Is there any functional difference between a milled, machined, stamped, or 3D printed receiver (I know that last one is a stretch, but oh well)?

Yes.

Milled: Tends to be stronger and often lends more accuracy, but more expensive and tighter tolerances. Also heavier.

Machined: Like milled, but crappier.

Stamped: light, cheap and easy to mass-produce. Looser tolerances can mean less accuracy, but more reliability.

3D-printed: Like milled, but lighter and flimsier.

So in a theoretical situation where money/manufacturing issues are not even considered, a milled receiver would be more accurate but a stamped would be more reliable?

Though he does have one valid point advocating less effective/powerful weapons on the theory that if you hit a civilian they have no chance of survival is Not a valid one. Civvies don't survive 2000 lb bombs very well either USAF solution 500 lb bombs that Still kill civvies just less of them. A weapon is is Designed to kill people it is a poor and cruel weapon that is designed only to wound.

What, in reference to the re-adoption of the 7.62?

I can see where the mistake might have come from, since I heard it from a friend who's not...as crazy as us in terms of this stuff. He could have read something about the SCAR, thought "SCAR-H" instead of "SCAR-L", and told me 7.62.

But I can also see how it might be a side effect of the "preparing for the previous war" syndrome in military R&D. Afghanistan has much longer engagement ranges than the >300yds of conventional wisdom. Thus the M14 and it's children are re-emerging on the field.

But I doubt another switch will occur, unless it's to something drastic like caseless.

However if you just go around killing everything you see then you destroy the purpose of guided munitions. Guided munitions were made so you could limit the amount of civilian losses, use less money instead of having to drop 200000000 bombs and 100000 B-17s to take out one factory district were now all we need is 20 F-15Es and have them loaded with 500 and 2000lb JDAMs and you can wreck not only the factory district but the near-by powerplant, ammunition factory and collection of military vehicles like tanks and APCs.

Also the USAF's solution to limiting civie losses wasn't derp 500 lb. The 500lb bomb is, currently the do-all, kill-all of any modern air force. The 2000lb bombs are typically used for large formations of enemy units or hardened shelters.
