The only thing they got right as a nation would be their amount of control and order. Everything else truly is dystopic. Consequently, we will not help them. If we're nice, we may assimilate the survivors so they may serve us instead of the communistic mindless hordes of the undead.

Well, we have pre-meditated every single major national situation possible. It would go something like this:

1. Guns. Lots of them. In a national poll, which was required, over 89.9% of people listed they own a gun, and over 90% households have one. Weapon familiarity programs in high school are optional for girls, but required for men. There are almost no restrictions whatsoever. and guns are very cheap down here. The goverment practically makes it impossible not to own one. And sports shooting leagues, training programs, and holdover courses are very common. And military service is compulsory, so everyone is knowledgable about them. And we can aim too, because we have brought home gold for every gun related course in the Olympics for the last decade. You don't just simply place zombies around without the high probability of them all dying...

2. We have a very detailed plan on containment. Our populace does not know, but we have made a plan to make a placebo medical camp for the infected, which is really just a fancy death camp. If a small town is took over, local police and militia forces are mobilized, each with a semi-automatic rifle, too scape every single square mile. A circle of LE/MIL officers surround within fifteen miles of the towns limits and search every accessible area. For a outbreak in a larger city, the entire are within fifty miles is closed. Every road, entrance or exit, is closed to the public. The uninfected would be considered either one of three things. Friendly forces needed for the cleansing of the area, possible hostiles, and collateral damage. If forces are not able to cleanse the area, evacs are made at certain landmarks, and the area is carpet bombed with napalm.

3. If all goes to hell, our surviving goverment officials are evacuated to New Zealand, to an undisclosed location isolated from any town. Forces are mobilised, every gun is placed with a special optic device, which tracks the head area of any indivdual in sight, and glows green when the trajectory of the bullet will destroy the head. Our military forces are encased in a uniform which is resistant to shark bites, covers all the skin including a balcalva, and is a matte black. Air force will carpet bomb every single majorly infected city. Survivors will be picked up and recruited to figh the undead, and will serve until the country is clean of the swine. After the undead are under control, special forces will be stationed to conserve law and search every remaining building for the undead.

Every physically able citizen would be armed with something - fortunately a quite large amount of the civilian population owns arms, and we have a conscription system, so we should probably be able to outfight them.

If all goes to hell, we would evacuate government and other essential people to safe areas with a lot of supplies and an easily defensible and fortified position, and instruct every citizen to do the same. Then we would ask for international assistance, and if it fails we would simply starve out the zombies - after all, they'd die when they have nothing more to eat. If not (which would imply that the zombies can somehow magically generate energy) we would be screwed no matter what.

The Kingdom of Valdistra (KOV) has a contigency plan: We have devised a system of 'levels of infection' and the required government response. In any level of infection, Martial Law would be enacted within any defined 'infected area'.

Infection level 1: Containment nearly impossible. The KOV would pull all government resources from the 'infected area' (defined as any area with a reported infection of 100 miles or less) and priorities would change to the 'safe haven' (a pre-determined location) where all non-infected would be transported. Infection level 1 is the most critical stage and, unfortunately, the KOV would sacrifice certain areas/citizens for the greater good of all other citizens.

Infection level 2: Massive Out-break, containment failing. The KOV would pull all government resources from the 'infected area' (defined as any area with a reported infection of 100 miles or less from the initial outbreak). The KOV military would establish cordons and an order of shoot-to-kill would be authorized for ANYONE leaving the 'infected area' whether or not they are infected. Only specialized "Recovery Teams" would be able to enter the infected area and look for survivors. The Royal Aviation Authority, in partnership with the Royal Armed Forces would continue to enforce a nation-wide no-fly zone.

Infection level 3: Localized, but uncontrolled outbreak. The KOV Royal Armed Forces would initiate martial law within the 'infected area' (defined as any area with a reported infection of 70 miles or less from the initial outbreak). Shoot-to-kill automatically ordered. Because it is likely that it will be difficult to tell who is infected and who is not, any person exhibiting signs of infection or have any scratch, bite or other anomaly would not be authorized to leave the 'infected area'.

Infection level 4: Local, few cases. The KOV Royal Armed Forces would initiate martial law within the 'infected area' (defined by local authorities). The KOV RAF would be on-site for immediate back-up should local law enforcement measures fail. A precautionary cordon would be established within 50 miles of the infected area and continued for 4 days, or until medical authorities deem containment no longer necessary.

Important other information: In any level of infection, martial law would be enacted within the infected area. All broadcasting stations (radio/tv/internet, etc) would be required to broadcast emergency information within the infected area. Because it is likely that it will be difficult to tell who is infected and who is not, any person exhibiting signs of infection or have any scratch, bite or other anomaly would not be authorized to leave the 'infected area'.

In the event that a neighboring nation have an uncontrolled out-break and infection is reported within 100 miles of Our border, the Kingdom of Valdistra will immediately initiate Infection Level 1. This is important, because it is highly unlikely that even the Armed Forces could control the entire border.
