Thank you for your communique and putting forth effort by reading the standing regulations. Our regulations, as mentioned previously, are established to protect not only foreign dignitaries but also Commoners. We believe that any foreign staff should abide by the laws of the country they are serving in; with that, foreign staff in TECT get leeway in minor offenses such as traffic violations and minor laws. We cannot, however, let slide serious offenses such as murder and risks to national security. We require proof that is solid beyond doubt before enacting any embassy removal or raiding of any kind; the same before arresting any staff of a foreign staff. TECT has procedures to invade embassies and arrest staff because we will not allow serious harm to Commoners; after watching other countries suffer from ambassadorial abuses, we are determined to not allow the same practices to develop in our own country. I am sorry if this prevents our countries from establishing proper channels of communications, but these regulations will stand and there shall be no exemptions. We take every chance to give leeway to our honored guests, but the safety and well being of our people must understandably come first. I await to see your decision in the near future.

We would firstly like to thank the Empire Foreign Office for it's speedy response. We wish to address some of the points brought up by the Foreign Office. It is very well understood the importance of foreign diplomats complying, so far as able, to local laws. The granting of diplomatic immunity to a level correspondent to the rank of the diplomat is a fixture of international diplomatic missions. This is due to the extremely important roles of diplomats and particularly Ambassadors and their political influence in all cases.

Diplomatic immunity is important, and especially in the case of the Ambassador, must be ensured before any diplomatic mission can be found. This is because any diplomat occupies a political position, and while they are within foreign nations they are required to respect local law. The New Hayesalian Ministry of Foreign Affairs directs all diplomatic staff to obey both the laws of New Hayesalia and of their state of service where possible.

In the case that our diplomatic staff commit crimes in their service, diplomats may be dealt with in a number of ways. As such people are usually not prosecutable by the nation in which the crime was committed due to diplomatic immunity, the sending state - New Hayesalia- will review the case. The Ministry of Foreign Affairs, in cases such as murder and assault, may decide to issue a waiver of diplomatic immunity which would allow the recieving state to arrest, charge, try and possibly imprison the person who has committed the crime. A waiver would be issued where a guarantee is attained whereupon the maximum sentence would not be inordinately large if found guilty, prison conditions match a number of standards, that the justice system is functional and most importantly that any charge is not politically motivated.

Where these conditions are not met, the Ministry of Foreign Affairs can recall the staff member to be tried in New Hayesalia, or maintain that the charge is politically motivated and no charges will be laid nor will a waiver be issued.

The receiving state does retain the authority to expel any member of staff, for any reason, at any time.

The diplomatic immunity offered in New Hayesalia is outlined in great detail at our program located in the signature of this message.

Embassies of New Hayesalia are sensitive areas- national secrets are held within these facilities. We cannot allow the establishment of an embassy, where secrets are secured, in a foreign country which asserts a right to raid our Embassy based on a vague description of "national security." If there are issues with our embassy, we ask that you reference the matter to the Ministry of Foreign Affairs or, if the matter is serious, you have the option to vacate the Embassy by declaring the staff persona non grata in accordance with international law.
