Until recently, the Igovian Soviet Commonwealth was considered the greatest threat to GWO sovereignty; as such, the Federation military was structured and designed to fight a war specifically against them, in a way very, very similar to that of the United States against the Soviet Union. The Federal Armed Forces still are primed to fight an "endless horde of combined warfare" type of opponent, and one of the purposes of the Civilian Militia was to provide a counter-weight of manpower to the ungodly sized armies we were expecting to face.

They seem to have disappeared, however, only making the comparison with the Cold War even more valid.
