Washington is considered the capital, and is host to the Congress, Department of State, embassies, and so forth, but the President resides at Arlington House, in Arlington, Virginia, and the capitol was in Richmond from 1869 to 1885 (when the Union sold DC to Virginia.) Most agencies are headquartered in and around Washington, with most proper agencies in Virginia and most national labs and scientific installations in Maryland.
