Actual magic doesn't really exist in Epicsauce, but there is technology that seems like magic. Plus, energy weapons were created in my nation before conventional firearms, so people from other nations thought it was magic.

Public opinion and policy is deeply suspicious of magic. It exists, but its practice is confined to facilities where those who use it ("mages" is the catch-all term in Xanthal) can be closely monitored. Most populated areas are protected by devices, "obelisks," that suppress magical abilities within a certain radius.

Our nation runs on magic.

Magic in Equestria is an unseen force, a power that flows through all things--the rocks of the earth, the waters, the winds, the sky and the heavens themselves. It exists in all plant and animal life. Every creature, from the smallest to the largest, has some magical ability, though how it is expressed varies from being to being. With some it's quite obvious--zap apples, for example, with their magical growth and persistent rainbow hue, or any of our nation's numerous monsters. Other creatures are more mundane, but can still surprise you with an unexpected ability.

Ponies, of course, are just as magical as the other creatures of Equestria, and being intelligent, can express their power more obviously. The Unicorns are the most obvious of all--they're spell-casters, studying and practicing how to tap into the magical powers within and surrounding them to warp reality to their will. Pegasi are instinctive magic users with power over the weather. Earth Ponies are subtle, subconscious magic users, not appearing to "use" magic at all. Their own presence, though, is enough to encourage crops to grow and monsters to stay away from the land they've "tamed".

Magic is something well known throughout Subhurbian culture. Some cultures value it much more than others though. It is normally used in the military, the healthcare system, in rulership occupations, and to an extent in martial arts. There are also technological devices that can manipulate matter and molecules and some that can do magical things. Most average people don't utilize magic in the advanced level like those in certain occupations do. There are some regular people who do personally practice magic on a small scale.

As being able to use Dark Magic qualifies you for conscription, one could argue that "only the military can use it."

In practice, however, Shadowmancy is widely used as the lifeblood Dark Star Tower. It allows us to generate infinite resources-- including food, water, oxygen, electricity, medicine, and more --and distribute it to everyone on Dark Star Tower and other Twilight Embassy territories.

The process of becoming a Shadowmancer will be covered in a later factbook, but the gist of it is "it's really mcfreakin' easy to become one if you want to become a Shadowmancer."

Claiming to have magical powers or claiming to be a genuine witch or wizard in New Great Britain is illegal and punishable by up to one year's imprisonment, or fine, or both. This law is very rarely enforced, but has been used to effect the successful prosecution of spiritualist mediums and similar fraudsters.

Practising magical rites for personal amusement or without the belief that such rites have real power is technically legal, though.

Magic in Greater Cosmicium is extremely prevalent and comes in the form of Shyrun energy. Sources of them are mostly produced by G-class and larger stars, and consumed by black holes.

Shyrun energy as magic is almost as powerful as the most powerful technology available, but only Khaazai and to a lesser extent Scorpions can harness its full power. Despite its potential power, it still has limitations. Teleporting fleets of ships or whole planets temporarily depletes Shyrun energy, and the field of Shyrun energy weakens as one gets further from the center. Shyrun energy crystals also can't be brought on ships without stabilization, which was not available until after the Cosmician invasion.

This is the reason the Khaazai expedition to Andromeda in 65,350 B.C.E. failed (unlike the expeditions to the Magellanic Clouds), the FTL drives of Khaazai ships are dependent on the power of Shyrun energy. As they got further away, the FTL drives weakened and the ships slowed down. Eventually (288 years later, according to the log entries), the Shyrun energy fields became too weak to sustain the FTL field around 700,000 ly from the edge of the Milky Way, and the ships were left stranded in intergalactic space. Thousands of years later, a Cosmician fleet discovered the 192 ships and 262,000 crew, who had went to hibernation to survive the loss of power until somebody came to rescue them.

In Kedri, there is elemental magic with fire, earth, air and water. Most Kedrians have at least heard of elementalism, but it isn't widely used, and is a dying art.
Kedri is a nation of 18th century pirates who know water-bending. Throw in some steampunk, as well. Tech level is PT/FanT.
Kedrians abandon piracy and become a modernized country, founded by reformed criminals who forsook piracy and the citizens are descended from pirates, and still retain some of their heritage such as speech, accent, politics.

Yes, there are pirate mages in our country, and the government does not forbid people to use magic in any form. People that have any form of control over magic are always wanted by the pirate guilds, but they are very rare in our country.

For Reuturn, mages lived in the nation since the settling of Alte, Reuturn's continent. People born on Alte have powers that can't be taken away. Scientists in other nations say that there is a force that made babies have powers. Today, people born in Alte have powers the other continents don't have. However, a person born on Alte can't transmit a power to a baby via reproduction on another continent. A person born on another continent can't give birth to babies with powers if reproduced with a person born on Alte. Types of powers range from harnessing the elements (earth, water, fire, air) to steel spikes. People choose to use a staff or their own hands.

Magic exists in Egypt, but is rare and strictly regulated.

It is believed that the pharaoh himself is capable of using magic.

manipulation of statistical contours by non-physical means, and the exercize of psionic talents and capacities, are subject to the same considerations of consideration and reasonableness as anything else. magic is a slipery term unless you pin it down with some more or less specific description.

there are certainly no specific injunctions against either of the concepts and methodologies mentioned.

what isn't encouraged, is the dictating of perspectives and speculations about what is not known.

people do sometimes make up names for things unseen and unknown.
massive amounts of time and energy have historically gone into such speculations.
what we recognize is that whatever such things there are, owe nothing to people doing so.

to us, this is an entirely separate matter, from the manipulation of substance and energy by non-physical means.

so we must leave what is or is not "magic" up to the eye of the beholder.

"Magic" is not necessarily what we would call it here. A very supernatural aspect to it indeed, however. During the early to mid 40s, the SS Paranormal Division experimented in bizarre things such as reanimation of the dead and inter-dimensional travel. This led to the discovery of the Black Sun Dimension, a parallel universe made of pure cosmic energy, at the center of which lay the Black Sun itself, a powerful sphere of energy serving as the inspiration for the infamous symbol itself. The Reich exploited the resources of this dimension to fuel revolutionary new divisions of weaponry some would easily define as "magical". These included soldiers with abilities to manipulate time, the elements, objects, and whatnot. By the end of the war these divisions had either been destroyed or shut down. During the 50s, future Fuhrer Wilhelm Krieger participated in an "expedition" of sorts into the Black Sun Dimension using a portal device. Though he made it, he was struck by a stray bolt of lightning in the BSD which he absorbed, essentially granting him cosmic powers. These abilities are still regarded as magic, science, magical science or scientific magic still today.

It’s against the law for denizens of Kashimura to use magic beyond simple convenience or emergency like lighting candles, lifting you keys out of a storm drain, or dodging an oncoming car. However, if you attend some academies, you may be able to major in Unholy Arts and get your Mph.D. if you are able and have the potential to use magic proficiently. These graduates usually end up in government jobs though, including, but not limited to:

Magic is a fundamental part of our society. Mages are made princesses and princes of the realm, and even the Emperor is one, so are many sovereigns under the federal government are that.

Magic can be learned from nature, from studying, or it is part of one's bloodline, or made with a pact with the gods or any powerful being.

All magical arts are respected, except for dark magic, which comes from either chaos or corrupting life essence that can be achieved from sacrificial killings of any animal.

It doesn't exist in the fantasy version of magic, though any kind of advanced technology could be considered as the colloquial "magic" people would understand.

Sapient unicorn magic is common but normally is of the basic level for picking things up, scratching itches and the like. Not many others know magic. Magic is legal unless used to cause harm or steal stuff.

Witchcraft is a capital offense in the Holy Catholic State. Demons and evil spirits are considered to exist, thus the widespread practice of exorcisms on individuals suspected of being possessed. However, that is a sacramental ritual, not witchcraft, as it is done by an ordained Catholic priest.

Magic is either inherited or learned while some people can neither inherit or learn it. Those who can are free to use it how they see fit so long as they follow the laws made for their usage. (ie, no necromancy without a permit or not using illusion magic on someone without consent or no summoning a demon without a legal representative with a license to hellish contracts.)
