Heavier vehicles such and main battle tanks, warships, artillery and such require singing up with the Homeguard militia forces for the govenrment to allow their private operation.

we here in The Empire of The Monopoly do not ban guns. We allow everyone to set up their own gun shop if they'd like to. The only restriction is that 10 percent of your earnings must go to the government. This restriction only applies for gun stores though.
