What's the status of volunteerism in your nation?
Since our society is based on Confucianism (politically,economically, & personally), volunteerism is considered an extention of Ren (obligation of altruism & humaneness for other individuals within a community). In fact, our law-enforcement, fire protection, healthcare, & education are volunteer organizations. The volunteers are not specialized, but rather they perform all of this n addition to earning their livelihood.

Some people are kind enough to do volunteer work. Employers always welcome in people who will work for free. Volunteerism is actually quite popular here, thanks to our charitable lifestyles and biblical teachings.

Volunteerism is quite common, especially in more rural areas and anywhere a person stays and has roots. It is not very common, yet not entirely unheard of in the cities, especially if it is a place where people are transient and have no roots. However, even the cities have large sections that are real communities where people know each other and their families. It has a lot to do with truly having pride in the place you live and neither the Dagnian government nor culture forces volunteerism for the sake of volunteerism on people with no pride or attachment for any area.

Working for free is considered foolish. Some donate labor for there houses of worship, but this is the only exception to the rule and is done very seldomly.

The National Curriculum, until 2012, stated that every schoolchild should spend a week during either their 10th or 11th years in school doing work experience. The 2012 Education Reform Act states:
"During one week between Year 9 and Year 10, every state school must offer every student a 5-day period where they may sign off on unpaid Work Experience; no student should be forced, but should be encouraged; it is important to express that employers and universities will hold Work Experience highly."

This isn't restricted to charity; this can be at council offices (public) and supermarkets (private). It must be unpaid.

Most Olweans have volunteered at some point in their lives, and many do it frequently. The Emperor himself, schedule permitting, has been known to stop by a school or hospital and read to kids or help with the sick, and has also gone out with police and fire departments on operations.

The last time Olwe was attacked, Nicksyllvanian troops entering our capital city were greeted by hundreds of thousands of sword-waving civilians who fearlessly and selflessly stood against our enemies. So militias are quite common as well, and can form very quickly.
