It is not our intent to boast, nor mock, nor ridicule those of a lesser standing, nor vow in vain to impress those would stand to be our superior. We pray that in publishing this dossier, the nations of the world can understand who we are, both as a People and as a Nation.
As the Sovereign Regent of the Restored Holy Kingdom of New Azura, it is my sincerest wishes that this message finds you in good health and in great spirits. The Royal Government maintains an active Foreign Bureau, which can assist you with any questions or comments you may have about this document. 1.1 - The Exploration of Santillán de Vargas & Sir George Clinton (1536 - 1609)

The Azuran mainland was first discovered in 1536 by the legendary Gabrielan conquistador Santillán de Vargas. Santillán was charged by the Gabrielan Empire to locate new sources of sugar and spices during a period of Gabrielan dominance in their home region. Santillán and his four ships made landfall around Whitaker Shoals, near present-day MacLauren, Averdon Prefecture. The conquistador would make two return visits to the island, naming it San Cristobel. It was during his second voyage that Santillán and most of his men encountered New Azura's indigenous Cullowhee tribe. One of three indigenous tribes in New Azura at that time, the Cullowhee attacked Santillán, killing him along with most of his crew. The men that escaped returned to Gabriela and spoke of "horrific savages" who cannibalized the remains of de Vargas and their fellow shipmates. The Emperor, Julian at the time of their return planned a massive invasion armada to conquer the island. However, the Gabrielan Empire was overrun by the rival Britannican Empire in 1552, and no further attempts by the Gabrielans were ever made to return to the island.

In 1564, the explorer Sir George Clinton was chartered by King Salomon of the Britannican Empire to explore the undiscovered regions of San Cristobel. Clinton and a heavily armed force landed near Hamilton Beach, some thirty-five miles west of present-day Port Camden, Saxony Prefecture. During his explorations, Clinton established first contact with two other indigenous tribes in New Azura, the Nantahala and the Pisgah. Both tribes were much friendlier to Clinton's men than the Cullowhee had been to Santillán de Vargas. Clinton would make a subsequent return to the island in 1579, now as a Commodore of the Britannican Navy. Leading a colonization party of about 4,000 settlers, the Pisgah and the Nantahala helped overrun and destroy the Cullowhee population, forcing the remainder into slavery. However, the Nantahala and the Pisgah themselves were soon under threat from a different force: germs. Having no immunity to the diseases and pathogens from the region of the Britannican Empire, large numbers contracted and died from diseases like smallpox, yellow fever, and influenza.

By 1592, almost 86% of the free indigenous population in New Azura had been wiped out by disease. The remaining members of the indigenous tribes attempted to make war with the settlers of New Azura. However, they were easily repelled by Clinton's son, Admiral Sir Hamilton Clinton. The remaining natives were forced into bondage alongside the Cullowhee. Diseases continued to wreak havoc on the tribes of New Azura. Less than a century later, virtually all of New Azura's indigenous population on the mainland was gone. In 1609, Hamilton was made the Governor-General of the Royal Territory of Britannic Azura, beginning over one hundred sixty years of colonial rule.

4.1 - General Overview

The Restored Holy Kingdom of New Azura is a major financial power, accruing one of the world's largest gross domestic products for its size and sphere of influence. Its currency is the Azuran Rank (Abbreviation: AZR), which is also the de facto official currency of twenty-six colonial governments and administrative districts. The currency operated on the Gold & Silver Standard from its inception by the former Federal Republic of New Azura in 1908 until 1972. Since 1972, the Rank has operated as a fiat currency. According to the 2010 World Economic Report, the Rank currently has a recognized favorable conversion rate, standing at $1.00 AZR to every $1.85 NSD.

As of January 2010, New Azura has a Gross Domestic Product of $264.6 Trillion. The adjusted Gross Domestic Product Per Capita) stands at $39,520.22, which is the sixth highest in the forty-four nation Greater Dienstad Economic Cooperation Region. The sector breakdown of New Azura's Gross Domestic Product is relatively stable. The Commercial Sector makes up the largest portion of the GDP (at 48.6%), followed by the Industrial Sector (at 42.3%) and the Agricultural Sector (at 9.1%). New Azura's economy has long maintained a strong growth rate, increasing by more than 21.7% annually since 1989. The unemployment rate is 2.75%, a 0.07% drop from January of 2009. The country consumes nearly $241.4 Trillion annually. A government surplus of $2.3 Trillion exists as of January 2009: the Azuran Government's annual expenditures average an aggregate $26.0 Trillion, compared to an annual budget of $28.3 Trillion.

New Azura has an inflation rate of 0.2% (January '09 - January '10), a small decrease from the '08-'09 Fiscal Year. Roughly 9.7% of the Azuran People live under the Poverty Line. The country's labor force of nearly 3.31 Billion work in a variety of fields. The uranium mining industry is New Azura's largest commercial enterprise, though other main industries include petroleum, steel, automotive manufacturing, aerospace technologies, telecommunications, chemical production, lumber, electronics, food processing, consumer goods, multimedia industries, agricultural exportation, and mineral mining. The Royal Government employs nearly 66.2 Million people, or roughly 2% of the total population.

2. Financial Institutions

New Azura is a free-market economy; as such, the country does not fund, nor support a centralized bank. The country does maintain a Royal Financial Trust System (RFTS), which brokers lend-lease acts to the independent banking sector during times of economic panic. The Royal Financial Trust System operates as a "lender of last resort" to banks who are prepared to default because of their cost overhead. Though the R.F.T.S. coordinates with most major financial banks and brokerage firms in New Azura, many banks operate instead under the protection of the Royal Reserve Depository, which provides blanket protection to financial institutions. Unlike the R.F.T.S., the Royal Reserve Depository uses government taxes to invest in the private sector, thus acquiring direct wealth through the growth of assets in the free market. The Royal Reserve Depository works in conjunction with the Treasury Ministry in Capodimonte-Stevensburg to establish the national borrowing rate.

New Azura plays host to several major stock markets; most deal exclusively with Azuran-centric commodities, particularly in New Azura proper, along with her colonial possessions and administrative dependencies. Examples of these markets are the San Monahan Corporate Exchange (SMCE) and the derivative exchange in Wynbourne, known as the Wynbourne Mercantile Market Exchange (WMME). However, there are several major institutions that also work in conjunction with the international markets. The New Azura Stock Exchange (NEWEX) in Nor'Calais, Molien Prefecture is the country's oldest commodities market, having been established in 1821. The country's two largest stock exchanges are found in Stevensburg, Olympia Prefecture. The Capodimonte-Stevensburg Royal Exchange (CSRE) is the nation's largest commodities auctioneer market, and the largest financial institution in the Azuran Empire as a whole. The Royal Association of Securities Institutions Visual & Online Trading (RASIVOT) is the largest electronic market in the country.

New Azura maintains over 450 registered bank entities, including over 170 independent banking centers. While most independent banking centers play host to regional investitures and securities at the local level, there are several institutions that maintain a net worth of well over $50 Billion. Such examples include the Bank of New Azura (San Monahan, Valeriya Prefecture) and the Delta Credit Union (Port Camden, Saxony Prefecture). New Azura's five largest financial services corporations account for nearly 70% of all reputable banking centers and brokerage firms in the country.

4.3 - Financial Regulations

The Royal Government of New Azura typically refrains from intervening heavily in the financial sector, allowing the markets to regulate themselves to an extent. The Government institutes strict regulations, however, on predatory lending practices (see: McColl-Wagner Fair Lending Act of 1992), keeping major financial institutions in check on the nature of their lending qualifications. The Government's Commerce & Treasury Ministries have the authority to investigate cases of ethical misconduct through the Bank Registration Act, a controversial piece of legislation passed by Parliament in 1972 that required all reputable banks to register for inspection by the then-Federal Government by enrolling in either the Royal Financial Trust System or the Royal Reserve Depository. Such ethical practices are still maintained to this day. Furthermore, the Royal Government has instituted a cap on all Savings and Loan Trading to no less than one-third of the total net worth of the institution, minus the overhead operating cost when adjusted for inflation. The Commerce Ministry has instituted the Branch Commission to investigate charges of insider trading.

4.4 - Agricultural Sector

The Agricultural Sector of the New Azuran Economy accounts for roughly 9% of the cumulative Gross Domestic Product. New Azura's chief cash crop is cotton, of which it is the largest supplier in the Azuran Empire. Other cash crops grown include tobacco, indigo, sugar cane, and jute. New Azura's agricultural production can supply up to 150% of the country's food quotient. The country imports nearly 50% of its food stores from its colonial possessions, most notably the tropical and subtropic possessions, such as Liu Na and Narváez. New Azura exports nearly two-thirds of its agricultural products overseas, mostly within colonial possessions, but also to allies and trading partners. New Azura's chief products include wheat, corn, various grains, tropical and subtropical fruits like oranges, mangoes, coconuts, and bananas; starchy and non-starchy vegetables, beef, pork, poultry, dairy products; forest products, timber, and a wide variety of fish. New Azura's commercial fishing industry is the largest employer within the Agricultural Sector, bringing in almost $790 Billion annually. Species sold to market include various types of trout, catfish, tuna, snapper, marlin, mahi mahi, shark, shrimp, crab, lobster, oysters and octopi.

4.5 - Commercial Sector

The Commercial, or Services Sector of the New Azuran Economy accounts for nearly forty nine percent of the cumulative Gross Domestic Product. The largest commercial division in 2009 was the retail sales industry, followed closely by the telecommunications industry and the aerospace defense industry. The Royal Government of New Azura has instituted a sweeping referendum on business investitures, spending almost $2.9 Trillion in 2009 on revitalizing the diversification of New Azura's Commercial Sector. Despite contributing half of the overall Gross Domestic Product, the Commercial Sector employs far fewer than the Industrial Sector. On average, a worker in the Commercial Sector is fifty-two percent more likely to have a personal annual income greater than $50,000.00 after the Royal Government's COLA (Cost of Living Adjustment).

4.6 - Industrial Sector

The Industrial Sector of the New Azuran Economy accounts for roughly forty-two percent of the cumulative Gross Domestic Product. The Industrial Sector is largely led by the mining industry. Uranium Mining in general is one of the most sought-after enterprises in New Azura. New Azura is the largest miner of gold, emeralds, diamonds, rubies, and coal anywhere in the Azuran Empire. Manufacturing entities, such as steel construction, automotive manufacturing, and housing construction account for nearly 3/5ths of all job providers in the Industrial Sector. New Azura has recently invested $760 Billion in its heavy industry sector, in addition to exploring green energy jobs for future investments. The oil and natural gas industries produce enough energy to meet the needs of every Azuran citizen five times over, causing a glut in New Azura's petroleum reserves during the 1990s. The Royal Government has begun to stockpile its oil reserves in an effort to help preserve the Royal Military's energy surplus.

4.7 - Technological Sector

The Technological Sector of the New Azuran Economy is a proposed subdivision of the Industrial Sector. Whereas manufacturing entities account for nearly 3/5ths of all job providers in the Industrial Sector, almost 40% of all manufacturing entities focus exclusively on technology. New Azura has a robust computer information industry, and produces more cell phones, television sets, computers, and laptops in one year than all twenty-two Azuran colonies have ever produced, combined. The Medical Sciences field has become a lucrative employment sector for college graduates over the past five years. The Royal Government has established the Bonzer Act, creating a nearly $500 Billion investment in Medical Engineering and Science applications over the next ten years. New Azura is a regional leader in the field of advanced robotics. Several Azuran-based firms have won international recognition for their work at the Pan-Azuran Sentience Conference on numerous occasions.

4.8 - Exports and Imports

New Azura exports almost $30 Trillion worth of goods. In 2009, nearly 50% of all Azuran products were sold to colonial possessions overseas, along with administrative districts. Certain nations have become trading partners with New Azura through the establishment of financial consulates, including New Olwe, Grays Harbor, Rithian, Machina Haruspex, Ewa Beach, and Brewdomia. By comparison, New Azura imports almost $33 Trillion worth of goods, creating a trade deficit of almost $3 Trillion. The Royal Government has enacted punitive protective tariffs in the past in an effort to help protect Azuran industries. New Azura's primary exports include uranium, oil, military technology, and foodstuffs. New Azura's primary import is tropical and subtropical foodstuffs, usually from its colonial possessions.

The Imperial Armed Forces of New Azura
The Imperial Armed Forces are divided into four main categories, with each specific category operating as a part of the whole Armed Forces. The Imperial Military is the primary defense force of New Azura, and comprises four distinct branches: the Imperial Air Force, Imperial Army, and Imperial Navy being the most traditional. The Imperial S.R.S. Corps (Selective Reconnaissance Service) is a special branch consisting of divisions devoted entirely to Special Forces, Lead Forces, Shock Troops, and BlackOPs, code named "Valkyrie" within the Azuran Armed Forces.

The Imperial Defense Force is the primary defense force of the Righteous Hegemony (the Ixion's Family), though both branches serve a wide-variety of purposes. The Imperial Legion includes in their services, among others, reserve support and policing. The Poinsettia Sentinels are tantamount to another country's Marine Corps, operating in conjunction with other branches, primarily the Imperial Navy and the Imperial Air Force to provide quick-hitting tactical firepower in a given situation.

The Prefecture Defense Force is the primary home guard of New Azura. Divided into different administrative districts coinciding with the sixteen Prefecture Governments, the Prefecture Defense Force is broken up into three divisions: the Prefecture Guard (terrestrial defense), the Prefecture Air Guard (air defense) and the Prefecture Marine Guard (naval defense).

The Colonial Defense Force is the primary guard of New Azura's twenty-eight colonial possessions and overseas dependencies. Logistically the weakest of the four divisions, the Colonial Defense Force is patterned after the Prefecture Defense Force, comprising the Colonial Guard, Colonial Air Guard, and the Colonial Marine Guard. The Colonial Guard is a supplemental force that acts in conjunction with the Colonial/Administrative Civilian Constabulary of each colony and dependency and the primary units of the Imperial Military.
