Of course whaling is illegal. It is one of the worst crimes which our nation knows.
If someone is whaling, he/she will get very cruel and painfully capital punishment.

Whaling is not technically banned, but it is socially discouraged and generally not engaged in by reputable fishermen.

Whaling is perfectly legal in The Grand Cosmic Kingdom Of Space.

Blasted spacewhales are clogging up the ports anyway.

Also, they taste good. Drop 'em through an atmosphere and them's good eats.

Whaling is illegal is Supermai, as they are intelligent enough to be considered sentient, and the killing of Whales and/or dolphins is considered murder, which is a capitol offence.

There is actually no law regarding the status of whaling in Allemann, there has never been the need for such a law due to Allemann being a landlocked nation. Though if there were to be a vote on implementing a law about whaling it would most likely make whaling illegal.

Whaling is performed by the Koy Government, under the supervision of the State Economic Directorate for Fisheries. Some idiotic foreign protest groups take offense to this and occasionally send a protest ship into Koy waters, although a Koy People's Naval Forces Patrol Ship always quickly dispatches the intruders.

Whales are believed to be evil wizards from another world and are crucified then incinerated by massive whaling fleets.

Whales don't come 'round these parts. If they did, we'd be more concerned with pushing them back into the water.

They're illegal in Vihenia.

Escorting migrating whales is one of the part of Vihenian navy's job.. it's not uncommon to see our destroyers or submarines along migrating whales.

There are also regulations regarding Sonar or other underwater transmissions limiting their source level to the acceptable limit..that it will not hamper whale's communications.

Additionally there are development to use the whale's sound communication as source level for some sort of "non-cooperative" Bi-static Sonar. Despite low source level of the emitted noise (in order of 130 Db..much lower compared to 238-240 Db of our active Sonar).. their high frequency pitch means that our hydrophone antenna array onboard our submarine can still make use of it as the array will have higher gain in high frequency than in lower one.

Mackonian whales are not your normal lovable gentle giants who are ruthlessly slaughtered by Norwegian fishermen in their thousands.

These whales are lean, mean killing machines that are usually the ones doing the killing than being killed,Mackonian whales and dolphins still retain hard sharp teeth and are fierce
predators much like their prehistoric ancestors.

The hunting of these whales is actually condoned by the Mackonian government to prevent them from decimating the local marine fauna.

Purpelia has no access to the world seas so the point is moot. However Purpelia does import a lot of whale meat as well as meat and fur of various other so called endangered species.
Purpelia does not reflect my actual world views. In fact, the vast majority of Purpelian cannon is meant to shock and thus deliberately insane. I just like playing with the idea of a country of madmen utterly convinced that everyone else are the barbarians. So play along or not but don't ever think it's for real.

Is whaling legal?

Yes. Whales are animals, and they pass through U.S. territorial waters, and our EEZ. Thus, we are perfectly within rights to harvest them.

Those who claim it is "not viable" economically willingly discount the vast global market which exists for whale meat.

Are there any regulations?

Not many. If a certain species does seem to be getting a bit "thin on the ground," so to speak, then there may be an advisory issued to cease or to reduce harvesting of that species for a while. Also, it is generally expected that any and all kills will be made as quickly and as cleanly as possible.

Now and then we have troubles with protesters, mostly from foreign nations. That's why we have the Coast Guard.

Education will not; the world is full of educated derelicts. Persistence and determination alone are omnipotent. In 1976, The EAA (Endangered Animals Administration) and the Vettrera National Panel (Congress) put in regulations that all animals may be hunted/harvested/killed for economical purposes. Meaning that no animals may be killed for sport. All organisms that are killed must be documented, so that the population of the species can be kept track of. If at any time the possible extinction of any animal is at "Elevated Risk" that animal can no longer be hunted. This goes the same for whales, which are currently at "Elevated Risk" in Vettrera.

Whaling is legal in Vloskovia, but only certain (non-endangered) species may be killed, and only by Vloskovian ships in Vloskovia's EEZ. Despite these regulations, there have been numerous clashes with protesters over the matter.
