As you may imagine, City 9 is a colony of the Universal Union aka "The Combine".

We can use them as workers, soldiers, just as we please and the only thing we have to do is keeping them alive, nothing else. Therefore: Low personal/political freedoms; Good industry represented by high economic freedoms
