Both the '94 ban and this proposed 2013 ban would grandfather in previously purchased firearms (layman's: anything pre-2013 would still be legal). However, this new proposed ban is stating that these grandfathered firearms should/must be registered with the NFA (like machineguns, silencers, etc., already are). Layman's: "Because Class 3 items."

It's ridiculous any way you look at it, really. Off the top of my head, the C96 would be the only semi-automatic handgun that would be legal for purchase as a non-NFA item after the proposed 2013 AWB, but only if it is not one of the mag-fed variants.
