionally exportation.

While chattel slavery is non-existent in Mackonia it is customary for forced labour to be used to settle disputes.

For example if a Mack stole from another Mack and was caught , said Macks may agree for the thief to work as a servant for the victim for a set amount of time.

This is usually far preferable to the usual "blood price" for both parties involved.

Slavery has been unlawful in Eahland since our origin as a nation. In 520 A.D. or thereabouts, when Ida Eahlene was crowned first cyning of the Eahlcynn and the defeated Afaleonene, his first act as cyning, before even taking oath from his hlafordas, was to declare that the þrælas taken in battle against the Afaleonene were freemen henceforth and forever, and there would be no more þrælas taken. This was not a tremendously popular move amongst his hlafordas, but Ida's brothers Æthere and Heming stood with him, and no one was willing to oppose them openly. It was, however, popular amongst the Afaleonene, and when Ida then offered them the opportunity, a number of their þeodcyningas swore oath to him, which went a long way towards making Ida cyning of Eahland rather than merely a conqueror.

We became a sanctuary for runaway serfs, as we held that they were freemen as soon as they set foot on Eahlisc soil, and fought several wars largely revolving around the issue (various sociopolitical and economic conflicts, actually, but the root causes tended to ultimately boil down to the differences between a free nation and slave nations), proving several times along the way that the trained, disciplined heavy infantry of the fyrd could break Suþerne armies of elite heavy cavalry backed by untrained rabble of conscript serfs. Especially when the serfs will go over to the other side if given half a chance.

In these days, we still hold that any slave who sets foot on Eahlisc soil, or anywhere else we can enforce our writ, is henceforth and forever a freeman, and we will oppose with any necessary force (and we have a lot of force at our disposal) anyone who claims otherwise. The Cyneflothere actively hunts slavers in our waters and international waters - like pirates, they are held to be foes of all mankind, and so it is the duty of every legitimate navy to destroy them. Our warships will stop and search suspected slavers and ships flagged from known slave states in international waters, free any slaves recovered, and deal with captured slavers as prescribed by law: hang them by the neck until dead. (We don't capture very many anymore. They tend to go down fighting, because they know they're dead men either way. Against a cruiser or four, it doesn't generally get them very far.) We consider taking an Eahliscmann into bondage to be an act of war against the Cynerice of Eahland, and will respond accordingly.

Legally, slavery is illegal and has been since before the establishment of the current government (chattel slavery was illegalized by Kievan Rus in the Medieval Ages; Serfdom was abolished in the Russian Empire; when The Ukraine was part of; in the 1790s) . During the Civil War it was practiced; and it still exists underground though it is being stamped out.

For many reasons, it is legal in our nation. Mainly being that we are a cobbled together nation with hardly scattered settlements like in the fall out series and otherwise largely still in anarchy. But the parts that are civilized still agree it to be a means to an end. It is also very spiritual for us. A Yin/Yang type scenario. We can not all be free. Just as in most nations, a certain amount must be in service to others of higher calling, we simply direct the flow of the channel of of life and livelihood to harness the balance of the world as we see it.

Ended after the fall of Chesnatian Conservative Regime at the aftermath of the Great Molding during the Great War. The White Star Trading Organization was shut down due to their connections to many slave trades in the Empire. All former slaves have been liberated and have begun their peaceful lives since.

Slavery is a wonderful business to go into if you're interested in getting shot in the face. The government sort of takes a dim view of the whole issue.

most of our ancestors considered themselves to be escaped slaves to a corrupt state. Suppose it's not the same thing because they weren't privately owned, just government property.

Slavery is not a very popular concept here obviously. Anyone who tries it gets caught and is forced to compensate the victims, usually leaving the owner with nothing left except a ruined reputation and immense hatred from the public..

The Greater Vakolicci Haven refuses to dictate to the provinces on this issue. Slavery is legal in all of the provinces, and it is largely unregulated.
Any atempt to change this will be met with force. Any atempt to buy slaves simply to free them will be met with even greater force. Any atempt to invade the GVH in order to free slaves will be met with your final end.

Slavery was abolished when the nation was founded. Many people don't know that Rejistania had a time when debt slavery was quite common. The people who have the last name Kansu often are the offspring of freed slaves who were not allowed to keep the name of their kente (clan) during service.
