In Free Detroit, there is no distinction between militias and other armed forces or law enforcers. Most citizens are armed, usually with spike bats, saps, motorcycle chains, or pipe rifles. AK-variants are ubiquitous. Homebrew mortars are increasingly popular.

Weapons are not made readily available to the public, because they will likely end up shooting themselves. My nation is horrible place to live in. Instead, there is a dedicated defense force, the Naphtalon Shield, which is professionally trained and equipped.
It's legal to organize a voluntary militia. There aren't many of them in peacetime (although some certainly do exist, training, helping the local community etc.) but in the very unlikely case of the G.P.H. mainland being invaded pretty much everypony is expected to take up arms against the hypothetical invader and given how civilians owning anti-tank guided missiles and main battle tanks is not a rarity around here, they'd be really a force to reckon with even for a modern invading military. Such militias are also expected to spring up during major internal crises and natural disasters as well as against the GPH government itself should it somehow overstep its constitutional boundaries without the consent of the people.
There are no state-organized local or federal militias, though. The government has the Armed Forces for that.
