Other forms of time, such as decimal time, 6 hour time, 12 hour time etc. are seen as EXTREMELY important secondaries.
There is much dispute about whether 0:00 is the first minute of the day and 23:59 is the last minute and midday is at 12:00 or 1:00 should be the first minute of the day and 24:59 be the last, with 13:00 being midday. It's currently 0:00 to 23:59, although, we are thinking of implimenting daylight savings where non-daylight savings is 0:00 to 23:59 and daylight savings is 1:00 to 24:59, but this is extremely complicated as 70% of the nation is in the Southern Hemispher 30% in the Northern. Although, we could alternate between the 2 hemispheres. This is a system we are testing out with our government civil issues testing department (aka our prisons)

But we find it really stupid to call it 1 hundred hours, 2 hundred hours etc, for two reasons...
1.The complexity of it
2."Hundred" is for a base-ten system, whilst time is a base-60 system

So since we have alot of tourists who use 12 hour time, we call it
1 am, 2 am, 3 am, 4 am, 5 am, 6 am, 7 am, 8 am, 9 am, 10 am, 11 am, 12 pm, 13 o'clock, 14 o'clock, 15 o'clock, 16 o'clock, 17 o'clock, 18 o'clock, 19 o'clock, 20 o'clock, 21 o'clock, 22 o'clock, 23 o'clock and EITHER 24 o'clock or 0 o'clock (depending on which system you use). We were also trying to impliment our own custom 6 hour time, but it failed due to the conflict between 24 o'clock and 0 o'clock

We currently do not impliment daylight savings as we do not like to interfere with UTC time, but we are currently testing it with prisoners.
Some watches and clocks are satellites as UTC is so important that our time-zones are split into seconds, and even in micro-seconds, rather than half-hours, though this is only really monitored by the Emporial [is that the right word, if not, please tell me] Bureau of time and most people don't care or bother, and there are half-hour based time zones too so people know where to change their watches without warring about seconds or minutes, and all satellite powered clocks and watches, including but not limited to clocks on mobile phones, internet time on computers, satellite powered watches change automatically, as satellites are required to automatically change them by law, and by law, all public clocks are set to the correct time

Owing to the wide range of timezones and rotational periods the first type of 24 hour time is used with the standard being the local time at the capital.
Local time is used to coordinate things dependent on the day/night cycle such as work days and school hours (when it is around 24 hours long). But for things that require national coordination such as shipping schedules republic standard time is used.

Standard time separates the day into 10 "hours" (kvyl). There's not much need for something like DST, our planet's obliquity is negligible, so the sun rises/sets at more or less the same time everyday.

The "hours" are typically labeled 1 - 10 (va - sovj), and each is divided into 100 yvj, "minutes" if you prefer. So, a response to "kvytj dal?" (What time is it?) might be "ja sovj kho kyt mje" (562) or to get more specific, "yvj ja sovj kho, ta kvyl kyt mje" (62 "minutes", 5 "hours").

Note that Zjelsjen numerals and thus many things involving numbers (like clock times/dates) go smallest to greatest from left to right.
