World Assembly Hearing #1

This is the first hearing of the World Assembly decision. To all of those who decide to join this, we will be deciding upon this issue as a whole. Whether or not we agree. This is not meant to opt into if the general consesus does not reflect your own opinion. This is for The Communist Region. To better ourselves and to have more of an influence upon the World Assembly. To opt in to this great community feel free to telegram Mbizi, the appointed clerk. Thank you.

First bill to be processed reads:

Description: Believing that rendering assistance is a natural instinct, and generally positive,

Understanding that emergency personnel may not always be the first on the scene of an incident, in which case volunteers might help to save a life,

Wanting to encourage persons to render assistance in situations where such assistance would contribute to the common good,

The World Assembly hereby:

1.
Defines an assistance giver, as pertains to this law, as any person who attempts to provide emergency care and assistance, without expectation of compensation, to another person who is in imminent and severe peril,

2.
Grants immunity to both prosecution and liability to all assistance givers who abide by the following criteria:
A.
Assistance givers must provide care at a level commensurate to their training in healthcare or emergency response, even if providing such care outside of the course of their jobs,

B.
Assistance givers must acquire consent, whenever doing so is reasonable or possible, before attempting to assist anyone,

C.
Once an assistance giver has begun to render assistance, that person must continue to provide that assistance to the best of their ability unless any or all of the following criteria apply:
I.
It has become unsafe to continue,

II.
Emergency responders have arrived,

III.
It is no longer necessary to give assistance,


D.
Assistance givers may not intentionally cause harm, nor through extreme negligence cause harm to come to the person they are assisting,


3.
Clarifies that nation-states may legislate as they like on the topic of those assistance givers who provide assistance but do not abide by the criteria listed in section 2,

4.
Urges all nation-states to create a low-cost or free training program in first aid and emergency care for their populations.

I personally feel that this law is to vague to vote in favor of.

Um.

This is in the wrong section. Like, big time.

And I'm pretty sure the WA already passed something similar to this. Actually, no, what you are proposing is absolutely awful.

Gee, it certainly is a shame that nothing remotely like this is at vote currently

Also, if you wish to propose WA resolutions as a draft for discussion, it may well behoove you to post this in the right place.

Especially given that most of the nations actually using this as a discussion are all based in the same region, They should either discuss on their regional messageboard, or create an off-site forum for their discussions.

Locked, because:

  • If you want to make a proposal that will eventually be voted on by the General Assembly, start a new drafting thread in the GA forum.*
  • If you want to discuss a proposal currently At Vote, do in in the At Vote thread in the GA forum.
  • If you want to discuss your region's attitude to somebody's else's GA proposal, do it on your region's Regional Message Board or on your own offsite forum, or
  • Do it in-character in a roleplayed thread in one of the roleplay forums, marking it "Closed, attn MyRegion"if you don't want outside nations' views.

-- seems to be an attempt to recruit other nations to join your region. Regional recruiting threads go in the Gameplay forum, and must be out of character.

Please try to keep threads in the right forum because it saves other players hassle when they're looking for a particular (type of) topic, and it helps you connect more quickly with players who want to discuss what you want to discuss.

* (A topic on one subject is a thread; a forum is where a number of threads on similar topics are gathered. The GA forum is where you'll find threads on proposals that are being drafted and the discussion thread for the proposal that's At Vote.)
