Human Rights Index (SUSPENDED)

Postby Namor » Mon Aug 06, 2012 6:17 pm

Welcome to the People's Rating Department's Human Rights Index! We will give nations a chance to see how much human rights they have. Don't worry, we won't be as interventionist and imperialist as Amnesty International, who have no understanding of human rights ;) . The government of Namor will not interfere in anyone's internal affairs regardless of their human rights record.

RULES AND REGULATIONS
  • BE HONEST, PLEASE! We know that when it comes to knowing your human rights record you kind of want to censor stuff and distort things up. Just be honest and let us rate your true human rights record. We promise to not invade any country just because they torture people in jail. That's so ridiculous!
  • Explain EVERYTHING CLEARLY. Questions left blank will affect the whole application, which will lead to a biased application and a biased rating.

We will rate all nations by a scale of 1-10. A nation rated 1 would have no human rights at all, while a nation rated 10 would be considered a human rights' haven.

Please do not hesitate to tell us if you have any suggestions, comments, or concerns, and always feel free to brag about the human rights ratings we gave you in your signatures and stuff.

Now, more about our system.
We will rate countries via a scale from 1 to 10, 1 being the most psychotic dictatorship ever and 10 being a living utopia. Countries that are rated 1-3 basically have the same human rights conditions (bad); however, please note that countries rated 3 have better human rights than countries that are rated 1.

7-10 (HUMAN RIGHTS HAVEN)
Countries related to you: Canada, Norway, Sweden, France, Germany
Countries rated from 7 to 10 are human rights havens. Capital punishment are usually unheard of in such countries, and jails are five-star hotels. Even the most dangerous rapists here are treated humanely with no torture or bloodshed while they face interrogation. People have the right to believe in God their own way, as well as to not believe in God. People in Human Rights Havens have the right to be heard by an unbiased tribunal, and can neck anyone they want without the government interfering.

4-6 (MODERATE HUMAN RIGHTS)
Countries related to you: United States, Japan, China, Brazil
A mix of psychotic and good, Moderate Human Rights countries are not as psychotic as their Psychotic counterparts, however do contain some elements of brutality. Jails don't look good in places like MHR countries, and people can still receive a death sentence. Citizens in MHR countries have basic rights, however the government can take them away at any time. Governments of MHR countries are usually pissed off when you do dirty stuff with your girlfriend in your bedroom.

1-3 (PSYCHOTIC DICTATORSHIPS)
Countries like you: North Korea, Sudan, Russia, Mexico, Iraq, Iran
Citizens in Psychotic Dictatorships live a life of fear. They can be arrested by secret police and who-knows-what anytime, and chances are they'll get mercilessly beaten in the police station. Citizens in Psychotic Dictatorships can be sent to a gulag and get shot anytime.

Citizens here must watch their mouth, because one foul language against the ruling regime can land them into labor camps. They are forced to believe in the regime's state religion, or not believe anything at all. When arrested, the citizen either lands right into jail without going to court, or he goes to court with a biased judge and a biased jury. Citizens here must ask the goverment first before they have sex, or they are not allowed to have sex at all. The government's watching you 24/7, and proof can be only a few meters away from the average Joe here.

THE TG POLICY
Countries may only telegram us for exact ratings if they were already rated. Every once in a while we will give a list of rated countries (usually by page; if no one turns in an application in a long time we will do otherwise). Countries listed in our ratings can TG for exact ratings. Only then will we reply.

What is the full name of your nation? The Provincial Republic of Valcluse
Does your country allow abortion and euthanasia? Abortion is legal for medical reasons and in cases of rape or incest. Euthanasia is legal but all parties must consent and it must be approved and supervised by a medical professional.
Is capital punishment allowed in your country? Valcluse maintains the death penalty but it is rarely used from crimes outside of treason or mass murder.
Give a number of executions held every year: There have been no executions in the past 25 years.
Does your country use torture to expose secrets from criminals? No.
Is it used to exercise political re-education? No.
Describe how jails look in your country. The Ministry of Justice has mandated that all detention facilities must provide the basics: a bed, a pillow, blankets, a toilet and a sink and a mattress. Anything else is up to the operator of the detention facilities.
Is slavery allowed in your nation? No.
Do people have the right to believe in any religion? Yes.
Do people have the right to NOT believe in any religion? Yes.
Do people have the right to change religion? Yes.
Do your country's people have the right to be hard by an impartial tribunal? Yes.
Do your country's people have the right to a public hearing? Yes.
Do your country's people have the right to interpretation? Yes.

Is capital punishment allowed in your country? No

Do people have the right to change religion? Of course.
Do your country's people have the right to be heard by an impartial tribunal? They can appeal to the Minds, however this is far less formal than a tribunal. More an explanation. Sometimes the Mind will agree what they did was needed, or they were not sane.
Do your country's people have the right to a public hearing? See above.
Do your country's people have the right to interpretation? If by that you mean translation to their language, yes. Most speak our language though.
Can your country's people have the right to speak without interference? Of course.
Does your country's government respect citizens' private lives? The Minds, closest thing to a government we have, have an extremely strict taboo against interfering with private lives with anything more than a friendly suggestion. Those who disobey are termed 'Meatfuckers', the worst insult in the Culture by far for a Mind.
Do your country's people have the right to get healthy food and clean water? Of course, we are post-scarcity so we do not need to ration materials.

What is the full name of your nation? The Free Tribes of Sidh Ohn

Does your country allow abortion and euthanasia? Yes, though due to Ohn physiology (Ohn can choose when to be fertile and have been known to will themselves to death when they were tired of living) these matters rarely comes up.

Is capital punishment allowed in your country? Yes, though it is extremely rare as it is considered wasteful when rehabilitation, temporary indentured servitude, or relocation could better serve. When Capital Punishment is used however, execution is usually carried out by honorable combat against a gauntlet of their accusers and judge; if they manage to survive this, they are assumed to be destined for another fate and banished instead.

Give a number of executions held every year: Roughly 4-5; as I said, extremely rare.

Does your country use torture to expose secrets from criminals? No, we do not keep secrets and do not feel that we need to know that which others are too ashamed to tell.

Is it used to exercise political re-education? No, such would go against all Ohn culture.

Describe how jails look in your country. There are no jails in Sidh Ohn.

Is slavery allowed in your nation? Limited penal slavery, yes. However, the timeframe is always limited and the "slave", while expected to follow commands and defend the pack they are assigned to with their lives, are otherwise generally treated as any other pack member.

Do people have the right to believe in any religion? Yes, though it is rare as the Ohn generally consider most other religions to be philosophically limited and rather silly.

Do people have the right to NOT believe in any religion? Yes; Ohn tend to be of a more philosophical bent in any case.

Do people have the right to change religion? Yes, but again this is rare.

Do your country's people have the right to be hard by an impartial tribunal? Yes, any dispute who's outcome was considered unsatisfactory due to personal bias on the part of the presiding council can be brought to the next highest counsel for reconsideration, though anyone doing so may face penalties if that counsel feels that the complaint was spurious and their time had been wasted.

Do your country's people have the right to a public hearing? Yes, all hearings are made publicly.

Do your country's people have the right to interpretation? Technically, yes, though in practice this is almost never actually needed.

Can your country's people have the right to speak without interference? Yes, such rights are assumed to be held by everyone.

Does your country's government respect citizens' private lives? Yes, every citizen is assumed to constitute their own self-determining level of government and thus, so long as they do not limit the self-determination of others, what they do in their private lives is of no concern to any other level of government.

Do your country's people have the right to get healthy food and clean water? So long as they can do so for themselves, yes. In practice, virtually all Ohn are hunters and survivalists of the first degree and ensure that there sources of food and water are not tainted as they believe that to take in such tainted resources would weaken them.

Does your country allow abortion and euthanasia? No to abortion, yes to euthanasia.
Is capital punishment allowed in your country? Yes.
Give a number of executions held every year: 1 every ten years or so for only the most heinous of crimes.
Does your country use torture to expose secrets from criminals? No.
Is it used to exercise political re-education? No.
Describe how jails look in your country. Bleak. No comforts. Citizens are expected to work off their debt to society by participating in activities such as construction, road work, sanitation. This gives them on-the-job training. They are provided with health care during their incarceration however families must provide their daily rations of food and water. Persons without family may apply for assistance from the government, and they will be given the basic nutrition "meal" bars and quality drinking water. Our crime rate is pathetically low as it is, and we have few prisons.
Is slavery allowed in your nation? Oh hell no.
Yes. It is offered free of charge.
Can your country's people have the right to speak without interference? No. Certain rights were revoked several years ago when people interpreted it as "the right to not remain silent" and violently quibbled with each other over every last thing. The various Ministries stepped forward to put an end to it. Everyone has the right to speak their mind, but they no longer have the right to assemble for the purpose of protesting the government or any other group. Permits are no longer issued for the purposes of "peaceful protest". Instead, people are encouraged to visit their local government offices and lodge complaints, and these are heard at a local level. If there isn't any resolution, the complaint is taken to the next highest level. No harm will come to any citizen who lodges a complaint. Citizens are also encouraged to participate in townhall meetings, to ask other citizens to sign petitions, and to express their beliefs while running for office as an official candidate.
Does your country's government respect citizens' private lives? Yes... but also No. We wire tap. We bar code (identification cards, not the persons themselves!) We track DNA and fingerprints. However, this information is stored in a database and only accessed in order to identify a perpetrator.
Do your country's people have the right to get healthy food and clean water? Of course! We want our citizens to be as healthy as possible. Our citizens also have the right to free quality health care, the right to free education, access to free transportation and fair wages.

Describe how jails look in your country. The Department of Defense requisitions prisons to provide a bed and pillow for each prisoner, and a sink is located in every cell. Each cell is fairly small, contained by steel bars and gray brick. Solitary confinement/maximum security cells are an entirely different story; they are isolated rooms from the rest of the prison, and only house one person each; the door can only be opened by swiping a security card. Within are a basic bed and pillow and a private bathroom.
