It is with the warmest regards of the Party and people of the Federal Republic of Glaswegistan that I send this message on behalf of the Diplomatic Affairs Department. The Party wishes to establish mutually beneficial diplomatic relations with the Crown Commonwealth of Regnum-Albion, as it is our belief that the Crown Commonwealth of Regnum-Albion has thus far provided little reason for our two nations to be diplomatically isolated from one another, and it has been our driving policy in the Diplomatic Affairs Department to establish relations with those civilised nations in the global community that have shown a commitment to the preservation of Civil freedoms and the general economic welfare of their populace.
Further, the Diplomatic Affairs Department asserts that, should the enclosed Embassy application be approved, it would like to explore other potential routes of diplomacy with the Crown Commonwealth of Regnum-Albion. In this regard, the matter of diplomacy is not apparently exclusive to the Diplomatic Affairs Department; the Education, Military, Civilian Defence, Spiritual Affairs and Trade & Commerce Departments have all put forward queries on the matter of domestic, military or economic diplomacy, and we would all very much like to know if the Government of the Crown Commonwealth of Regnum-Albion would be open to any such possibilities.
Finally, we would also like to note that, whilst we would prefer that none of the articles of our Embassy application need be changed (as we believe they fall well within the parameters previously set out by the Ministry of Foreign & Commonwealth Affairs), these articles have a degree of flexibility; security armaments can be changed, although given the cultural importance of the Mainline Automatic Rifle, it would be preferable that at least one MAR, regardless of model or variant, be present within the Embassy. Additionally, any items deemed to be questionably in-line with the parameters set out by the Ministry of Foreign & Commonwealth Affairs may be submitted for inspection on demand, we would like to make this clear now, as one of the vehicles submitted for usage in the application is of military origin, but adapted for civilian usage in other countries, and there is one item of flora on the application that may require examination before it may be imported (although as is noted in the application; this is highly flexible, and we can avoid importing the item of flora in question, although as noted above, we would prefer that it be found acceptable).

The Party extends its gratitude for your consideration, and acceptance of our embassy application, and for the open-mindedness with which the traditions surrounding Glaswegistani Embassy procedure have been met.
As per your request, we will send Ambassador Whiteside to meet with your representative a day before the official opening of the Embassy; however we would request that the Captain of the Guard accompany Ambassador Whiteside. We would like to pre-emptively clarify that this is not largely due to security concerns; rather, it is due to the important cultural role of the Captain of the Guard in relation to the role of Ambassador.
If it is so wished, we can arrange a formal briefing on this matter, but if there is no issue with the Ambassador being accompanied by the Captain of the Guard, there should be little reason for such a briefing. Furthermore, the Captain does not need to be armed until the formal opening of the Embassy, and is not required to be present during any important personal meetings with Anglican officials, although his presence could serve as an opportunity for the Captain of the Guard to meet with the Regnum Albion Police Force to plan a route for the procession.
In order to allow the police force to prepare for the procession, it may also be prudent that the Ambassador and the Captain arrive a few days in advance. This would also allow more time for the Ambassadors meetings with your representative from the Department of Diplomatic Affairs, and provide a sufficient period of time in which to finalise any other arrangements that need to be made in regards to the opening of the Embassy.
We will submit all imported flora for inspection by the Ministry of Internal Affairs, for the sake of convenience, we would like to send the thistles with the Ambassador and any other diplomatic or security staff accompanying the Ambassador prior to the official opening of the Embassy. At this stage, we can clarify that any and all MAR rifles being sent with the security detail will be of the Second Pattern, appropriately chambered in the 5.56x45mm cartridge as per the parameters of the Embassy programme. All standard MAR-2 Rifles lack the ability for fully-automatic fire, and are strictly limited to repetition/semi-automatic fire. All weapons being carried in the procession will be unloaded, and will be appropriately covered in a manner deemed appropriate by the local authorities (With the noted exception of the sword of the Captain of the Guard). The position of the flagpole will not be an inconvenience, we assure you, and we thank you for informing us of this at this early stage.
With regards to the other diplomatic options mentioned previously, the Education department has expressed its interest in student exchange programmes, although negotiation on that matter would be the joint responsibility of the Education and Diplomatic Affairs Departments. When last I received a report from the Education Department on the matter, they reported that no fewer than five Schools in the Heartlands (Two Grammar Schools and three Technical Schools) and eleven schools in the Hegemony (Six Grammar Schools, three Technical Schools, two Intermediate Schools and one Military School) would be interested in the possibility of a student exchange programme.
At this stage, such interest is little more than a means of drawing plans based on what measures and arrangements may be appropriate, but nevertheless, we should very much like to know if any institutions within the Crown Commonwealth of Regnum-Albion have shown interest in such an exchange programme at this early stage. We hope that this route of domestic diplomacy, should it be pursued further, proves fruitful, and we will happily answer any queries relating to potential Student Exchange programmes, the nature of the education system (in order to better facilitate planning for any programmes that occur) or transport or funding arrangements, though I am authorized to pledge state funding to such a programme, and state assistance in organising or overseeing transport arrangements.
Regarding the option of Military diplomacy, we feel that it important to clarify that such options generally concern officer exchange programmes or joint training exercises, and do not necessarily have to extend to alliances or large-scale wargames. Although we realize that it is very often not the case in other countries, the Military is an important part of Glaswegistani national identity, both in the Heartlands and in the Hegemony (Perhaps especially so in the Hegemonic states, depending on which particular branch of the Military is concerned), and this has generally been reflected historically in the role of the military at many different levels of society, including furthering diplomatic causes.
As acknowledged above, we are conscious of the fact that that not all Militaries play such important roles in other countries, but we feel it reasonable to provide a proper definition of the potentially diplomatically augmentative role that this option could provide.
We hope that there are no issues to be had with anything contained in this communiqué, should any corrections to any of the above or previously mentioned arrangements be desired, we will strive to facilitate compromises or alternative arrangements, and we hope that the People and Government of the Crown Commonwealth of Regnum-Albion find some of the potential routes of further diplomacy to be to their liking.
