There isn't a tradition of eating human flesh specifically, but there IS a longstanding practice of recycling deactivated bodies of all sorts. Deactivated Decepticon bodies are melted down or even directly cannibalized for parts. As for human forms, we don't see any reason to waste a body just because it happens to be made of flesh.

Deactivated humans (and those that we deem defective, or that just irk us) are run through biological rendering just like any other deactivated biological carcasses we need to get rid of.

The carcasses are rendered into biofuel and fertilizer. The biofuel component is then typically made into Energon. Therefore, in a roundabout way, some of us do consume the human flesh.

Also, some mines manage to keep their slaves functional despite never hunting animals to satisfy their protein requirement. Nobody asks where they get the protein from, but the combination of a low protein requirement and the ongoing availability of old slaves leads us to expect that they are recycling those old ones in a more direct manner than usual.

What is the legal status of the practice and social attitudes towards it?
It's entirely legal, and we see wasting usable materials as a bad thing.

Cell-based raw materials, deactivated humans, slave carcasses. Only immigrants use euphemisms that aren't immediately obvious, such as "exactly matching protein for slaves."

Nah. We just throw the carcasses into the rendering plant whole and collect the biofuel that comes out the other end. That is then processed into Energon like any other highly energetic liquid.

Those who use deactivated slaves to feed other slaves cut the meat into steaks and cook 'em over an open fire until they're done enough. The offal is made into stew. Bones are sent to rendering.

Since the slaves have been GM'd to be immune to disease, we don't have to worry about spreading errors through our stock from this practice. As slave owners catch onto this fact, the practice of using deactivated stock for this purpose grows. Even so, it's important to note that most slave owners still hunt non-human animals for most of their slaves' protein needs. There should not be enough slaves crashing to feed the others except on rare occasion.

We have other species besides humans, and occasionally a human irritates someone badly enough to warrant becoming a meal. Humans do not engage in cannibalism however.
