I wouldn't say that it's a utopia (No nation is perfect), but it is more peaceful and prosperous than 21st century Earth.

Hell yes it's a utopia! Of course, we need to use dystopian tactics at times, but these are necessary evils.

For foreigners, Zhouran may look like a "socialistic authoritarian ultraconservative xenophobic dystopia" based on negative stereotypes of Zhouranese people, but to the average Zhouranese person, Zhouran is an "isolationist, socialistic, traditionalist, forward-thinking pragmatic, benevolent-authoritarian, highly-safe, self-reliant, comfy homeland". While Zhouranese people disagree that Zhouran is a "perfect utopia", knowing truly well that the nation has its flaws too as is human nature, they do strongly believe that through enlightened progressive thinking, Zhouran can be the utopia they truly seek for.

An utopia implies an end that is fulfilled, complete. Darussalam is an anarchy - it is cyclical, not linear. It is an ouroboros, the self-cannibalizing serpent. Chaos is the beginning and chaos is the end.

In all seriousness, here we see an anarchic realm self-governed by a Darwinian market system, underlined by a socialistic propertarian customary law that seeks to destroy and distribute concentration of power. Most of the populace subscribe to solipsistic philosophical system and antinomian religious belief that asserts absolute monotheism, that is, through denying the existence of all things other than God. The society generally can be considered egalitarian and wealthy, despite being frighteningly alien on occasion. They are unscrupulous merchants, nomadic egoists, and conspiracy theorists -- one of the realm's largest industries is the production of "satirical" media aimed to destabilize the ruling establishment in other polities. The society accepts cognitive dissonance as the way of life for humanity, celebrating the term alternative facts to an extreme extent and accepting the notion that reality is comprised of multiple often contradictory truths. The presence of AR technology, 'enhanced' further by psychic corruption that has polluted the realm for a long time merely accentuated this belief-manifest.

So, is it an utopia? If you're into weird fetishes, I suppose.

IRL: Hell no, the UK's being run by a bunch of Tories who seem to take pleasure in cutting the budgets for EVERYTHING. I know, high taxes damage the economy, but is the economy an end in itself, or a means for the people's welfare?
In game: According to my political views, it is kind of a utopia (I mean, it's extremely technologically advanced, highly progressive, and economically overpowered), at least barring the cold war on its planet

In order for something to be a utopia, everything must be perfect which is impossible.

Somewhat, yes. Cruciland has been through hell, but it remains an incredibly powerful nation that has managed to cultivate its own posthuman, post-scarcity paradise. The only real threat to the nation's well-being comes from hostile foreign powers, and even then said foreign powers would have to be some sort of transdimensional eldritch horror in order to destroy the nation. (hence why they lost their empire during the Lovecraftian War)

No there's good and bad things about the country. An utopia would make the population weak and turn it into a dystopia, so it's better to keep it in the middle.
