Augmentation Industry Breakthrough

Notice: This Bulletin is old, and no longer relevant. It speaks of actions of a time before this day. Before the rule of the Everlasting One. It is only documented for archiving purposes

Following an extensive series of meetings between the High Dragoness of Ruskarkand and the Founder of the leading Augmentation Technology Industry in Ruskarkand, an agreement has been signed that boasts incredible benefits to the industry, allowing potential research into new technology to be increased two-fold. Likewise, the Dragonkinian administration has granted the Industry the rights to distribute augmentations to volunteering Humans in the under-cities of Hython, the capital of Ruskarkand. Essentially, the augmentations will offer numerous ways for a Human who wishes to improve themselves to find quick ways to do so.

Those who find themselves to be a victim of an amputation or find themselves with improper limbs can benefit as well, as the Industry is offering free augmentations to those in need in order to help them become level with the rest of society through the means of augmentation, whilst likewise forwarding the progress towards improving the limbs that they're going to be taking into their life. It's worth noting that-
@D%DON#'T B3LIE/VE TH^E L"IES~'# PUR(IT!Y F&IRST~
- All of the Augmentations have been tested by the Industry, and that there have been no faults detected as of late. Any inquiries thus far regarding existing augmentations on Dragonkinians have been minimal or non-existent. To us, this correlates to a good record of user satisfaction, and good performance.

There have been a few questions raised about why the Government would be so willing as to sign off a contract to a private business, especially in a system where Private Industry is shunned and outlawed. The Government has yet to comment on this inquiry though.

Death in Tarbell

Notice: This Bulletin is old, and no longer relevant. It speaks of actions of a time before this day. Before the rule of the Everlasting One. It is only documented for archiving purposes

Breaking! Last night, in the northern regions of Ruskarkand, there have been confirmed reports of terrorist movement as the village o Tarbell was demolished and converted into a forward operations base for the renown Human Supremacist group, 'The Knights', whose goal is to eradicate everything Dragonkinian. Many millions are shocked at the ordeal, which has been described as a barbaric and completely outrageous act. The death tolls are in the thousands so far, most of which are civilians. Among those are whole families; parents, children, even young, unhatched offspring. None were spared in their assault, and only a small handful have emerged from the scene, albeit with severe injuries.

It is reported that the terrorist group had access to incendiary ordinance, the one in particular being 'white phosphorus'. We have seen the effects that it has had on the town, and it's purely indescribable. It was a horrific act, and the nation is crying for revenge against the Knights. Although, some Dragonkinians wager that Humanity itself should pay for their crimes, as opposed to just the terrorist group. Nearby settlements are destined to be the next targets, and have been given an evacuation warning. It will be days until the Ruskarkand military is able to mobilize and engage this threat. For now, all we can do is mourn the lost, and prepare ourselves for a coming war on our own soil.

The Marshal of the Military, any of the Generals or the High Dragoness were all unavailable for comment. However, unusually, In the Zone, a disaster-region that holds a large 225km region in Ruskarkand, a Monolithian preacher was sent forth to represent the C-Consciousness, and he relayed the following message to us: "It is in these times that the Monolith feels pity for the unenlightened ones that follow in the footsteps of the High Dragoness, and we fear that our holy relic will also be targeted by these cretins. In wake of these events, the Monolith has decided that its loyal fighters will dedicate their lives to driving out the Human aggressors, so that we may prolong the fragile balance between our nations."

In light of this situation, it seems that all is not lost. As of right now, the Monolithian forces are ahead of the Ruskarkand miilitary in terms of deployment status, and with their help, it will be easier to hold off these vermin! However, despite the help of our neighbor, Ruskarkand will still be under formidable strain in the following war. The government has appealed to all foreign non-Human nations for assistance, but there has reportedly also been an appeal by the Knights for assistance from Human nations. Regardless, if you feel like doing your part in quelling this uprising, then please; look into it! We need your help!

Military forces retreat from Northern Ruskarkand

Notice: This Bulletin is old, and no longer relevant. It speaks of actions of a time before this day. Before the rule of the Everlasting One. It is only documented for archiving purposes

It has come to the attention of the leaders of Ruskarkand that we have completely lost control of the northern sector, and we have been instructed by the High Dragoness herself to use this broadcast to deliver a message to any Dragonkinian who currently still resides in the northern sector of Ruskarkand. Evacuate, immediately. I will say it again, because it needs to be stressed; evacuate your homes and flee south. There is nothing that can be done for the control of the northern territories, so staying will only get you killed. We are already fighting to avenge enough dead, to mourn for more would only add to the tragedy.

Now, Ruskarkand. We are not going to lie to you. We're neck-deep in a war right now. We're losing. We know that much about our own endeavors, but we also know that we are not out for the count yet. Keep your spirits up, we are the Dragonkin, not Ruskarkand. We are not about to lose faith in ourselves, in eachother, just because of an enemy that we had previously underestimated. If those Humans and their wretched allies want to show us their new teeth and claws, then we shall show them our talons and our fangs, and drive those bastards out of our territory, for the final time! Our military is capable, and we can find the power to send them packing all the faster if you, the people of Ruskarkand, help us fight the good war.

Their technology is ranged, with both past-war artifacts and brand-new technology that looks fresh from the war factories. It's all inferior to what we use. It's a wonder that they have found success across the north. But heed these words well, for with the deployment of the REX, the RAY and the GEKKO units, they will sooner be writing out eulogies for their friends when they know what's coming their way.

New Seat of Power

Notice: This Bulletin is old, and no longer relevant. It speaks of actions of a time before this day. Before the rule of the Everlasting One. It is only documented for archiving purposes

Good evening people of Ruskarkand, and foreign nations. I've noticed something very peculiar happening in Hython today, particularly as I was walking through to the Common Room to get a cup of coffee. I noticed a bit of construction work, happening on the tower. Being the nosy person I am (It's my Job), I decided to snoop around a bit and get a small look at the interior of the room they were adding, and I was surprised to see an office, almost completely identical to the current High Dragoness' office. (Very spiffy indeed. I've always been envious)

Now, I've not known a leader to ever have two offices to just herself; I mean, I believe that leaders are probably tired of seeing their own single office as it is, let alone a second one. Plus, the second seat of this supposed 'Diarchy' has been empty for quite a long time. Naturally, I decided to try and speak to the High Dragoness about what I saw. Can't say I really got an answer though, all I received was a look that said 'Wouldn't you like to know' and a smirk. Rumor around the office block though is that there's probably going to be a High Dragoon or Dragooness brought into power very soon, which is reasonable enough. Reconstructing a nation is a difficult task for just one person. One question remains if all of this is true.

Who will it be? Likewise, will they follow the tradition (That's an idiom, if you don't know) of the previous leader being involved in a Photo-Shoot for a rather tasteful calendar picture? Time will tell, I suppose.

High Dragooness selected for power

Notice: This Bulletin is old, and no longer relevant. It speaks of actions of a time before this day. Before the rule of the Everlasting One. It is only documented for archiving purposes

My-My! Good Morning, Dragonkinians of Ruskarkand and viewers everywhere! We wake up this morning with some pretty good news. The government has officially confirmed that there will be a new head of state put into power alongside the High Dragoness! I think the details state that the new leader will be the Chloe Fydorovich's protege for a while, just so they can see how to handle the ropes within this nation, but I digress. So, who is this new leader you ask? It's another Dragoness, or rather a Dragooness to be exact. You should know, Ruskarkand. You chose her in the nominations poll! Nadia Światopełk, the Dragoon from the western segment of Ruskarkand, is being taken in by the Government as the second diarch, and the official overseer of the Dragoons of Ruskarkand.

I believe that invitations have been distributed to a number of names within Ruskarkand, and also to officials from other nations all across the globe and beyond.
So, check your letterbox for one of those invitations, you could be one of the lucky people that get to attend the Coronation and After-Party!

Reformations and Liberation, Abolishment and Understanding

Wyrm's Aerie 25.5 FM Radio - Smooth Listening for Smooth Drakes
Following a meeting of the Dragon Pantheon within the lair of the Everlasting Dragon, it is said that our Holy Monarch spoke forth unto The High Dragoness of the Pantheon, Valyrnov. What was spoken cannot be known for sure, but the exchange has resulted in the number of evocations across the vast expanses of Hython Territory - gradually spreading outwards, aided by the Royal Draan Knights.

Much to the Chagrin of a vast number of individuals, the first and foremost change which has been deemed the most radical is the abolishment of Slavery in Ruskarkand - an act that has drawn criticism and praise from a number of parties, resulting in a mixed bag response, for a whole myriad of reasons. Those Dragons who were once dependent on unpaid labor would now have to legally pay their servants or have them freed under the clause which has been deemed 'an irrefutable attempt at making the Dragonlands a more progressive nation when it doesn't need to be' by a frighteningly large number.

Not everyone has approached this resolution with frowns on their faces however. Indeed, it's proved that there are a number who have taken the new law into light since a number of Dragons had otherwise inducted desperate slaves into a family-like ring in order to shelter them from potential cruel owners. As of now, they needn't hold them under the guise of slavery, and could now legally bind them unto their watch as either family or willing indentured servitude - such social stigmas would of been frowned upon before the invocation of this law, but now they are free to undertake such actions without repercussions - paving the way for much happier lives for both the Dragon itself and those under its wing.

Indeed, this clause has seen the release of a number of individuals into the territories of Ruskarkand. While most opt to leave to return to their homelands, assisted by the Draan Knights in their endeavor - others are choosing to stay, being granted abode within the spiraling city of Hython and granted means to work, in addition to Citizenship. For the most part, the Draan Knights assist where they can in order to make sure they're comfortable as a means of reparation. Such actions have attracted a lot of flak from Dragons who have come to criticize the actions undertaken; however, the Pantheon issued a statement depicting that 'their course of action was necessary, given the oaths of honor that the Draan Knights and the Pantheon abides by'. Invariably, this has raised questions throughout Ruskarkand as to whether or not most Dragons truly do follow the example of the Pantheon. Do some merely follow its words without merit, or they believe that their words invoke no action? Further investigation may be pending, but those who run the Bulletin cannot be sure since the Pantheon refused to comment.

Ruskarkand, as of late, has notably shaped itself from its isonationalist approach to life, even without the guidance of The Everlasting One. Studies conducted into other races are ongoing in order to sate the growing trend of Dragons desiring knowledge - and with Dragons even going as far as to induct followers and scholars into their homes in order to learn more, it's becoming apparent that radical changes are indeed underway. This is likely marking the turning point in the nature of Ruskarkand, but as with any Dragon in its egg; it takes time to grow and emerge unto new light. Glory be to The Everlasting One.

Territories adopting Tolerance, Village Celebrations

Dragon Bay 1.752AM Radio - Flight music made Right.
Non-Dragon settlements all throughout the territories of Ruskarkand are beginning celebrations by hanging up multicolored lights and decorating trees with a number of ornaments in their homes. That's right folks; it's that time of year again where Humanity and all other Non-Draan species take to celebrating their respective Holidays. Although we as Draan have no reason to partake in festivities since we don't share their outlook on their Religion, there are yet those who do take to joining in with the festivities in the name of good-will. It has been stated that The Everlasting One has no qualms with Dragons or Draan partaking in holiday celebrations from other religions - spinning it as an opportunity to learn about other Cultures instead and likewise promote solidarity with the inhabitants of the territories. Indeed, it's encouraged for Dragons to take to learning about different species in order to build a better future.

In other news, the Territories throughout Ruskarkand are statistically improving as far as Non-Draan and Dragon relations go. Cooperation is building throughout the lands ever since the abolishment of slavery was passed by the Dragon Pantheon, creating in improved relations between everyone. Whilst we won't be able to proclaim that there's a grand solidarity between the species just yet, we can happily say that the progress to such a stance is ever-stable and ongoing. The premise of the borders opening for transit between the territories' settlements has been proposed, but there has been no word on whether or not it may or may not be accepted as a development. Individuals are 'optimistic' that it will be accepted given the current growth of tolerance attributed to the encouraged anti-discrimination act that was passed as of late.
