News of this potental treaty causes a spike in arms development and sales. As private arms manufacturers use it as a selling point, Senate is moved to purchase a full new batallion of Primus Tanks, while replacing older models.
For the first time Vulpae's merchant marine is joined by a professional navy as the need for warships kicks into high gear. Hoping to bridge the gap between large scale navy and merchant marine with a stop gap measure while new ships are under production.
On the Civilan level, the Technoligical sprawl of factories, parks, reserves, powerplants, and more begin to spread ouward from the cities beginning to cover the face of Vulpae in shimmering silver, green, and blue as the population explodes when the first advanced genetic and bionic technology ready for mass consumption by colonists.

From the Desk of External Ministery 5: We will not allow Rissenland transport ships carrying armed troops through our waters, nor allow air transport through our airspace. Many of our people are tourists to Angelia Island, and these military measures are a threat to their wellbeing. If Angelia Island desires military assistance there are ample methods to aquire it without allowing outside forces to occupy their island, outside forces who are overtly hostile to other peoples way of life. including ours, and would increase military tension in a region that has untill now, been devoid of it.

Several of the new BNK-R Drone platforms move into position to block military traffic to Angelia Island, they are followed by a small compliment of merchant marine (Private Military Contractors) sub destroyer escorts. "She has issued an ultimatum; in the event the treaty is signed you will allow Risherland's military outpost to be constructed without an issue but in return the head of Riserland's bureau of mining/ smelting is willing to ship our nations entire supply of E-zero to Vulpae selling at 60% below market price over the coarse of 5 years." he sighs deeply for a moment "In the event it is rejected we will remove all naval forces from the south sea and allow your exploitation of the Angelian people to continue....for now."

"I know you don't like me much personally minister..." Charles says studying his facial expressions "...but you can take pride in the fact that those E-Zero extractors waking me up at 5:00 each morning will piss me off like nothing else before." he smiles and awaits a response.

Interistingly many sympathyise with Riserland, but tow the national line. Vulpae sill not fire first, but will not allow Riserland to put troops so close to their shores. On the eastern front, defences prime, AA and SAM battries power up, and more importantly, the Information Corps. begins to infiltrate and prep for war.

"A pleasure to meet you Charles, as I'm sure you know, your counrty currently has a treaty on the table with Angelia Island, allowing for you to place a military base there. Normally we wouldn't involve ourselves like this, but it's a bit close, within striking distance really, of our mainland."
Listening he grinned "I think we can acccept that, on a few more conditions. First, no rockets or long range weapons capable of reaching the mainland, second, any Vulpae citizans who voilate the law, will be pushised in Angelican or Vulpaian courts depending on the severity of the crime." he put his out hand wide, televising the entire discussion of course.
"and can we please not call it explotation, after all exploting means we keep them downtrodden, or opressed. Better to treat them as commerical equals, as a vassal makes a poor trade partner.

Crys of joy ring out across across the nation, the crews of Riserlandish warships join together in song looking to the starry sky above- blissfully unaware of the Atlantis lurking below, it can only be assumed that it's crew responds in a similar fashion.

"Perhaps after this business with the treaty is done we may hold a summit on Angelia Island to discuss the future of our two great nations".

The Vulpaian Navy withdraws, their captians beathing a sigh of relief. A few people would have liked to see the BNK-R tested under combat, or the vaunted Atlantis rise from the deep.
But with no threat on the looming horizon, the sleeping giant rolls over and goes back to his restless dreams of stars, of metal men, and genetic codes.

It might be further away from our settlements, but I'm sure in no time a private business will put up a holiday resort or two... or six. Also, our luxury cruise ships pass by those islands on a common basis. We ask the International Community for permission to claim and settle these lands, giving a further location of a Riserland military base to protect Vulpaes security. We ask Vulpae, however, for the permission to create electronic missles guided with land base communication able to reach a few miles of shore of our islands thereby further preventing breaches on our shores, these land based communication devices in no way could extend a signal reaching your waters much less your land. Oh, and I would like to dicuss the Treaty of Blue when this is settled. It would mean a great deal if you considered our terms, Thank you."

This treaty between The People's Republic of Riserland and The Dictatorship of Angelia Island ensures 4 things

1. A starting number of 2,500 Red Army soldiers and 550 JS-95 Tanks will be shipped to Angelia island for defensive purposes only.

2. A medium sized plot of land (preferable near a settlement) will be temporary be given to the government of Riserland on which a small military outpost will be constructed.

3. The number of military assets positioned at this outpost can only change via mutual negotiations between our nations

4. The only condition to this agreement is that inhumane treatment of working class individuals in Angelia Island must be dealt with swiftly and brutally, In addition to this slavery and indentured servitude would also be made illegal- by signing this you are giving Riserlandish troops the right to to defend themselves and others on Angelian soil and the ability to enforce the proposed laws listed above.

Both parties must sign this agreement, upon doing so it will be activated.

Because of the area of the planet we are using the above and below design for the outpost settlements puting more of the design below ground.

Chief Medical Officer's Log
Having tested the medical scans of the inhabitants. and have discovered an innocuous strain of Influenza anti-bodies present in there bodies. It appears this may be another reason for the low number of native inhabitants. Preliminary testing has proved valuable in producing a vaccine and will begin inoculating our people and the natives immediately. I will see if we can get this to the other species on the planet and check if it is compatible with there biological make up.

Initial surveys have been scattered, It appears that particles from the solar debris field have been imbedded in to the soil from whatever had caused that catastrophe. They are concidering expanding into, and exporting to, the following nations. (first come first served)
Riserland: Due the the cold climate, and their government's disposition on private enterprise, it will be likely they will suffer a food shortage as the collective farming methods support themselves, but rarely prodouce a surplus. their cities will need food, and cheap food at that. Wheat would be best sold here.
Yugo: Tansport distance is a problem, but the Imperium's massive population, and pro-priveat enterprise stance would be an excellent target for comfort foods, as they have little comfort in their lives, provided the Agri-Corps can pay their massive tax rate and bribe the proper officals. Potato junk food, such as chips, fries, and cheeze puffs, along with various quick meals to feed their overworked populace.
Liberated Countries: No, their agricultural sector is larger than our own, and while it would be a nice gift, it would not prodouce a profit.
Angelia Island: their powerhouse soda industry combined with our excess corn crops could make a small fortune in a combined investment and export the sugary drinks to the above nations, including The Lib. This is by far the best option.

While everything listed above above about Riserland is true, wheat production has doubled each consecutive year since the revolution (for a total of 3 years). Comrade Besarionis is all too aware of the shifting political climate in the world since the recent scare with Vulpae, so to respond to the looming threat he has introduced a series of 5 years plans- the first of which will focus on getting modern agricultural technology to the collectives, massive underground hydrophonic farms are to be constructed across Riserland and graininess as tall as sky scrapes will be dug deep into the ground. The second 5-year plan will focus on military production. The current MBT of the Riserlandish armed forces: the JS-95 is severely outdated thus the brand new JSSB-MK1

will begin to roll off the assembly lines as soon as it begins. In addition to modernizing her tank corps- Naval ships, aircraft and firearms production will be expected to increase by 300% by the time it is half over. The final 5 year plan will be for Riserland's triumphant entrance into the space age- Project Isangra (named after the ancient Riserlandish Paganistic god of the sky) is already underway deep in the Domorian mountains.

Forgive me for letting this sit on the table for such a long time, but it must sit for a while longer. Hopefully the treaty isn't getting too restless. It appears that this treaty of yours is intended to aid the working class and address the issue of human ownership. While we would love to meet these demands, we simply cannot 'swiftly and brutally' end these practices. If we did our economy would almost immediately collapse. Please consider allowing compromise on this term. I ask that you give us time to give our industries a chance to be familiar and adapted with new... changes. I am willing to impose living and working standards for my people. However the issue of slavery. I will emancipate all slaves under the age of 18 and over 60. All other slaves will not be let free until they reach the age of official seniority (60). However I will impose living and working standards on their owners.
